Bid opening

Online tender opening is on 15.09.2026 at 1500 Hrs.

Bid / tender validity

Tenders shall be valid for 180 days (both days inclusive) from the date of submission of tenders.

• Corresponding tender security validity date stated in NIT key details is 26.04.2027 for BG/FDR/TDR.

Contract completion period

Completion period of the Work is 36 (Thirty Six) months from the commencement date.

• SCC: commencement date will be mentioned in LOA or notified within original/extended validity but not later than 180 days from LOA.

Approximate cost of work

Approximate cost of work is INR 1373.36 Crores (inclusive of GST @18%).

Tender document fee

Tender document cost is ₹ 23,600/- (inclusive of 18% GST), non-refundable, payable only by RTGS/NEFT/IMPS.

• Upload scanned payment e-receipt with UTR No. and tender reference D2C-05 in remarks; no physical copy of fee payment to be sent.

Tender security / EMD

Tender Security is ₹ 1.00 Crore; for BG/FDR/TDR validity is to 26.04.2027.

• Acceptable instruments (NIT value > Rs.10 crore): Demand Draft, Banker’s Cheque, FDR, Bank Guarantee, RTGS, NEFT or IMPS.
• BG must be irrevocable on SFMS from Scheduled Commercial Bank in India / Indian branch of scheduled foreign bank in Annexure-6 format; SFMS advice to Employer’s ICICI bank ICIC0000007.
• DD/Pay Order/Bank Draft in favour of Delhi Metro Rail Corporation Ltd. payable at New Delhi.
• FDR in physical form only, pledged/lien in favour of DMRC; bank confirmation email to [email protected] in Annexure-9 format.
• RTGS/NEFT/IMPS must be from bidder’s own account (or JV/constituent member account); other accounts rejected.
• Physical originals of instrument forms to Sr.GM/Contracts by 14.09.2026 15:00 Hrs; RTGS path needs only online upload of e-receipt.
• Returned on execution of contract and receipt of Performance Security for successful bidder; forfeited for withdrawal during validity, non-acceptance of price correction, or failure to execute/furnish Performance Security.

Performance security

Performance Security is 10% of the Contract Price, to be furnished within 30 days of LOA.

• Forms: irrevocable BG on SFMS (Annexure-7), Bank Draft, or FDR pledged to DMRC (Annexure-9 confirmation).
• GCC structure: one part 5% BG/FDR valid up to 6 months beyond DLP; second part 5% deducted @5% from each on-account bill (or replaceable by BG/FDR valid 6 months beyond completion).
• JV/Consortium: Performance Security distributed as per % participation and must be from each member’s respective bank account; JV account not accepted.
• Additional 10% PS on variation amount exceeding 25% of Original Contract Price; full 10% forfeited on termination for contractor default.

Advances and payment terms

Interest-free mobilisation advance 5% (two equal instalments) and plant & machinery advance 5% of original contract price, each against 110% BG; interim payments are stage-based under BOQ schedules.

• Mobilisation advance: first instalment after mobilisation starts; second after utilisation account of first; BG may be reduced once 50% recovered.
• P&M advance only for plant purchased for this contract (CA certificate); new items valued at 80% purchase price; items below Rs 5 lakh/unit not eligible.
• Price Schedule has Schedules A (lump sum), B (barricading), C (utility shifting), D1 (DSR-2023), D2 (non-schedule), E; Schedule A paid on stage % schedules G/V/S.
• Interim payment: after preliminary certification, 80% within 07 days and balance 20% within 28 days; next 80% only after prior bill 100% paid.
• Final payment certificate amount paid within 56 days of issue.
• Price variation formula applies under SCC 24; GST change on composite works contracts adjustable per SCC 25.

Work experience (similar works)

In last 7 years ending last day of month previous to tender submission month: one similar work ≥ ₹1098.69 crore, OR two ≥ ₹686.68 crore each, OR three ≥ ₹549.34 crore each, as prime contractor.

