Legal entity and consortium structure

Bidder must be a company under Companies Act 1956/2013, LLP under LLP Act 2008, or partnership under Indian Partnership Act 1932; consortium of maximum two companies under a duly stamped consortium agreement is allowed, with one Lead Partner and joint and several liability.

Tax registration and ISO certification

Bidder must have GST and Income Tax/PAN registration; and a valid ISO 9001:2008 or higher certification at the time of bidding.

Mandatory undertakings / debarment

Bidder must self-certify (Annexure-4) it is not insolvent/bankrupt, not convicted of relevant offences in prior three years, not debarred, has no conflict of interest, and will comply with code of integrity; civil/MEP bidder or subcontractor must not be debarred/banned by State or Central government.

• Annexure-4 also covers unblemished record on corrupt/fraudulent practices, no previous transgressions in last three years, and tax obligations.

Additional qualification if no sub-contracting

Civil work — manpower

Need 2 Architects (B.Arch.) with 10+ years relevant consultancy on roll or hired; plus on-roll/hired Principal structural, Landscape, Interior, building services, Green Building (GRIHA Evaluators), Quality Assurance Manager; and consultant manpower with GPU compute-based data centre experience.

• Evidence: self-certification by authorized signatory and HR, plus detailed CVs.

MEP / Data Center Non-IT — financial and technical

MEP firm: company/partnership/LLP; average turnover Rs. 200.00 Crores (FY 2022-23 to 2024-25); positive net worth 31 Mar 2025; at least one DC project in India in last five years (2021–2025) with single WO Rs 80 Cr or two WOs > Rs 50 Cr each; plus FMS experience for at least one DC in same period with FMS project cost Rs. 1 crore (excluding AMC and IT FMS).

• Same in-house vs commercial IDC rules and escalation factors as civil technical capability.
• Evidence via Annexure-5 plus completion/WO certificates.

MEP / Data Center — manpower

At least 50 technically qualified professionals in DC infrastructure maintenance on roll as on bid submission; plus Principal Plumbing, Fire, Mechanical, Electrical, Air-conditioning, Building services, Green Building GRIHA Evaluators and Quality Assurance Manager on roll or hired.

• Self-certification by authorized signatory and HR department.

EOI evaluation path / Stage-2 access

Stage-1: only PQ-qualified bidders go to technical qualification/presentation; Stage-2 detailed RFP participation may be limited to EOI-qualified bidders or opened to open bidding, as DoIT&C decides; Stage-2 criteria may be set after Stage-1.

• NIB also states "Technically responsive Lowest evaluated bidder shall be awarded the contract," which conflicts with the EOI two-stage methodology (see contradictions).

Five-storey DC building with pods of ~100 racks: GF two GPU pods (100 kW/rack, 10 MW per pod; one pod initially); FF for UPS/batteries/panels; SF two CPU pods (200 racks x 30 kW = 6 MW); TF future 200 racks x 60 kW (12 MW); fourth floor office/NOC/SOC/BMS/media for ~125 persons.

• GPU rack footprint ~50 sq.ft; CPU rack ~40 sq.ft; ~10,000 sq.ft for two pods per floor.
• Residential: 10 x 2BHK and 10 x 3BHK plus mess/dining; parking 70–80 vehicles over ~1000 sq.m GF+FF.

Work phases and major activities

Phases: Project Kick-off; Design of DC and auxiliary services; Civil construction and building services; Supply, installation, integration, testing, training and commissioning; then Operation and Maintenance.

• Design includes architecture per Jodhpur Development Authority BAR green-building guidelines, BIM, 4'x4' model, earthquake-resistant structure, coordinated MEP/ELV, GRIHA 5-star, structural proof-check by IIT/NIT, as-built drawings and local completion approvals.
• Civil/MEP construction is turnkey from electrical and water connection to completion; CPWD/Rajasthan PWD specs; onsite test lab; temporary labour facilities, borewell, etc.
• Supply/install non-IT: racks, UPS, isolation transformers, AC, fire detection/control, DG, lighting, power, CCTV, cabling, false ceiling/flooring, furniture for server farm, NOC, BMS, UPS, reception, telecom, media, staging etc.
• O&M services: asset, preventive/corrective maintenance, configuration/rollback, vendor management, help desk, BMS, civil/MEP/building services.

Construction/services per IS codes, NBC, ASHRAE TC 9.9, NFPA, IEEE, TIA 942; major features include GRIHA green building, IBMS, access control, fire suppression, VESDA, gas suppression, pest/rodent, WLD, liquid-cooled chillers, rear-door HX, modular UPS with Li-ion, DG, CDU/liquid cooling, CCTV, etc.

• Design key considerations: scalability, availability, interoperability, security, manageability.
• Multi-layer physical security to prevent unauthorized DC access.

Approvals and exclusions

Bidder must coordinate/liaison for statutory approvals; fees paid by DoIT&C as per actual (indicative list in Annexure-11). IT compute/storage/software is excluded from this package and bought separately.

• Approvals include building plan, structural verification, Fire NOC, PCB, explosives, land-use/CLU, occupancy, JVVNL electrical connection, electrical inspector, sewerage, PHED water, AAI, road agency, FAR/height relaxations etc.
• No fixed construction/completion calendar duration is stated in the EOI beyond O&M of 5 years post sign-off/Go-Live; draft agreement points timelines to "as specified in the RFP document."

Presentation / BOQ deliverable at EOI stage

Interested bidders must present solution with detailed Estimate and BOQ including DDRC design, cooling, power & efficiency, phased implementation, BMS/management services and detailed equipment list with qty, specification & makes as per Annexure-1.

L1 award language vs EOI Stage-2 RFP process

NIB says the contract is awarded to the technically responsive lowest evaluated bidder, but the body is an EOI whose Stage-2 detailed RFP criteria and open-vs-limited participation are still to be decided by DoIT&C.
