• NIT is digitally signed 05 Aug 2026; no separate calendar publish date is printed beyond the RFP date.

Pre-bid meetings

Two pre-bid meetings at MTRDC Bangalore: 14 August 2026 and 21 August 2026, each 10 am to 05 pm.

• For Indigenous vendors/bidders, attendance at any one meeting is mandatory.
• Foreign OEMs/bidders may request detailed specs by email on or before the scheduled pre-bid date/time with OEM certificate and signed NDA.
• Meetings will not be postponed for absence of any bidder.

Clarification deadline

Written clarifications on RFP contents must be notified at least 07 (Seven) days prior to the date of opening of the Bids.

• Grievances on bidding conditions must also be raised in writing at least seven days in advance of the stipulated bid submission date.

Bid submission deadline

Online bid upload deadline is stated only as 'As per Defproc portal'; the NIT due-date cell is blank.

• No corrigendum is present that inserts a calendar submission deadline into the tender pack.
• Original tender fee, EMD declaration/instruments and (if applicable) Integrity Pact originals must reach Centre Head on or before bid submission end date/time; otherwise rejection if originals not received by techno-commercial opening.

Bid opening

Bids must remain valid for 180 days; RFP measures from last date of opening of Bids (Commercial Terms form says from last date of submission — see contradictions).

Tender value / estimated cost

Tender document fee

Tender Fees: Rs.500/- (NIT).

• Tender Fee can be paid through e-MRO portal of SBI or offline mode.

EMD / bid security

EMD for bid security is Nil; Indian bidders submit Bid Security Declaration (suspension up to 2 years on default).

• Commercial Terms: NIL declaration for Indian bidder; PCIP format for Foreign bidder (see Integrity Pact earnest money below and contradictions).
• NIT also shows EMD as -NIL- (Declaration to be submitted).

Integrity Pact earnest money

Pre-Integrity Pact clause requires deposit of Rs. 10,00,000/- as Earnest Money for Integrity Pact with the signed IP (Annexure B), as BG in favour of The Centre Head, MTRDC.

• For foreign seller, BG from a first-class bank of international repute confirmed by State Bank of India.
• Submit IP + Earnest Money in a separate envelope marked 'IP and Earnest Money'.
• IEM particulars are listed; clause notes IEMs apply only when Pre-Integrity Pact is applicable.
• Commercial Terms link PCIP specifically to Foreign bidder — conflict with RFP wording that the Bidder shall deposit Rs. 10 lakh (see contradictions).

Performance cum warranty bond and performance security

RFP Part III requires Performance-cum-Warranty Bond up to/equal to 5% of Contract value and a separate Security Deposit/Performance Security Bond of 3% of Contract value; Commercial Terms states Performance cum warranty Bond upto 10%.

• Indigenous PBG forms: Banker's Cheque/DD/FDR/BG (P-c-W) and DD/BG (security deposit); Foreign: BG via internationally recognized first-class bank.
• P-c-W BG validity: upto 60 days beyond scheduled delivery or warranty period (if applicable).
• Security Deposit BG validity: upto 60 days beyond scheduled date of delivery.
• Favouring party wording varies (The Director, MTRDC / The Centre Head, MTRDC).
• Either instrument may be forfeited for non-adherence to delivery/other contract provisions.
• See contradictions for 5% vs 10% and dual 5%+3% stack.

Price basis, taxes and bank charges

Indian bidders: FOR MTRDC in INR; Foreign bidders: CIP Bangalore Airport (Commercial Terms also says CIP Destination). Taxes as per prevailing Government Orders; packing & forwarding free of cost.

• All bank charges inside India to MTRDC's account and outside India to supplier's account.
• Foreign evaluation may load FOB/FCA by 10% to CIP/CIF if CIP/CIF not indicated, plus CD, GST and 1% of CIP/CIF to Buyer's premises (see contradictions on FOB vs CIP quote basis and FX rate date).
• No advance payment will be made.

Payment terms

90% within 30 days after receipt, acceptance and satisfactory installation (or requisite documents for foreign); balance 10% after warranty/guarantee, or earlier against equivalent BG/DD covering the warranty period.

