Pre-bid queries and pre-bid meeting

Online bid submission window

Online submission is open from 18/08/2026 (11:00 Hrs) to 28/08/2026 (14:30 Hrs) on the CPPP portal.

• Tenders will be received online up to the time and date mentioned in the NIT.

Bid opening

Part A (eligibility documents) opens online on 08/09/2026 at 15:00 Hrs; Part B (financial bid) of qualified bidders will be notified later on the portal and by email.

• If the last date of opening is a holiday, opening is postponed to the next working day.
• After Part A opening, sites/offices may be visited for evaluation before financial bid opening.

Bid validity

Bid validity is 120 days from the last date of closing of online submission (NIT clause 16).

• Conflict note: the Item Rate Tender form also says tender shall be kept open for 120 days from the due date of its opening — report under contradictions; NIT clause 16 is the express bid-validity clause.
• Withdrawal/modification within validity attracts forfeiture of 50% EMD and bar from re-tender of the work.

Completion period / start of time

Period of completion is 08 months / 8 calendar months; time runs from the 15th day from issue of work order or actual start, whichever is earlier.

• Technical specifications restate 8 calendar months from the 15th day of issue of work order.
• Maximum allowable shifting of date of start for delay in handing over site: 2 months from work-order date with Project Manager approval.

Estimated cost

Estimated cost / NIT cost of work is Rs 58,05,000/-.

• BOQ is an item-rate BoQ in INR; estimated rates cells are blank for bidder entry.

EMD / bid security

EMD is Rs. 1,16,100/-; original instrument must reach Superintendent, FMRH or AGM(M), R&WM, BARC Tarapur before Part-A opening, else tender is rejected.

• Preferred form: FDR / DD / Banker’s Cheque of a Scheduled Bank in favour of Pay and Accounts Officer, PREFRE BARC, Tarapur payable at Boisar, Maharashtra.
• Part EMD may be BG: minimum 50% of EMD or Rs.20.00 Lakhs, whichever is less, in FDR/DD/BC; balance as BG from Scheduled Bank in favour of Project Manager, INRPO, NRB, BARC Tarapur as per Appendix F.
• EMD BG validity: six months or more from date of tender submission.
• EMD returned after receipt/confirmation of Performance Guarantee.
• Scanned EMD must be uploaded with the bid; physical originals of EMD and the Clause-11 affidavit are required before Part-A opening.

Tender document / processing fees

Cost of tender document is Nil; tender processing fee is Rs.0/-.

Performance guarantee

Performance Guarantee is 5% of tendered value, to be submitted within 15 days from work order or before commencement, whichever is earlier.

• Forms: DD / FDR / Bank Guarantee / Banker’s Cheque from Scheduled Bank (GCC also allows cash/pay order in limited cases).
• PG initially valid up to stipulated completion date plus 60 days; extend if completion time is enlarged; returned without interest after completion certificate (with provisional-completion release rules).
• Failure to furnish PG within prescribed period (plus Schedule F grace of up to 1–15 days with late fee @0.1% per day of PG amount) allows absolute forfeiture of EMD.
• On substantial/provisional completion, 80% of PG may be returned (standard non-maintenance works).

Security deposit

Security Deposit is 2.5% of tendered value, recovered @2.5% from each running and final bill until the full SD is built up.

• Also acceptable as DD/Banker’s Cheque/FDR of Scheduled Bank.
• EMD is treated as part of Security Deposit under GCC Clause 1A.
• SD not refunded before expiry of 12-month defect/maintenance period after completion certificate (or till final bill passed, whichever later), subject to GCC Clause 17.

Taxes and payment terms

Quoted rates are inclusive of GST; interim payments allowed when gross work since last payment is at least Rs.5,00,000/-; income tax/GST TDS and other applicable taxes deducted from bills.

