DESIGNING and UP-GRADATION OF 2.40MLD CAPACITY SEWAGE TREATMENT PLANT BASED ON EXTENDED AERATION TECHNOLOGY AT KURUKSHETRA UNIVERSITY, KURUKSHETRA, HARYANA.
Design, Construction, Renovation, Up-gradation, Erection, Testing and Commissioning of existing 2.4MLD capacity Sewage Treatment Plant/TTP based on Extended Aeration Technology with the addition of Anoxic tank, Extended Aeration Reactor, Internal Re-circulation Pumps, Returned Activated Sludge Pumps, Equalization Tank, Treated effluent Lifting pumps, providing Phosphate removal unit and Tertiary Treatment Plant based on Disc Filters followed by Chlorination in existing STP complete in all respect ensuring full operation (entire plant) with Programmable Logic Controller (PLC) and Supervisory Control and Data Acquisition (SCADA) systems. Up-gradation of Primary treatment unit, providing and installing of online water quality monitoring system (Analyzer) with parameters pH, TSS, BOD, COD, N, P, Residual Chlorine at the outlet, Electrical, Mechanical, Pumping machinery, instrumentation, PLC/SCADA, providing 4wheeler (Mahindra Scorpio Diesel 2WD MT Z4, model 2025 plus ) with cost of driver, comprehensive/ packaged insurance policy, toll tax, fuel, lubricants and maintenance charges, all inclusive for average running of 1500km. per month for a period of 36 month (for providing vehicle) for supervision and all other works contingent thereto including Operation and Maintenance of existing STP/MPS during renovation/up-gradation period (with the addition of Anoxic tank, Extended Aeration Reactor, Internal Re-circulation Pumps, Returned Activated Sludge Pumps) and 3 months for a trial run period or extended trial run period as the case may be, till prescribed parameters are attained (whichever is later), 12 months defects liability period after successful trial run and 5 years thereafter on the commissioning of renovated/up-graded STP i.e. after completion of Phosphate removal unit, Tertiary treatment plant, Chlorination Unit etc. at Kurukshetra University, Kurukshetra, Haryana. Brief scope of work: A. Entire civil works and repair of existing structures/buildings, construction of all structures required for renovation/ up-gradation of STP/TTP/Chlorination/Sludge units, Effluent carrier/channel as per DNIT and any other work contingent there to. (As per detail attached/DNIT and inclusive of OandM) B. Entire mechanical works and repair / replacement existing mechanical equipment/ additional mechanical work as per DNIT and any other works contingent there to (As per detail attached/DNIT and inclusive of OandM) C. Entire Electrical, instrumentation and PLC, SCADA work from MPS to STP to TTP to Chlorination system. Entire plant shall be controlled with SCADA including upgradation of existing electrical components/ machinery/ blowers with VFD’s, D.O meters, flow meters (at inlet and outlet), mixers, equipment and instrumentation as per DNIT and all other work contingent there to. (As per detail attached and inclusive of OandM) D. All the infrastructure construction of new structures and repair of existing Platforms, Boundary wall, path ways/ roads and RCC Box drain upto existing drain (as per detail attached) required to be executed at site for renovation/upgradation is included in the scope of work of lump sum job. E. All the Pumping Machinery, Blowers, Panel Board, Level Sensor, Electrical, Mechanical, Piping and Instrumentation works with PLC and SCADA arrangement for MPS, STP, TTP, chlorination is included in the scope of work of lump sum job as per detail given in the bid document. Entire plant shall be controlled by PLC and SCADA synchronized with the PLC panels at MPS, STP, TTP, chemical treatment, chlorination, centrifuge, dewatering units etc. F. The size and quantities of all the above components required for repair/renovation/up- gradation/new construction shall be as per approved Process/Hydraulic/Structural/Mechanical/Electrical design to be approved by KUK before actual execution of work. G. All DI pipes, specials and accessories etc. required within the campus of MPS, STP, TTP, chemical treatment, chlorination, centrifuge, dewatering units, RCC covered channel from chlorine contact tank to existing drain (Near by Drain) by gravity for disposal of treated effluent and all other related work shall be done by the contractor/agency. H. For installation/fixing of machinery/equipment it shall be responsibility of Contractor/ agency to dewater and clean all the existing units of STP which may include plugging and pumping etc. if any. I. Development of lawns / Plantation etc. at STP/TTP campus and its up keeping /maintenance as per DNIT. J. Main Gate: Supply and installation of 1No. SS Main Gate of SS-304 Grade 4m wide and 1 No. SS wicket gate of SS-304 Grade 1.25m wide (total weight not less than 500kg) at STP site. K. Providing and installing Filter feed pump, all fittings, instrumentation, electric panel board, dry sludge platforms etc. as per design complete in all respect including packing dry sludge in 20 Kg. bag and supplying the same to market Kisan Sewa Kendra or as directed by Engineer-in-charge within the lead as per DNIT, including Operation and Maintenance during 1year of defect liability period after 3 months of satisfactory trial run and 5 years thereafter. L. Supplying and installing furniture, computers, printer, monitors and laboratory equipment etc. as per DNIT. M. Providing and Installing 8NO. CCTV Cameras complete as per satisfaction of the Engineer – in- Charge within 96 hours of signing the Agreement along with 90 days recording (NVR), 32 inches LED Screen, 16 Channel NVR with 2TB Hard disc at STP Site with connectors, cables, poles and power supply with online real-time output facility. Complete as per DNIT. Cameras at STP and MPS Site- 2 No. PTZ speed dome 360 degree 50X zoom camera, 4 No. 12mm lens size, 2 No. 3.6mm lens size. Make: - Sony/ Canon/Panasonic/ Samsung. CCTV Cameras should be installed and commissioned