• Bills for stage payments must be submitted within 15 days of completion of Stage 2, Stage 3 and Stage 4 (Brief Specs mode of execution).
• Indigenous mode: ECS/NEFT bank details mandatory where feasible.
• Foreign preferable mode: Direct Bank Transfer (DBT) within 30 days after receipt/inspection/acceptance at MTRDC and contract documents.
• ERV clause applies where DP exceeds 12 months and import content is involved; base FX is SBI selling rate on price-bid opening date.

Liquidated damages (rate)

LD at 0.5% per week or part thereof of delay on total order value (including taxes and duties on final product), capped at maximum 10%.

• Where partial delivery does not achieve contract objective, LD may also be levied on total cost of ordered quantity including stores delivered within DP.

OEM / authorized representative only

Only OEM or authorized representative may bid; OEM authorization must accompany quote if distributor/authorized representative bids.

• Commercial Terms also require Original Equipment Manufacturer (OEM) Authorisation Certificate.

Past experience

OEM must have prior experience delivering Compact High Power Microwave Generator or similar equipment in the past three years, with proof of delivery.

Manufacturing and test capability

OEM must show proven design/manufacture of HV pulse power sources and high power microwave sources, plus listed high-voltage/RF test capability including >5 GHz oscilloscope and calibrated reference sensors.

• Development facility details and list of test measurements/equipment to be submitted with quote.
• Buyer/DRDO/Govt/Indian Embassy rep may visit vendor to ascertain capabilities.

Turnover threshold

Average annual financial turnover of the bidder during the last three years ending on 31-Mar-2026 must be at least Rs. 12 Crores (or foreign-currency equivalent at exchange rate on bidding date), CA/cost-accountant authenticated.

• MSME/Start-up exemption is not applicable as it is a specialized and strategic requirement.

Mandatory pre-bid for indigenous bidders

Indigenous vendors/bidders must attend any one of the two pre-bid meetings; detailed specs/compliance/price-bid format issued only after valid OEM certificate/authorization and signed NDA.

• Foreign participants may obtain the same pack by email request with OEM certificate and signed NDA on/before pre-bid schedule.

Indian agent / FE quoting rules

Indian firms quote in INR for themselves; FE quote on behalf of OEM only if 100% subsidiary or Indian Agent under agency agreement, with mandatory supporting documents; agents must be registered/enlisted with DRDO/MoD before price-bid evaluation.

• Failure to produce subsidiary evidence or agency agreement/registration documents disqualifies the bid.

Debarment / blacklisting and land-border restrictions

Bids of debarred/blacklisted firms are not evaluated; tender acceptance requires non-blacklisting declaration; bidders must certify GFR 144(xi) land-border eligibility and non-subcontracting restrictions.

• Buyer may disqualify any vendor at any stage on grounds of National Security.
• Unwillingness to quote without prior intimation before opening may lead to de-registration for the range of items.

Consortium / JV

No consortium or joint-venture eligibility rules are stated in the tender pack.

• Cover-1 contemplates company registration certificate or partnership deed if applicable, but does not set JV equity caps or multi-member rules.

Integrated compact HPM generator to deliver RF power of 180 MW (min) from a relativistic RF generator with pulsed power source, HV charging, magnetic supply, accessories, controls and diagnostics; fibre-optic remote control/monitoring.

• Weight not more than 1100 kg inclusive of all; volume not more than 0.8 m³ inclusive of all.
• Burst duration 1 s; burst interval 10 minutes (max).
• RF frequency, E-field, pulse width, PRF and antenna gain 'will be provided during the pre-bid meeting'.
• PPS: 360 ± 20 kV, 80 ± 10 ns FWHM, rise-time <10 ns; BWO RF power 200 MW (min), impedance 90 ± 10 Ω.
• Charger supply 400 ± 10% 3-phase 50 Hz.

Deliverables set

One set comprises Charger, PPS, BWO, Solenoid+PSU, Mode Convertor, Antenna, Remote control module, Pulsed V/I sensors, RF coupler/sensor, and Spares & Accessories (1 each/set as listed).

