Estimated amount is ₹ 3,26,50,000/-.

Tender document fee

Non-refundable tender fee is ₹ 25,000/- + GST extra, payable only online through the e-GP portal; 18% GST on the tender fee is to be paid by the bidder directly to the GST Department.

• Bids without online fee remittance shall be rejected forthwith.
• Tender forms can be downloaded free of cost, but the fee must still be remitted online.

EMD / bid security

EMD is ₹ 3,26,500/-, payable only online through www.etenders.kerala.gov.in at bid submission.

• No other mode of remittance is accepted.
• Exemption: bidders registered with Stores Purchase Department, Government of Kerala, or MSMEs registered with NSIC holding valid competency certificates for the tendered items; upload valid registration/competency certificate with Technical Bid.
• Unsuccessful tenderers' EMD is refunded without interest into their bank account within one month after tenders are settled; successful tenderer's EMD is adjusted towards security deposit.
• Withdrawal before expiry of firmness period can lead to EMD forfeiture.

Performance security / security deposit

Successful tenderer must deposit security equal to 5% of the contract value (less EMD already deposited) before signing the agreement, within the period specified in the letter of acceptance.

• Acceptable forms include modes prescribed for EMD/security under clause 4, Government Treasury Savings Bank passbook pledged to Purchasing Officer, FDR of SBT/SBI endorsed in favour of the officer, or bank guarantee letter in prescribed form at Government discretion.
• Security deposit/performance bank guarantee is released only after satisfactory maintenance of the equipment for the warranty period.
• Subject to disputes/claims, security is otherwise returnable within three months after expiration of the contract; if guarantees apply, only after expiry of the guarantee period.

Payment terms

Payment is staged: optional 30% non-interest advance against Bank Guarantee; cumulative part payments up to 80% on delivery/verification/stock entry; final 20% after full installation, technical/coverage/functionality tests, commissioning and handover.

• Part payments up to 80% of project cost = 30% advance + 50% part payment, under GFR 2017 rule 172(2), subject to value of materials supplied and verification committee clearance.
• Final 20% after supply and successful installation of all equipments including at Police Station level, successful technical verification and coverage/functionality test on full load, commissioning and handing over.
• General conditions also provide ordinary payment after verification/stock, and in exceptional cases up to 90% against shipping documents; tenderers may quote rebate for prompt payment within 15 days/one month of taking delivery.
• Prices are to be inclusive of all taxes, duties, cesses, etc.

Warranty, AMC pricing and related commercial conditions

Mandatory 5-year onsite warranty from commissioning; quote 3-year post-warranty AMC rates year-wise (mandatory for financial evaluation but not counted for L1).

• Software lifetime support at least 10 years with free updates; technical manpower support in the State for warranty + AMC (5+3 years).
• Rates for AMC will be mentioned in the Purchase Order; separate PO for AMC may be released at expiry of warranty if required.
• Bidder who does not mention 3-year AMC rate shall not be considered for financial bid evaluation; AMC rates shall not be considered for selection of L1.

Who may bid

Eligible bidders are reputed OEMs, OEM-authorised dealers/system integrators, qualified vendors, or a consortium of companies with valid OEM authorisation for this Kerala Police tender.

• State/Central PSUs / consortiums with adequate experience in manufacturing/supply and installation of digital wireless communication systems for Government or Law Enforcement Agencies may also bid.
• One interested bidder cannot represent two suppliers/OEMs or quote on their behalf against this tender.
• For consortiums, the department will sign agreement only with the OEM or OEM authorised dealer; bid-related contacts and disputes are only with OEM/authorised dealer.

Experience and past performance

Minimum 3 years continuous engagement in professional wireless communication systems as on bid-submission date, plus DMR/digital wireless past-performance proofs within the last 3 years.

• NIT: successful track record of completion of at least one similar tendered DMR project within the delivery period, during the preceding three years from technical bid opening, for Central/State Governments, PSUs or statutory bodies; enclose list of projects/orders.
• specfinal PQ: successful track record for supply, installation and commissioning of digital based wireless communication system/telecommunication systems/infrastructure at any State or Central Government organisation in India during last 3 years; and bidder/OEM/consortium shall have successfully installed DMR Tier II network in any state or central institutions during last three years.
• Also: minimum 3 years' experience in manufacture/supply of VHF/UHF handheld, static/mobile sets, repeaters & related accessories for DMR projects in State/Central Government Law Enforcement organisations; and experience installing DMR projects anywhere in India with satisfactory completion certificate.
• Technical qualification also requires successful Field Trial/Demonstration; non-success leads to technical disqualification regardless of paperwork.

Financial capacity (turnover / net worth)

NIT requires minimum average annual turnover of 10 Crore and net-worth of 25 crore, with audited accounts and certified turnover/net-worth certificates for the preceding three completed financial years; Annexure-1/spec PQ separately states minimum average annual turnover of 8 Crores for the past three years and does not restate net worth.