• Bidder must be GST-registered; NRB will not entertain GST claims beyond quoted rates.
• Labour welfare cess, if applicable, recovered from each bill.
• Water and electricity issued free of cost near worksite under Schedule B (single supply/power point).
• Clause 6A computerized measurement book applies; interim certificates are advances.
• Clause 10CC (price escalation) applies only where stipulated completion exceeds 12 months — this work is 8 months, so 10CC does not apply by that rule.
• Maintenance/defect liability period: 12 months from completion (technical specs and GCC Clause 17).

Who may bid

Open e-tender for bidders on approved lists of CPWD, MES, Railways, State PWDs, Central/State PSUs/Central Autonomous bodies, or others with adequate experience/capability for similar works of such magnitude; bidder must be a registered firm/company in India.

• Joint ventures and/or consortiums are not acceptable.
• Works in joint ventures are not considered for experience; JV work value is not acceptable.
• Must be Class-I Local Supplier under Public Procurement (Preference to Make in India) Order 2017 (as amended).

Financial eligibility

Minimum bank solvency Rs. 23,22,000/- (not older than one year from tender opening); average annual turnover at least Rs. 29,02,500/- for last three FYs ending 31 March 2025; no loss in more than two of last five years ending 31 March 2025; bidding capacity ≥ estimated cost.

• Turnover/loss statements must be CA-certified/audited (scan to be uploaded; UDIN preferred).
• Bidding capacity = [A × N × 2] − B, with completed works escalated @7% p.a. simple; N = years prescribed for completion.
• Pre-eligibility scoring also awards marks for financial strength (turnover + solvency).

Similar-work experience

In last 7 years ending previous day of last bid submission date, satisfactorily complete either 3 similar works ≥ Rs. 23,22,000/- each, or 2 ≥ Rs. 34,83,000/- each, or 1 ≥ Rs. 46,44,000/-.

• Similar Work means “Fabrication of MS / SS structure or equipment.”
• Similar works must be executed in India; JV works not counted.
• Cost of work = gross value of completed work including Govt./client-supplied materials, excluding free-issue materials.
• Executed values escalated to current level @7% p.a. simple from completion date to last bid submission date.
• If eligible works are not in Central/State Govt / PSU / Central Autonomous Bodies, produce TDS or GST certificates.
• Client performance certification required; eligible similar works must not have been executed on back-to-back basis through another contractor.

Registrations, resources and other pass/fail conditions

Valid GST, PAN and PF registration required; own/hire construction equipment and sufficient technical/administrative staff; debarment declaration; land-border bidder restrictions; evaluation scoring threshold applies.

• Registration in appropriate class, if any.
• Debarment: declare non-debarment by any Govt Department/PSE in last 7 years, or disclose debarment order; competent authority decides qualification on merits.
• Disqualification for false representation, poor performance, malpractices/fraud, or adverse DAE Security input.
• Annexure-I land-border restrictions apply; successful bidder cannot subcontract to unregistered contractors from such countries.
• To become eligible under pre-eligibility evaluation (Annexure-IV): at least 50% marks in each applicable criterion and 60% in aggregate.
• Inspection team may visit ongoing/completed works after Part A opening.

Work title and location

Construction of sludge conditioning set-up at SWMF, NRB, BARC, Tarapur (RCCT trenches at Solid Waste Management Facility).

• Site is a restricted BARC premises; work in potentially radio-active area.

Deliverables and quantities

Fabricate/supply CS containers with split covers and agitator assemblies, supply drive assemblies, and install the sludge-conditioning set-up into RCC trenches.

• BOQ Item 1: Fabrication, inspection, testing, painting and supply of CS containers with split covers (2 per container) and agitator assembly — Qty 18 Sets.
• BOQ Item 2: Supply, testing and safe delivery of drive assemblies (motor, pulleys, keys, belts, base frame) — Qty 9 Sets.
• BOQ Item 3: Construction/installation of tanks, agitators and drives into RCC trenches — Qty 9 Sets.
• Tech specs installation clause: Nine sets of CS containers and agitator assemblies to be installed in one RCCT (15 m long × 1.65 m wide × 2 m deep, double 220 mm concrete slab cover removed using site gantry crane).

