Technical experience (similar works)
In last 7 years from Original Bid Closing Date, in Oil & Gas industry (India or abroad): (a) 1 similar work ≥ INR 12,92,43,000 OR (b) 2 each ≥ INR 8,07,77,000 OR (c) 3 each ≥ INR 6,46,21,500.
- Similar works = ALM/APM/EAM-enablement project with sensor installation on rotary equipment for AI-based PdM covering (i) Historian/SCADA ingestion (OPC-UA/MQTT/Modbus/PI), (ii) WO auto-trigger to CMMS/ERP, (iii) outcomes e.g. MTBF/MTTR improvement.
- Evidence: Contract/LOI/LOA/WO/SO showing scope AND JCC/SES/COP with gross value, WO/Contract no., nature of jobs, period/completion; mere LOI/WO or subcontracting or own-group jobs not accepted.
- Foreign currency experience converted at SBI BC Selling Rate on original Bid Closing Date.
- MSE/Startup experience-turnover relaxation on GeM: No.
OEM Manufacturer Authorization (MAF)
Bidder must be authorised by OEMs of hardware instruments and submit valid MAF (Proforma-XXXIII) for: (i) Wireless Magnetic Vibration Sensors; (ii) Wireless Pressure Transmitters; (iii) Wireless Temperature Transmitters.
- MAF states make/model not obsolete and support for minimum 5 years from bid closing.
Financial criteria
Annual Financial Turnover from Operations in any of last 3 completed FY preceding Original Bid Closing Date ≥ INR 8,07,77,000.00; Net Worth positive for FY preceding original bid closing date.
- Proof: CA/Cost Accountant certificate (PROFORMA-IX) with UDIN OR audited BS & P&L; special rules for JV, consortium, subsidiary relying on parent, foreign statements, and late audit availability (Proforma-X).
- Consortium: any one member turnover ≥ INR 8,07,77,000 and other members each ≥ INR 4,03,88,500; all net worth positive; must meet on own (no parent reliance for financials).
JV / Consortium / Parent-subsidiary bidding routes
Bidders not meeting experience alone may bid via parent/subsidiary support, JV (max 3 members), or consortium, subject to detailed shareholding, MOU, additional PBG and key-personnel-from-supporting-company conditions.
- Parent/subsidiary: supporting company holds >50% paid-up equity; Parent/Subsidiary Agreement (Proforma-XXVII) and Guarantee; supporting company must meet experience on its own.
- JV: registered in India under Companies Act/LLP Act; JV itself OR any member with ≥26% stake meets experience; max 3 members; no dual bidding by members; foreign equity/royalty needs SIA/RBI filings if applicable.
- Consortium: any one member alone meets experience 3.1 (cannot rely on partners for experience); notarized MOU; leader alone registers/bids on GeM; joint and several liability; EMD/PBG in leader’s name on behalf of consortium; leader change during execution may terminate contract.
- If qualified on supporting firm’s experience, identified key personnel for entire implementation period shall be from supporting company (Proforma-XXI / Annexure-Identified Key Personnel).
- Subcontracting/Assignment: Not Allowed (SCC 1.16).
Mobilisation commitment and mandatory commercial acceptances
Technical bid must confirm mobilisation within 30 days of LOA; non-confirmation rejected. Must accept firm price, EMD, validity, PBG, LD, Integrity Pact, etc. in toto (BEC 5.10).
- Bid validity <120 days rejected (see base-date contradiction).
- No price indication in unpriced techno-commercial bid.
- TPIA verification of BEC documents by one of 17 empanelled agencies required (or undertaking to submit verified docs within 7 days of actual bid opening).
Debarment, land-border, insolvency and authenticity
Bidders must not be under liquidation/bankruptcy/insolvency (Appendix-1); not on OIL Holiday/Banning List and no involvement in last 3 years per Appendix-2; Land Border Order undertakings Exhibit-I/II/III; authenticity undertaking Proforma-VII; fraudulent documents attract banning.
- OIL Banning Policy dated 17 March 2023 applies to erring agencies.
- GeM GTC cl.26 land-border registration with Competent Authority required where applicable.
MSE purchase preference
MSE Purchase Preference applicable (Yes) with 15% price band; if L-1 not MSE and MSE quotes within L-1+15%, opportunity to match L-1 for 100% quantity (service). Experience/turnover MSE relaxation: No.
- Udyam Registration Certificate required to claim MSE benefits; SC/ST/Woman ownership evidence if claimed.
- For consortium, all members must be MSE to avail MSE PP.
