Agreement signing timeline

Earnest Money Deposit (EMD)

EMD is required as FDR/TDR (also bank draft / interest-bearing shapes per W.D. Manual) in favour of Chief Municipal Officer, Municipal Council Janjgir-Naila; amount figures conflict (Rs.1,22,000 on cover vs Rs.1,50,000 handwritten over Rs.3,70,755 in detailed NIT).

• EMD of unsuccessful tenderers is returned on rejection; for successful tenderer it is retained as part of security deposit.
• Out-of-state tenderers may remit EMD as TDR/FDR of any scheduled bank payable at par at the CMO office.
• Withdrawal before validity or failure to execute agreement leads to EMD forfeiture.

Tender document / processing fees

Cover NIT lists Cost of Tender Document Fee Rs.3,000 (DD) and Bid Hash Submission Fee Rs.311; detailed NIT also shows Rs.5,000 and overwritten Rs.10,000/Rs.2,000. Processing fee DD is non-refundable.

Security deposit

Security deposit is earnest money plus 5% deduction from running-bill payments (Form B memorandum also states Security deposit 5%).

• Form B: 50% of security deposit refunded on completion certificate (subject to recoveries); balance 50% after four months of completion or final bill paid, whichever is earlier.

Performance guarantee / maintenance security

Additional 5% performance security (BG/FDR/TDR or cash deduction from bills) for performance and maintenance — 60 months after completion for buildings; refundable in stages (50% after 3 years, balance after 60 months, subject to defect recoveries). This is in addition to normal security deposit.

Additional performance security for unbalanced bids

If bid is more than 10% below estimate, successful bidder must deposit additional performance security (difference vs 90% of estimated/PAC cost) at agreement; Annexure-G distinguishes 10–20% below (BG) and more than 20% below (FDR). Failure/refusal risks rejection and EMD forfeiture.

Payment terms

Monthly running bills (by 15th for work up to previous month) paid as advances subject to final adjustment and fund availability; final bill within one month of completion date. Intermediate payments do not admit due performance.

• Contractor pays quarry royalty; if royalty clearance not produced, CMO deducts royalty from bills.
• For buildings, incentive bonus and escalation clauses are stated as deleted for deposit works (Annexure-G).

Registration class

Only contractors registered Class B & Above in CG PWD Unified Registration System (e-Registration) may bid.

Financial capacity / bank solvency

Bank solvency on bank letterhead for minimum 15% of Probable Amount of Contract, not older than 12 months from bid due date, with reference date/number and seal.

Similar work experience

Performance/experience certificate of similar work from not below Executive Engineer or equivalent is mandatory. Similar work = Construction of Building of RCC framed Structure having minimum one building including water supply, sanitary installation, drainage & internal & external electrification.

• No separate minimum completed-value quantum (e.g. 50%/80% of PAC) is printed in the readable NIT text beyond the similar-work definition and bid-capacity test.

Bid capacity

For tender value Rs.1 crore to Rs.5 crore, all bidders must submit bid capacity (Appendix 1), Annexure 1 & 2 and Affidavit Annexure 3; available bid capacity must be equal to or more than amount put to tender.

Statutory registrations and returns

Mandatory: GST registration with returns for five years as on March 2026 (2021-22 to 2025-26 listed); IT clearance/Saral of last 5 FYs (text lists 2021-22 to 2024-25); PAN; ESIC certificate and EPF registration with challan/bank receipt for past three months.

Entity / related-party restrictions

Not more than one tender by any contractor/firm; two or more concerns in which an individual is interested as proprietor/partner shall not tender for the same work or all such tenders are liable to rejection. Partnership deed with authorized signatory if applicable.

Blacklisting / false information / integrity

Affidavit requires declaration of not being blacklisted/debarred by GoI/State departments; false/misleading PQ representations cause disqualification. Integrity Pact requires no previous corrupt-practice transgression in last three years that would justify exclusion.

G+1 hall building about 686.36 sqm each floor; plus internal electrification (~9%), internal water supply & sanitary (~6%), boundary wall (non-SOR), landscaping ~992.99 sqm, rainwater harvesting pit, 2 septic tanks, 2 high-mast lights, CCTV surveillance, and interior work (non-SOR).

Contract packaging and standards

Mixed percentage-rate (SOR items) and item-rate (non-SOR/item schedule) contract. Materials/workmanship governed by latest CPWD specifications/ISI codes, MORTH/IRC where relevant, and CG PWD SORs; electrical materials must bear ISI mark.

Completion timeline and contractor design duties

Complete within 12 months including rainy season. Contractor must get SBC test from any Govt. institute/laboratory and structural design approval from Govt. Engineering College/NIT at own cost.

Site technical staffing during execution

For work cost more than Rs.100 lakhs, employ one graduate engineer on site (diploma engineer for Rs.20–100 lakhs). Failure triggers deposit withholdings / department deployment at contractor cost.