• Similar work = Construction of Viaduct (which may include stations along with Viaduct)/Bridge/Flyover.
• Specific experience: completed Viaduct/Bridge/Flyover of minimum 6.0 km length with prestressed concrete superstructure in the above work(s) or any maximum 03 different works, irrespective of value.
• Prime contractor excludes PIA, Employer’s representative, PMC or mere material supplier.
• Substantial completion = ≥80% value completed under original/revised scope (whichever less).
• Only substantial partners (≥26%) experience counts for JV evaluation.
• If foreign partner executed qualifying works only in its home country, additional non-similar works totaling ≥ INR 549.34 crore outside that country required.
• Private-client works need extra CA/TDS/final bill proofs; CA docs need UDIN.

Financial standing

Liquidity ≥ ₹65.40 crores; Net Worth > INR 91.56 crores (last audited year); average annual construction turnover of last five financial years > INR 366.23 crores.

• Liquidity from last audited year net current assets and/or banking reference (Annexure-8); banking reference ≤3 months old.
• JV: liquidity and net worth distributed by % participation; turnover = weighted average by participation.
• Financial data in Appendix-18 with audited balance sheets, CA certified with membership no., FRN and UDIN.
• If last year unaudited, CA affidavit and previous 4 years used (divide by 4); missing non-last-year balance sheet may make tender non-responsive.
• Tenderer/substantial JV members should have been incorporated more than three years earlier from last day of previous month of tender submission.

Bid capacity

Available bid capacity must be more than approximate NIT cost; formula Available Bid Capacity = 1.5*A*N – B.

• A = maximum value of civil works executed in any one year during last five financial years.
• N = time period in years for completion; for contract duration more than 12 months, N = Contract duration/12 (here 36 months → N=3).
• B = value of existing civil commitments (ongoing + awarded not started) to be completed in next N years from first day of month of original tender submission.
• Data in Appendix-15/16 CA-certified with UDIN.

JV / Consortium rules

JV/Consortium members are jointly and severally liable; lead must be substantial (≥26%); non-substantial partners ≥20%; roles fixed in MOU/JV agreement.

• Non-Indian bidder may participate only in JV/Consortium with Indian contractor or wholly owned Indian subsidiary (≥26% Indian participation).
• Each substantial partner needs at least one similar work ≥ INR 549.34 crore in last 07 years (with parent/subsidiary exceptions as stated).
• Each non-substantial partner needs at least one Civil work ≥ INR 274.67 crore in last 07 years (wholly owned subsidiary exception).
• No change in constitution/% participation after bid submission.
• Subsidiary/Parent cannot use each other’s credentials as single entity unless JV with ≥26% each.
• Only one bid per tenderer; dual participation invalidates all bids.
• Unauthorized separate working MOU treated as fraudulent practice; debarment up to three years possible.

Debarment, performance and litigation filters

Applicants are ineligible if banned by DMRC/other metro/MoHUA/Commerce orders, or if major contracts rescinded, heavy LD/penalties, bankruptcy, or excessive pending litigation.

• No ban as on tender submission date (Appendix-19).
• No rescission/termination of contract >10% of NIT cost in last 3 years by DMRC/other metro/MoHUA etc. (Appendix-19/19A notes).
• No LD/penalty ≥10% of contract value on Civil works >10% NIT cost in last 3 years (Appendix-20).
• No bankruptcy/insolvency in last 5 years (Appendix-21).
• Pending litigation dispute amount ≤50% of net worth for each member (Appendix-27).
• Notarized Rs.100 affidavit Appendix-29 mandatory; non-submission = bid rejection.
• Misrepresentation treated as fraudulent practice under GCC 4.33; may lead to rejection and banning.
• Work experience credentials subject to client verification within 2 months of LOA; failure treated as fraudulent practice.

Make in India / Class-I local supplier preference

Public Procurement (Preference to Make in India) applies; Class-I local supplier (≥50% local content) gets purchase preference with 20% margin.

• Class-II: local content >20% but <50%; Non-local ≤20%.
• For works value > Rs.10 crore, statutory auditor/cost auditor certificate of local content required (Appendix-23/24).
• Land-border restrictions under clause 1.1.3.1 x also apply (Appendix-26 undertaking).

Works being procured

Part design and construction of elevated/at-grade viaduct, sidings, elevated ramps, depot entry/exit line, 10 elevated stations and 1 at-grade station civil works on Rithala–Kundli Corridor (MRTS Phase-IV), Contract D2C-05.

