Commercial experience / past performance
For orders executed during the prescribed five-year look-back, demonstrate supply of communication cable through either one similar order of at least Rs. 5,96,000, two similar orders each at least Rs. 4,77,000, or three similar orders each at least Rs. 3,58,000. Values are landed cost inclusive of all taxes, duties and charges.
- The look-back ends on the last day of the month immediately before the month containing the original bid end date; extensions are ignored.
- No separate turnover, profitability or net-worth threshold is stated.
Experience evidence
Submit the purchase order plus one linked execution proof: invoices with self-certification of successful supply, a bank payment certificate, or a client execution certificate showing executed value. Complete client name, address, phone and email are also required for verification.
MSE/startup relaxation conflict
Do not rely on an experience exemption without written Buyer confirmation. The main bid fields say MSE and startup relaxation is 'No', while the commercial PQC table says no prior experience is required with valid DPIIT/Udyam certificates. The tender disclaimer prohibits ATC clauses that contradict the bid-detail fields; the conservative pass/fail position is to meet the general experience thresholds.
Land-border registration
A bidder from a country sharing a land border with India is eligible only if registered with the Competent Authority; the signed undertaking is mandatory and registration evidence must be attached where applicable. False declaration permits immediate termination and legal action.
Blacklisting, insolvency and multiple bids
Submit the prescribed declarations covering IOCL/MOPNG blacklist or holiday-list status, pending corrupt/fraud inquiries, insolvency/liquidation/bankruptcy status, and one-bid-only compliance. A false declaration can cause rejection/termination and holiday listing; all multiple bids are rejected.
- For a consortium, Annexure 2 covers every member; the documents state no consortium/JV size cap, equity floor or lead-member rule.
MSE purchase preference
An MSE claiming purchase preference must hold a valid Udyam Certificate, be validated online, and be the manufacturer/OEM of the offered product; traders/resellers are excluded. Eligible MSE OEMs within L1+15% may match L1 for up to 25% of quantity.
