Contract security deposit

Security deposit is 10% of tendered cost: 2% via EMD/RTGS (replaceable by pledged NSC/FDR/CDR) plus balance 8% from running bills (or upfront securities/FDR).

• Special Conditions also say security @10% from each running bill with maximum 10% of contract bond amount including earnest money.
• Security refunded after twelve months from completion or after final bill payment, whichever is later; if final bill not paid within 12 months, 75% security may be refunded with next higher authority approval.

Payment terms and taxes in rates

Monthly intermediate payments for works estimated above Rs. 20,000; final bill within 1 month of completion certificate, payment within 6 months where contract exceeds Rs. 2.00 lacs.

• Rates are for completed items including royalties, testing, T&P, carriage, labour cess and all taxes except GST; labour cess @1% is deducted from bills.
• Percentage BOQ — bidder quotes excess/less percentage on estimated rates.
• Agreement to be signed within 15 days of award information letter after stamp papers; delay attracts Rs. 1,000/day penalty.

Who may bid / registration

Open to contractors/firms registered in any Govt./Semi Govt./P.S.U. Department of U.P. Govt. or Central Govt.; valid registration certificate must be uploaded or tender is not considered.

• Two-bid system applies (work value Rs. 10.00 Lacs & above).
• Joint ventures shall not be accepted.
• Each uploaded document must be self-attested with stamp.

Similar work experience

For works more than Rs. 10.00 lacs: at least four continuous years in organised sector, and two jobs equal to bid value OR one job totaling 75% of bid value, successfully executed in last four financial years in Govt./Semi Govt./PSU.

• Similar work means work of similar nature (Development/Construction); building vs road/drain/sewer/OHT/bridge experience is work-type specific as defined.
• Experience certificates from Engineer-in-Charge not below Executive Engineer or equivalent (except as stated for Govt./Semi Govt. organisations).
• Evidence of satisfactory execution in last four years in organised sectors required.

Turnover, liquid assets and net worth

For this work (more than 100.00 lacs and up to 500.00 lacs): cumulative turnover 1.5× bid value (B.O.Q.) over three consecutive years out of last four assessment years; liquid assets 25% of work value; tangible net worth at least 25% of work value.

• Working bidders with GDA get 20% relaxation in turnover value.
• Turnover from ITCC or audited balance sheets of last four years; if ITCC not issued, audited balance sheet considered.
• Liquid assets certificate must expressly say 'liquid assets', not older than six months, banker-certified (Appendix B).
• Net worth = fixed assets (after depreciation) + net working capital (CA − CL) as per last audited balance sheet.

Bid capacity

Available bid capacity must be ≥ total bid value: (A × N × M) − B, with M = 2.5; N for 180 days taken as one year (>6 months).

• A = maximum value of civil engineering works in any one year of last five years (updated @8%/year); B = value of existing commitments/ongoing works during the completion period, countersigned by EIC ≥ EE rank.

Technical staff and T&P

For works more than 100.00 lacs and up to 500.00 lacs: minimum Diploma Engineer-2 (>5 years exp.) and Graduate Engineer-1 (>3 years exp.), declared on notarised Appendix C; T&P on notarised Appendix D.

• Owner-engineer relaxations: Diploma owner −1 year; Graduate owner −2 years on staff experience.
• Civil engineers required for civil work; electrical/mechanical engineers for those works; composite works need both as directed by E/I.
• Proof of salary/wages payment of technical personnel required to ensure employment.
• Site office and testing equipment at bidder cost.

Character, haisiyat and ongoing performance filters

Valid character certificate(s) of all partners/directors and haisiyat certificate of firm/proprietor from District Magistrate/Competent Authority are mandatory; slow/poor ongoing GDA-related progress can disqualify from price bid opening.

• Disqualification if any work behind schedule by more than 25%; or more than 25% behind after 50% of time has passed due to bidder fault; or quality of ongoing work not up to mark.
• If blacklisted by any Govt. organisation comes to notice at bidding or execution, payments due forfeited and firm blacklisted.
• False/fabricated information: minimum punishment debar/blacklist from department works; legal proceedings may also be initiated.
• Appendix-K includes agreement to debarring tendering for one year if facts suppressed.

Composite civil package for the main gate: excavation, PCC, RCC foundations/columns/beams/slabs, brickwork, Fe-500D reinforcement, red sandstone veneer/jali/chhatri/decorative bow-arrow, CNC jali, centering/shuttering, demolition of existing MS gate/RCC, and signage.

• Key BOQ features include large red sandstone chhatris (2 nos. @ Rs. 9,00,000 each), carved decorative bow and arrow (1 job Rs. 8,00,000), signage (1 job Rs. 4,50,000), stone jali 102 sqm and CNC jali 126 sqm.
• Credit item for dismantling existing fabricated iron/MS gate scrap (800 kg).

Additional performance security formula differs (NIT schedule vs Special Conditions 75)

NIT uses a stepped % of (estimate − quote) starting only above 10% below, while Special Conditions 75 charges @0.5%/1% per percent below justified rates even describing deposits when more than 10% below with a different basis — bidders face inconsistent additional security math.

• NIT/Tendernotice: NIL up to 10% below; then 50%/100%/150% of cost difference for 10–15%, 15–20%, >20% below.
• Special Conditions 75(a): NSC/FDR/CDR if rate more than 10% below justified amount @ 0.5% per one percent up to 10% below and @1% per one percent beyond 10% below.

• Special Conditions say no claim for late supply of designs/drawings and no compensation if part site unavailable — material execution risk on a 180-day gate package with large stone/chhatri items.

Delay liquidated damages / compensation