• Also 5 nos. spare BWO cathodes; cathode life min 500,000 shots with CoC; 2 sets spare HV connector assemblies with mating parts.
• System must be transportable semi-assembled for integration/testing at various MTRDC locations.

Work stages, location and timeline

17-month delivery from effective date of contract including field trials/acceptance: PDR/ATP at T0+5 months, FAT at T0+14 months, SAT at MTRDC at T0+17 months.

• Scope includes factory stage inspection, FAT with diagnostic setup, installation & commissioning and SAT at MTRDC, plus training (FAT and SAT).
• Consignee: The Centre Head MTRDC, Near BEL North Gate, BE Complex, Jalahalli, Bangalore-560013.
• Contract may be cancelled unilaterally if items not received within contracted DP; extension with/without LD is Buyer's sole discretion.

Documentation, training, warranty and product support

Provide datasheet, CoC, test reports and English O&M manual; training on operation/safety/integration; 12-month warranty from installation/commissioning/acceptance; post-warranty support 5 years; quote extended warranty 24 months beyond mandatory 12 months.

• Quote comprehensive and non-comprehensive maintenance prices after warranty in price bid.
• At least two years' notice before closing production line for lifetime buy of spares.
• PDI, FAT and post-delivery inspection are applicable.

Online two-cover submission on defproc

Two-bid e-procurement on https://defproc.gov.in: Cover-1 techno-commercial and Cover-2 price BOQ; bids by post/FAX/email not considered.

• Valid DSC Class II or Class III with signing key usage required for portal enrolment/submission.
• Digitally sign and upload each required document; Freeze Bid Submission acknowledgement to be retained.
• Server time on bidder dashboard is the deadline clock.
• BOQ_877167.xls must be filled without modifying protected structure/filename.

Physical originals / offline envelope

No corrigendum in the document pack

No corrigendum/addendum files are included with this tender workspace; original RFP/NIT values stand as published.

• NIT states any corrigendum will be published only on the referred websites (eprocure/defproc/DRDO tenders).
• Bidders should still re-check the portal before bid freeze for late amendments.

Bid validity anchor date: opening vs submission

RFP Part I (A) Para 12 requires 180 days from last date of opening of Bids; Commercial Terms Sl. 18 requires 180 days from last date of submission of the bids.

• No corrigendum resolves this. Prefer the RFP Part I validity clause for bid-securing declaration risk, but seek written clarification because Commercial Terms must be complied with as a signed statement.
• Impact: different calendar end-date for validity and for declaration default triggers.

Performance cum warranty bond percentage: 5% vs 10%

RFP Part III Para 2 sets Performance-cum-Warranty Bond at 5% of Contract value; Commercial Terms Statement Sl. 15 states upto 10%.

• RFP is the special conditions forming part of contract; Commercial Terms is the bidder compliance sheet and currently conflicts.
• Action: seek pre-bid confirmation which percentage will be written into the supply order.

Dual post-award securities: 5% P-c-W plus 3% performance security

Part III lists both Performance-cum-Warranty Bond (5%) and separate Security Deposit/Performance Security Bond (3%), while Commercial Terms mentions only a single Performance cum warranty Bond (10%).

• Ambiguity whether both 5% and 3% run concurrently or one supersedes.
• Favouring addressee also varies (Director vs Centre Head).

Integrity Pact / PCIP applicability and Rs. 10 lakh IP earnest money

RFP Part III Para 27 requires the Bidder to deposit Rs. 10,00,000 IP earnest money and sign Annexure B; Commercial Terms Sl. 2 pairs PCIP with Foreign bidder only while Indian bidders give EMD declaration.

• IEM clause is labelled applicable only when Pre-Integrity Pact Clause is applicable, but Para 27 itself is not marked Not Applicable.
• Material cash-flow and bid-rejection risk if foreign/Indian treatment is misread.

Foreign quote basis: CIP required vs FOB/FCA comparison text

Part III Para 18 and Part VI require foreign quotes on CIP Bangalore Airport; Part II (A) cost-comparison text asks foreign bidders to quote FOB/FCA and also indicate CIP/CIF, loading FOB by 10% if CIP missing.