CS circular containers OD 1.6 m × H 1.9 m from 3 mm plate; agitator for cement mixing with dual-impeller shaft; 10 HP/7.5 kW geared drive motors; codes IS/ASME/ASTM as specified.

• Container materials/codes: IS 2062 E250 A/B plates & angles; ASTM A106 Gr.A/B pipe; fabrication ASME Sec.VIII Div.1; WPS/PQR ASME IX; NDT ASME V; sketch SWMF/2026/CS/CONTAINER.
• Container features: ISA50x50x6 stiffeners, baffle plates, 4 lifting lugs, 2 split covers, ovality ≤1% OD, vertical plumb ±2 mm, water leak test, DP of welds, painting per specs; NABL MTCs.
• Agitator: CS construction; shaft in two flanged parts; bearings in 125NB Sch.40 housing; two impeller discs @750 mm with 6 blades each; primer + two coats yellow epoxy; sketch SWMF/2026/CS/AGT.
• Drive set: 10 HP/7.5 kW squirrel-cage induction motor with speed-reduction gearbox; pulleys 150 mm & 300 mm; 4 V-belts B79; base frame 500×400×10 mm plate on ISMC 150; primer + two epoxy coats.
• Installation: containers equidistant; agitator shaft concentric; split covers tack-welded; weld spots patch-painted black bitumen; drive mounted on agitator frame.
• Maintenance period 12 months from completion for defect rectification.
• Completion time 8 calendar months from 15th day of work order.

Submission mode and portal

Two-part online item-rate e-tender on https://eprocure.gov.in/eprocure/app — Part A eligibility documents and Part B financial BoQ; only registered bidders can upload.

• Class-III Digital Signature Certificate required to login/participate.
• Download BoQ_XXXX.xls as-is, quote only in unprotected coloured cells, do not rename/tamper template; blank rate treated as zero.
• No modifications after Part A opening; conditional rebates rejected; unconditional rebates accepted.
• English NIT prevails over Hindi if different.

Physical originals deadline

Original EMD instruments and the Rs.100 stamp-paper notarised affidavit (Clause 11) must be submitted to Superintendent, FMRH or AGM(M), R&WM, BARC Tarapur before opening of Part A, failing which the tender is rejected.

Wrong work name retained in Special Instructions and Schedule E

Section IV Special Instructions and Schedule E still name the work as providing maintenance platform and crab unit cabin to gantry crane, while NIT, Memorandum, Technical Specs and BOQ name sludge conditioning set-up.

• Special Instructions also leave Scope of Work as blank dashes.
• Special Instructions state they prevail where at variance with other conditions — creating risk if a bidder relies on the leftover title.
• Prevailing description for this tender is Construction of sludge conditioning set-up at SWMF (NIT/Tech Specs/BOQ).

Container/agitator quantity: BOQ 18 sets vs tech-spec 9 installed sets

BOQ Item 1 requires 18 sets of CS containers with agitator assembly, while technical specifications state nine sets are to be installed in one RCCT and BOQ installation/drive items are only 9 sets.

• Unclear whether 18 means 9 containers + 9 agitators counted as separate sets, 9 working + 9 spare, or a BOQ error.
• Bidders should seek written clarification before pricing.

Bid validity start point: submission close vs opening date

NIT clause 16 measures 120-day validity from last date of online submission closing; Section II tender form measures 120 days from due date of opening.

• Difference is material if Part A opening is later than submission close (here 28/08 vs 08/09).
• Use NIT clause 16 as the express validity condition unless clarified; flag both in bid correspondence if needed.

Leftover NIT date 22/06/2026 inside Tender Documents pack

Within TenderDocumentsET2.pdf, Annexure-IV header shows NIT dated 22/06/2026, while the English NIT and BOQ are dated 03/08/2026.