• This is an internal conflict: NIT III.6.2 vs specfinal Clause 4.7. Bidders should clarify which financial threshold applies; until clarified, treat the stricter NIT figures as the safer compliance target and seek pre-bid confirmation.
• Financial proofs also include P&L, balance sheet/audit report and IT returns of last 3 years.

Registrations, licences and certifications

Valid GST and PAN are mandatory; dealers/SIs/consortium members need valid WPC Dealer Possession License (DPL) at technical bid opening; OEM needs ISO 9001 and ISO 14001; ISO/IEC 27001 where NMS/dispatch/server apps are supplied; DMR IOP certificates and MTCTE are required at stated stages.

• Proposed DMR Tier II system must comply with latest applicable ETSI TS 102 361 standards.
• MTCTE certificate for equipments is required during technical verification; department takes equipment into stock only after MTCTE.
• Valid DMR Association Interoperability (IOP) Certificates required, and interoperability must be proven with existing Kerala Police radios.

Local service centre and after-sales presence

OEM/Supplier must have a functional, well-equipped service centre in Kerala as on technical bid opening / for the supply-order holder, with trained technical personnel; details and ownership/authorisation evidence must be enclosed.

• Successful bidder shall have local presence in Kerala responsible for servicing and maintenance.
• Site Engineer for technical service shall be available at site for the minimum five-year warranty period.

Consortium / JV rules

Consortium is permitted if it holds valid OEM authorisation; members must provide a mutual valid agreement validating joint collaboration.

• If bidder is OEM authorised dealer or consortium, valid WPC DPL is required for the bidder/consortium member.
• Contract signature and dispute interface only with OEM or OEM authorised dealer.

Debarment / blacklisting

Bidder/OEM/consortium must not be blacklisted by any State or Central Government Law Enforcement organisation, department or other government body at the time of bid submission.

• Canvassing to influence the department/Stores Purchase Department disqualifies the tenderer.
• Defaulting registered firms may have registration cancelled if they fail to deposit security/execute agreement.

What is being procured

Design, supply, installation, integration, testing, commissioning, training and maintenance of a statewide Kerala Police DMR Tier II digital trunk-line wireless communication system in the 136–174 MHz VHF band.

• System replaces/digitises the existing analogue five-Jack trunk line connecting District HQs/Control Rooms and Battalions; inter-district communication at District Control Rooms is required.
• All offered radios shall support AES-256 encryption; secure key generation, loading, management, re-keying and authorised handover are in successful bidder's scope.
• Customisation beyond standard DMR Tier II to meet Police communication needs is required.
• Must be ETSI TS 102 361 compliant and interoperable with other DMR Tier II vendors (voice, group/individual calls, SDS/SMS) with valid DMR IOP certificates and proof vs existing Kerala Police radios.

Locations and network architecture

Use existing 5 Jack repeater sites statewide, add RF-interlinked redundant sites, and erect one new 40 m GBT at Jack-4 (Kurichiyar mala, Wayanad); control/supervision remains at Tele HQrs / State VHF Control, Pattom, Thiruvananthapuram.

• Existing Jacks: Ponmudi (Tvpm), Shanghumala/Sankumala (Munnar), Nelliyampathi (Palakkad), Kurichiyar mala (Wayanad), Mavungal (Kasargod).
• Three redundant sites are listed without coordinates; bidder must survey, fix redundant locations on existing towers and submit with bid.
• All repeater stations must be interlinked through RF (VHF); if additional repeaters are needed for linking/dispatcher beyond BOQ, bidder must provide them.
• Coverage: statewide trunk line to all District HQs/Control rooms and Battalions; patching with all District networks, including patching Trivandrum rural with statewide network.
• Dispatcher connectivity to repeaters is through RF (VHF link).

Key deliverables and quantities (BOM / BOQ)

Principal quantities include 16 dual-channel digital repeaters (incl. 8 standby), related antennas/cables, 1×40 m self-supported tower, 8 Li-ion battery banks + 8 standby SMPS units, control-room dispatcher stack, 45 audio gateways, 150 DMR vehicular/mobile radios, and programming/test tools; AMC years 1–3 are separate BOQ lines.

• Radios: 150 Nos DMR Tier 2 vehicular/mobile with installation accessories; minimum 10 DTMF-enabled fist mics; 100 with GPS and 50 without GPS (BOM note).
• Control room: 1 dispatcher system (AVL/APL, voice & data recorder, diagnostics/reports), 1 MFP, 1×55" UHD 4K monitor, 1×4 kVA UPS, 45 audio gateways (2 per district net + 5 HQ spare).
• Support kit: 2 programming laptops, software licences as required, 8 programming kits (4 radio + 4 repeater), radio test jigs, lightning/surge protection as required, and catch-all 'any other equipment or spares' / Services lines.
• Department may increase/decrease final ordered quantity without changing unit price; bidder must ensure coverage with additional setup if needed based on survey.
• Installation scope also includes end-point static radios and patching systems with poles/antennae, AC for repeater rooms, racks, tower repair/maintenance at Jacks, lightning/earthing, and KSEB power arrangements at redundant sites until handover (bidder-paid).

