Who may bid / JV ban
Only eligible firms/agencies may apply; Joint Ventures, consortia and Special Purpose Vehicles are not accepted.
- Online percentage-rate composite bids in two-bid system on EPC Mode-I from eligible firms/agencies of repute.
- Enlistment of the bidder (if enlisted) should be valid on the last date of submission of bids; if bid date is extended, enlistment must be valid on the original submission date.
Similar work experience
In last 7 years: 3 similar works ≥ Rs.400 Cr each, OR 2 ≥ Rs.600 Cr each, OR 1 ≥ Rs.800 Cr; only India works under direct client contracts count.
- Similar work: Construction of RCC buildings having minimum one building of fifteen (15) or more storeys with a single Basement floor, including water supply, sanitary installation, internal electrical installations and any 3 of listed E&M services, all composite under one agreement in India; OR completing balance construction of one building (including structural work) minimum up to fifteen storeys with one storey of Basement floor with the same services package.
- Listed E&M services: (a) Firefighting & Fire Alarm System; (b) Lifts; (c) SITC of DG set; (d) Electrical Substation; (e) Pressurised Mechanical Ventilation system; (f) Rooftop Solar Power Generation; (g) STP.
- Basement and specialized E&M executed under separate contract count only for technical competence, not for monetary eligibility value.
- Values enhanced to current costing level at simple 7% p.a. from completion date to previous day of last day of tender submission.
- Each basement/stilt counts as a storey; mumty, lift machine room and terrace tank do not.
- Back-to-back / sublet experience not accepted; only direct contractual agreement with employer/client.
- If eligible work was by JV, completed cost is apportioned by JV share to each firm.
- Private works need TDS certificates (Form 16A and 26A) tallying with work done.
- CPWD may physically inspect claimed works.
Structural system technology experience
Bidder must have completed one work ≥ Rs.200 Cr with the proposed structural system technology in last 7 years, or associate an eligible technology contractor via Form M MoU.
- Technology work can be part of the similar-work eligibility or a separate work; value enhanced at 7% p.a.
- If associating: associated contractor must have successfully completed one opted-technology work with structural system cost not less than 20% of ECPT (crores, 2 decimals) in last 7 years; if structural system cost not separately available, take 30% of completed project cost.
- Associated contractor must not have been debarred from any Ministry or govt. organization in the last five years.
- Approved technologies listed in Schedule F (precast, 3D modular, monolithic with formwork, etc. per OM dated 24.03.2022).
Financial capacity
Need average annual turnover of 30% of ECPT (last 3 FYs ending March 2025), positive PAT in at least 3 of last 5 FYs, banker's certificate of 40% of ECPT or net worth of 10% of ECPT, bidding capacity ≥ ECPT, and average monthly progress ≥ Rs.34.66 Cr/month.
- Average Annual Financial Turnover: 30% of ECPT in crores rounded to 2 decimals on construction works during immediate last three consecutive financial years ending March 2025; CA certificate with UDIN; turnover figures enhanced at 7% p.a.
- Should not have incurred loss (profit after tax should be positive) in more than two years during last five years ending 31st March 2025; CA certificate with UDIN.
- Banker's certificate from commercial bank of 40% of ECPT (crores, 2 decimals) OR Net Worth certificate from CA with UDIN of minimum 10% of ECPT.
- Bidding Capacity = {[A x N x 2.0] - B} must be ≥ estimated cost put to tender; N = years prescribed for completion (28 months → N per formula rules); Form C3 required.
- Average monthly financial turnover/progress of at least Rs.34.66 Crores per month in construction work under single agreement costing not less than 40% of ECPT, completed in last seven years; certified by officer not below EE or equivalent; enhanced at 7% p.a.
Specialized works association criteria
Main contractor must associate eligible specialized agencies (or self-perform if criteria met) for listed specialized components such as consultancy, waterproofing, facade, fire-fighting, fire alarm/PA, lifts, substation, DG, HVAC, solar, CCTV/EPABX, mechanical ventilation, etc.
- Detailed monetary eligibility tables for each specialized component are in CPWD-6 (approx. NIT pages covering specialized works).
- Consultancy (architectural etc.): three completed consultancy works each ≥ 1,16,000 sqm with one tower at least fifteen storeys including one basement; OR two ≥ 1,74,000 sqm; OR one ≥ 2,32,000 sqm — same storey/basement requirement.
- Waterproofing estimated eligibility cost Rs.7000 lakhs; facade Rs.450 lakhs; other E&M specialized costs as tabulated.
- Form N details of associates generally within 90 days of award or before start of specialized work (consultancy Form N within 7 days of award).
- Failure to associate eligible agency can lead to withdrawal of that specialized scope and execution at main contractor's risk and cost.
Debarment / integrity / conflict conditions
False information, back-to-back execution of claimed similar works, canvassing, near-relative postings, and Integrity Pact non-signing trigger rejection, forfeiture and/or debarment.
- If similar works were executed through another contractor on back-to-back basis/subletting, bidder is debarred forever from CPWD bidding and EMD/PG may be forfeited (Form H).
- Incorrect information in eligibility bid: liable to debarment/disqualification/cancellation of enlistment.
- Canvassing leads to rejection.
- Near relative of CPWD officers (CE to JE grades / Divisional Accountant) in the awarding/executing unit: debarment up to two years.
- Post-tender modification outside portal negotiations: rejection and debarment for two years.
- Integrity Pact must be signed before a witness and uploaded; failure cancels the bid.
- Associated technology contractor: no debarment from any Ministry/govt organization in last five years.