• Appears to be residual text from an earlier draft/tender version; operative NIT date is 03/08/2026.

Water supply: Schedule B free issue vs generic special conditions own arrangement

Schedule B issues water and electricity free of cost near worksite, while generic Special Conditions clause 25 says contractor shall make own arrangements for construction water.

• Section IV states special instructions prevail over corresponding conditions elsewhere, and Special Instructions point to Schedule B for water & electricity.
• Practical reading: free single-point water/power per Schedule B; distribution/storage beyond that is contractor’s cost — but wording conflict should be clarified.

Confirm BOQ quantity of 18 container/agitator sets vs 9 installed sets

Please confirm whether Item 1 quantity 18 Sets means 18 complete container+agitator units, 9 containers + 9 agitators, or includes spares — and how this reconciles with 9 drive assemblies and 9 installation sets.

• Material to pricing and fabrication planning; tech specs only describe installation of nine sets in one RCCT.

Delete/replace leftover gantry-crane work title and blank scope in Section IV / Schedule E

Please issue corrigendum replacing the maintenance-platform/gantry-crane title and completing the blank Scope of Work in Special Instructions/Schedule E with the sludge-conditioning scope.

• Special Instructions claim precedence over other conditions; leftover wrong title creates contractual ambiguity.

Radioactive-area working constraints and productivity assumptions

Please confirm radiation zoning, dosimetry/medical-fitness process timelines, any stoppage rules by Health Physics, and whether gantry crane and slab-handling support will be continuously available within the 8-month schedule.

• Work is in potentially radio-active area with Mon–Fri 09:00–17:00 access; CISF entry permits need one-week advance application.
• Impacts manpower loading, night/overtime possibility, and delay risk under LD.

Clarify free issue of water/power vs contractor’s own water arrangement

Please confirm quantity/pressure/continuity limits of free water and electricity at the single points under Schedule B, and that clause 25 ‘own arrangement’ applies only beyond those free-issue points / labour camp domestic use.

• Affects site establishment cost and whether borehole or tanker water must be priced.

Bid validity anchor date and physical EMD cut-off time

Please confirm whether 120-day validity runs from online submission close (28/08/2026) or Part A opening (08/09/2026), and the exact last clock-time/date for delivery of original EMD/affidavit before Part A opening.

• NIT only says ‘before opening of Part-A’ without a separate physical-submission timestamp.

Delay compensation (LD) up to 10% of tendered value

Compensation for delay @1% of tendered value per month of delay (per-day basis), capped at 10% of tendered value; authority is Project Manager, INRPO, NRB.

• Time is essence; 8-month completion including monsoon from 15th day of work order.
• Further extension beyond justified extended date can still attract compensation.

Restricted radioactive site, security and access constraints

Work is inside BARC Tarapur restricted/potentially radioactive area with CISF entry controls, dosimetry, limited working hours and movement restrictions — high execution and schedule risk.

• BARC may terminate for security reasons and forfeit PG/SD for failure to follow DAE/BARC security instructions.
• Contractor bears lift/shift, no BARC transport/accommodation, own labour camp off-campus.
• Medical fitness and dosimeter mandatory; Health Physics instructions binding.

EMD/PG forfeiture and bid-rejection traps

Physical EMD + notarised affidavit missing before Part A opening causes rejection; many PG/EMD forfeiture triggers on withdrawal, non-start, false info, or PG delay.

• Cash-flow impact for fabrication-heavy front end if interim threshold or measurement acceptance is slow.
• No Clause 10CC escalation expected because completion period is 8 months (<12 months).
• Document inconsistencies (quantities/work title) create pricing contingency risk until clarified.

Quality, inspection and first-sample hold points

Stage inspections, NABL MTCs, approved welders/WPS, and first-sample approval before mass fabrication can delay production if not planned.