• Chainage 11299.093 m to 26704.685 m.
• Stations: Narela Sector G-8, G-7, G-6, Narela Depot Station (at grade), Narela Anaj Mandi, Narela Sector A-7, A-1, A-4, A-5, Kundli, Nathupur.
• Includes elevated ramps, at-grade ballast-less and ballasted track structure, sidings, special spans, scissor crossovers/turnouts structural deck, ground improvement for at-grade & ramp in depot area.
• Platforms 185 m length.
• Anti-carbonation paint on all exposed concrete surfaces; mist spray system for air pollution control.

Notable exclusions

Architectural finishes and PEB (Pre-Engineered Building) works are excluded; several station ancillary structures and system structures are also out of lump-sum civil scope.

• Lump-sum Schedule A excludes Technical building, Entry/Exit structures, Underground Pump room, DG room, Boundary wall, Architectural Finishing and PEB works.
• OHE & signalling structures themselves excluded, but civil inserts/supports/strengthening included.
• Item-rate BOQ schedules cover barricading, utility shifting and other non-lump-sum works.

Design standards and special crossings

Permanent works to highest standards using Outline Design Specification Phase-IV Rev-2 (July 2021) and Outline Construction Specifications Phase-IV Civil Works Rev-4 (June 2025); temporary works need third-party proof checking.

• Special crossings include Western Yamuna Canal steel span, Indian Railways special span 62.00 m, Alipur-Narela road 60.00 m, Kundli-Nathupur turn 45.00 m, and Drain no.8/NH-44 pier constraints.
• Contractor obtains statutory approvals; DMRC assists for traffic/NOC.
• Works Area of approx. 80,000 sq.m within 25 km radius provided on as-is basis for casting yard etc., to be returned within 2 months of Taking Over Certificate.

Completion timeline and key milestones

Overall completion 36 months from NTP/commencement, with multiple Key Dates in ER Appendix 2B attracting stage LDs.

• Viaduct KD examples: construction programme 6 weeks; 1st batching plant 12 weeks; definitive design 12 weeks; 1st pile 18 weeks; first U-girder cast 24 weeks; partial track access from 72 to 130 weeks; full system access 140 weeks.
• Station KD package ends with KD-8 completion of all works in 36 months.
• LD for non-achievement of key dates generally 0.01% of original contract price per week of delay for the key date (subject to overall LD cap).

Submission mode and portal

Bids are submitted online only on https://eprocure.gov.in/eprocure/app as Technical Package and Financial Package; bidder must digitally sign and upload documents.

• Financial Package = filled Volume-6 BOQ/pricing document (standard BOQ file; no other format).
• Payment option on portal selected as offline for tender fee/EMD with instrument details entered.
• Upload well before deadline; DMRC not responsible for connectivity/upload failure.

Physical originals and envelope

Only tender security in physical instrument forms is submitted in hard copy to Sr.GM/Contracts by 14.09.2026 15:00 Hrs in a sealed envelope marked “TENDER SECURITY” for D2C-05.

• Tender fee payment proof is online only; no hard copy of fee receipt to office.

Signing and attestation

Notarized Power of Attorney with Board Resolution is required for the tender signatory; scanned tender pages must be signed/initialed by the authorised person(s).

• JV/partnership: PoA and Board Resolution from each member.
• Foreign partners: notarisation in country of origin plus Embassy/High Commission stamp or Apostille; translations authenticated.
• Appendix-29 notarized affidavit on Rs.100 stamp paper is mandatory.
• CA certifications must carry UDIN.

No corrigendum/addendum in document set

The downloaded tender package contains no corrigendum or addendum files; original NIT/Volume dates and conditions apply as issued.

• NIT contemplates possible addendum by 03.09.2026; bidders should still monitor the e-portal until submission.
• Values finally applicable are those in the base tender documents summarised under other answer sections.

LD ceiling: GCC 15% vs SCC 10%

GCC Clause 8.5 states a total ceiling of 15% of original contract price (including designated-contractor delay sums), while SCC Clause 22 caps maximum Liquidated Damages at 10% of Original Contract Price in the LOA.

• SCC states that where conflict exists, SCC provisions prevail over GCC.
• Bidder should price and risk on the 10% LOA cap for LDs, while noting additional recoverable sums to Designated Contractors may still be claimed under GCC 8.5 beyond ordinary stage LDs.