• Commercial Terms: CIP (Destination) for foreign bidders.
• BOQ delivery-term dropdown includes FOR MTRDC, FOB/FCA, CIF/CIP.
• Action: quote as required by Part III/Part VI (CIP Bangalore) and still populate BOQ fields carefully.

FX conversion date for foreign bid comparison

Within cost-comparison, one sentence uses BC selling rate on last date of submission of bids; another uses date of opening of Price Bids; Part VI also uses last date of submission.

• ERV base rate separately uses SBI selling rate on price-bid opening date.
• Can move evaluated INR price between bidders near volatile FX dates.

Bid submission calendar blank vs portal cross-reference

NIT due-date cell is blank ('-') while RFP defers upload/opening dates to Defproc portal without printing calendar values in the PDF pack.

• Bidders must take final dates only from the live Defproc tender header; no corrigendum in-folder supplies the missing NIT date.

Release of withheld RF parameters and full ATP criteria

Ask for firm RF frequency, E-field, pulse width, PRF, antenna gain, charger output voltage/charging rate and complete ATP limits before bid freeze — currently deferred to pre-bid after NDA.

• Without these, technical compliance and pricing of BWO/PPS/antenna chain cannot be fixed.
• Also confirm whether system-level 180 MW min vs BWO 200 MW min is intentional headroom or a spec mismatch.

Confirm final performance security quantum and instruments

Request written confirmation whether post-award security is 5% P-c-W, 5%+3%, or 10% as in Commercial Terms, and exact beneficiary name on BGs.

• Also confirm BG validity end-point (delivery+60 days vs warranty+60 days) for this 12-month warranty case.

PCIP + Rs. 10 lakh IP earnest money — who must submit

Clarify whether Indian bidders need only Bid Declaration, or also Annexure B IP and Rs. 10 lakh BG; and whether foreign bidders need both declaration and PCIP.

• Mismatch between Part III Para 27 and Commercial Terms Sl. 2 is bid-critical cash and rejection risk.

Foreign pricing basis and evaluation FX date

Confirm mandatory Incoterm to enter in BOQ (CIP Bangalore Airport vs CIP Destination vs FOB/FCA) and which SBI BC selling date will be used for INR conversion.

• Conflicts exist among Part II comparison text, Part III delivery terms, Part VI and Commercial Terms.

Payment trigger vs 17-month staged execution

Ask how 90% payment after installation interacts with Stage-2 PDR / Stage-3 FAT milestones and the 15-day bill submission rule for stages 2–4.

• Part III Para 10 reads like single post-installation 90%, while Para 9 references bills after stages 2, 3 and 4 — cash-flow critical on a 17-month build with no advance.

Indigenous mandatory pre-bid attendance proof

Confirm what evidence of attendance will be checked and whether failure to attend any one meeting is automatic techno-commercial rejection.

• Also confirm latest time foreign email requests for the detailed pack will be accepted relative to Meeting-1 vs Meeting-2.

No advance; late cash on 17-month critical path

No advance payment; headline commercial terms pay 90% only after receipt/acceptance/installation with 10% held to end of warranty (or BG), while delivery is 17 months through PDR/FAT/SAT.

• Buyer may withhold any payment for failure to submit bonds/documents or perform trials/installation/training.
• ERV available only if DP >12 months with import content — still leaves working-capital exposure.

LD, unilateral DP control and risk purchase

LD 0.5%/week to 10% of total order value; Buyer alone decides DP extension with/without LD; risk-and-expense repurchase on seller default; termination for >3 months delay (non-FM) or >6 months FM.

• Even stores delivered within DP can attract LD if partial delivery fails contract objective.

NDA / pre-bid gate and incomplete public specs

Key RF parameters and full price format are withheld until NDA and (for Indian bidders) mandatory pre-bid attendance — high bid/no-bid and compliance risk if pack is late or incomplete.

• Specifications/drawings issued after NDA must be returned with techno-commercial bid.
• Confidentiality obligations continue for term of NDA plus ten (10) years.

Security stack, IP earnest money and declaration suspension