before starting execution of work. N. All existing mechanical, electrical, instrumentation, and allied equipment, including machinery, panels, DG sets, and accessories installed at the MPS and STP, found repairable during inspection, shall be repaired, overhauled, reconditioned, tested, and commissioned, strictly in accordance with the scope of work defined in the DNIT and as directed by the Engineer-in-Charge. The cost of all labour, materials, spares, consumables, tools and tackles, transportation, testing, and commissioning shall be deemed to be included in the lump-sum contract price. No additional or extra payment shall be payable on this account under any circumstances. O. All existing mechanical, electrical, instrumentation, and allied equipment, including machinery, electrical panels, DG sets, and associated accessories installed at the MPS and STP, which are found unserviceable and beyond economical repair during joint inspection and certification by the Engineer-in- Charge and/or an approved third-party inspection agency, shall be replaced with new equipment conforming to the approved makes/vendors list and technical specifications stipulated in the DNIT. The new equipment shall be supplied, installed, tested, and commissioned in accordance with the provisions of the DNIT, relevant IS/IEC standards, OEM guidelines, and the directions of the Engineer-in-Charge. The cost of supply, installation, labour, materials, spares, consumables, tools and tackles, transportation, testing, commissioning, third-party inspection, and all incidental activities shall be deemed to be included in the lump-sum contract price. No separate or extra payment shall be admissible on this account under any circumstances. Construction of Pump Chamber with toilet, Chlorination Building, toner room, renovation and upgradation of laboratory, existing annexe building by providing PLC/SCADA room/MCC, renovation of toilet blocks (Ladies/Gents) including doors, window, fittings, all Sanitary fittings etc. as per drawings attached in DNIT at MPS and STP/TTP site with RCC framed structure, flooring, anodized/powder coated aluminum frame of size 101.60mm x 50.80mm x 4.78mm for chowkhat, 99.00mm x 52.00mm x 3.00mm for 5mm thick toughened glass AIS/Saint Gobain/ Modi Float Covered Area (60 sqm) (As per enclosed plan and DNIT) complete in all respect. Construction of Disc Platform and Profile Sheeting Shed . (16Sqm) Construction of Approach Road to Proposed Structures for STP and MPS. (245Sqm) 4Nos. Supply and Erection of Solar Powered (on Grid) street lights with Hot Dip G.I. octagonal pole 10Mtr. Height of 4mm thickness with LED based street light 120W with pressure die cast aluminum housing with IP66 protection, underground cable in the trench, metal clad switches, MCCB, Earthing and suitable size of wire and cables, Digital time switch (Programming of ON-OFF timing) as per specification laid in the DNIT. 1Nos Supply, installation, testing, commissioning operation for online (continuous) measurement of pH, TSS, BOD, COD, N, P, Residual Chlorine by analyzer with various sensors (spectral measurement in the UV-VIS range 200-720mm) performing reagent and chemical free analysis with automatic cleaning of sensors, power cables and signal cable, local data acquisition and display of data on continuous basis for up linking the data to CPCB, HSPCB AND KUK, TUV approved complete in all respect as per CPCB guidelines for online continuous monitoring system for effluents, Providing GSM 3G, 4G Modem with mobile network connectivity including network charges and as contained in scope of work in the DNIT (at Outlet). VI. Providing, supplying, installation, testing, and commissioning of SMPS power supply of 24 V DC, 5 Amp capacity at the outlet of the STP, complete in all respects. VII. Providing, supplying, installation, testing, and commissioning of an online Data Logger having minimum configuration of 8 (Eight) Analog Inputs and 1 (One) RS-485 communication port, complete with all necessary accessories. VIII. Providing, installation, integration, configuration, testing, and commissioning of a complete online data acquisition and transmission system for continuous monitoring of treated effluent parameters including BOD, COD, TSS, pH, Temperature, Nitrogen (N), Phosphorus (P), and Residual Chlorine. The system shall provide real-time data transmission to a secure Cloud Server and onward transmission to the servers/portals of HSPCB, CPCB, and KUK, strictly in compliance with prevailing CPCB/HSPCB guidelines. The system shall remain fully operational during the 3-month trial run period, the 1-year Defect Liability Period (DLP), and for a further period of 5 (five) years thereafter or till the completion of the OandM period, whichever is later. IX. The cost of all equipment, sensors, analyzers, communication devices, software, licenses, cloud hosting, SIM/data charges, calibration, operation, maintenance, manpower, spares, consumables, testing, commissioning, statutory compliance, and all incidental activities required for uninterrupted performance of the system shall be deemed to be included in the lump-sum contract price. No separate or extra payment shall be admissible on this account under any circumstances. X. Obtaining all statutory approvals, clearances, permissions, and consents required from State and Central authorities for establishment, upgradation, commissioning, operation, and renewal of the STP — including Consent to Establish (CTE) and Consent to Operate (CTO) from the Haryana State Pollution Control Board and the Central Pollution Control Board, wherever applicable shall be the sole responsibility of the successful bidder. All fees, charges, documentation, liaisoning, compliance, and related expenses shall be borne entirely by the bidder and shall be deemed to be included in the lump-sum scope of work. No separate or additional payment whatsoever shall be payable by KUK on this account under any circumstances.