Physical tender security forms: ITT D1.1 vs C18.1.3

ITT D1.1 says only tender security of format in clause C18.1.3 (b) is submitted in originals, while C18.1.3 ii requires originals for BG, DD/Pay Order/Bank Draft and FDR, and NIT requires original tender security under C18 by 14.09.2026 15:00.

• C18.1.3(b) in the instrument list is specifically Demand Draft/Pay Order/Bank Draft; BG is (a) and FDR is (c).
• Practical reading with NIT/C18.1.3 ii: all non-RTGS instrument forms need physical originals to Sr.GM/Contracts; RTGS/NEFT/IMPS need only online e-receipt.
• Seek pre-bid confirmation to avoid rejection on a drafting ambiguity.

Confirm which tender-security instruments require physical originals

Ask DMRC to clarify whether BG and FDR originals (not only DD under C18.1.3(b)) must reach Sr.GM/Contracts by 14.09.2026 15:00, given D1.1’s narrower wording.

• Material to bid responsiveness: missing physical original = summary rejection of online tender.

Site possession / ROW schedule for NH-44, canal, IR and road crossings

Request a chainage-wise land/ROW handover schedule and traffic-block assumptions for NH-44, Western Yamuna Canal, IR crossing and special-span locations.

• Programme and pricing of launching/erection and special spans depend on access; contractor must take traffic NOCs while DMRC only assists.

Utility diversion risk and undivertable major utilities

Seek a list of major undivertable utilities, diversion responsibility split (contractor vs owning agency), and whether foundation redesign time/cost is reimbursable.

• ER states some major utilities cannot be diverted and contractor must design foundations accordingly; Schedule C covers shifting item-rate works but risk allocation for delay is unclear.

Interface obligations with excluded PEB/architectural finish contractors

Clarify temporary waterproofing/protection duties after civil handover, PEB access key-date float, and who bears delay if PEB/finishes contractors are late.

• Scope excludes PEB and architectural finishes but Appendix 2B includes PEB access key dates and full completion KD-8 in 36 months.

Special-span variation beyond ±10% and steel span design responsibility

Confirm measurement/payment rules if special-span lengths change beyond ±10%, and detailed design/fabrication responsibility for the Western Yamuna Canal special steel span.

• Material to lump-sum pricing and design contingency on multiple special crossings.

Aggressive 36-month programme with stacked Key Date LDs

About 15.4 km viaduct plus 11 stations must finish in 36 months, with many intermediate KDs each attracting 0.01%/week LD and overall LD capped at 10% of LOA price.

• Time is of the essence (GCC 8.5).
• Failure on interfaces can also trigger recoverable costs to Designated Contractors in addition to LDs.
• Engineer’s LD decision is final and binding.

High security package and cash-flow load

₹1 crore tender security, 10% performance security, and interest-free advances only against 110% BGs create large bank-limit and working-capital demand on a ~₹1373 crore job.

• Second 5% PS can be recovered from running bills if not replaced by BG.
• Interim payments use 80/20 split and next bill’s 80% waits for previous 100% payment.
• Liquidity qualification itself requires ₹65.40 crore free cash-flow capacity.

Interface, utility and urban-corridor execution risk

Works on NH-44/canal/IR crossings with undivertable utilities, traffic approvals on contractor, and heavy interface with track/system/PEB contractors.

• Safety stoppages do not entitle damages/EOT or LD waiver under SHE conditions.
• Works areas ~80,000 sq.m within 25 km on as-is basis only.

One-sided liability and post-completion exposure

Defect Liability Period is only 52 weeks, but latent/hidden defect liability continues after Performance Certificate; Engineer may use third parties for urgent defect works at contractor cost.

• JV member poor performance can lead to part termination and forfeiture of that member’s PS.
• Credential non-verification within 2 months of LOA treated as fraudulent practice under banning policy.

Key-personnel non-deployment penalties

ITT staffing annexure prescribes many mandatory key personnel with monthly recovery rates (e.g. Project Manager Rs 3.00 lakhs/month) if not deployed.

• Significant standing organisation required across viaduct, launching, casting yard, stations, QA/QC, safety and BIM.