Standards, training, warranty and completion

ETSI DMR Tier II standards and mandatory IOP features apply; training is at least two weeks with three sections each for operation, repeater installation, maintenance and programming; 5-year onsite warranty plus optional 3-year AMC; completion within 45 days of LoI or 3 months of work order, whichever later.

• Mandatory IOP features include ID registration, multisite individual voice, multisite short messaging, multisite roaming.
• Software lifetime support ≥10 years with free updates; OEM spare/support commitment ≥10 years from commissioning.
• Field trial requires minimum three repeaters, full-feature demo including AES-256 and roaming, kept in operation 48 hours.

Submission mode and portal

Bids must be submitted only online through the Kerala e-GP portal www.etenders.kerala.gov.in in designated online covers; any other mode is rejected outright.

• Two covers: (i) Technical Bid (ii) Financial Bid.

Class III Digital Signature Certificate is required to sign electronic bids; uploaded documents must bear signature and office seal of the bidder/authorised persons and be digitally signed while uploading.

Successful bidder must execute the contract agreement (stamp duty/lawyer charges on contractor) within the period in the letter of acceptance, and execute a Service Level Agreement in the format available at Office of IGP Cyber Operations as soon as the work order is issued.

• Unconditional acceptance of the SLA is required under tender conditions.

Average annual turnover threshold: 10 Crore vs 8 Crores

NIT requires minimum average annual turnover of 10 Crore; Annexure-1 pre-qualification requires 8 Crores. Both are live tender conditions without a corrigendum reconciling them.

• Impact: a bidder with 8–10 Cr average turnover may pass Annexure-1 but fail NIT, or vice versa depending on which committee applies.
• Action: seek written pre-bid clarification; until then plan against the higher 10 Crore NIT threshold.

Net-worth requirement present only in NIT

NIT mandates net-worth of 25 crore with certified certificates; Annexure-1 financial PQ does not restate any net-worth floor.

Past DMR experience wording differs across NIT and Annexure-1

NIT asks for at least one similar tendered DMR project completed within delivery period in the preceding 3 years for Govt/PSU/statutory bodies; Annexure-1 requires successful DMR Tier II network installation in state/central institutions in last 3 years plus broader digital/telecom and LEA DMR supply experience.

• Impact: documentary package and eligibility read differently under each clause set.
• Action: satisfy the union of both formulations and obtain completion certificates specifically naming DMR Tier II where possible.

High-priority fault rectification time: 12 hours narrative vs 6-hour penalty table

Penalty clause narrative says partial/complete communication breakdown must be rectified within 12 hours, but the High Priority penalty table gives zero penalty only for resolution within <=6 hours and starts charging after 6 hours.

• Impact: SLA exposure and resourcing model change materially depending on which clock applies.
• Action: seek pre-bid confirmation of the binding high-priority resolution time and penalty trigger.

Liquidated damages rate stated as '0.5% or 1%' per week

General Conditions clause 12(d) allows LD of a sum equivalent to 0.5% or 1% of the delivered price of delayed stores/services per week of delay, capped at 10%, without stating which percentage applies.

• Impact: pricing of delay risk is ambiguous.
• Action: seek clarification before bid; otherwise model the worse case of 1%/week to 10% cap.

Payment clause references installation 'including at Police Station level' while BOM is trunk-line/Jack focused

Final 20% payment depends on successful installation of all equipments including at Police Station level, but the published BOM/BOQ centres on Jack repeaters, control room, patching gateways and 150 mobile radios rather than a full police-station radio rollout schedule.

• Impact: scope-to-payment mismatch and potential withholding of final payment.
• Action: clarify exact police-station deliverables and acceptance criteria before pricing.

Which financial eligibility numbers govern—NIT or Annexure-1?

Please confirm whether the governing thresholds are NIT's 10 Cr average turnover + 25 Cr net-worth, or Annexure-1's 8 Cr average turnover with no net-worth floor.

• Ask for a written corrigendum so evaluation cannot later switch standards.
• Also confirm the exact 3 financial years to be counted and whether turnover/net-worth certificates must be CA-certified.

Who bears cost of BOQ-extra repeaters, towers and coverage fill-in?

Confirm whether additional repeaters/sites required for RF linking, redundancy or coverage beyond the stated 16 repeaters/8 sites are bidder's free-issue obligation or reimbursable change orders.

• Also ask whether redundant site coordinates, landlord permissions, tower strengthening and KSEB connections will be facilitated by the department within the 45-day/3-month completion window.

Field-trial logistics, existing radio models and pass/fail criteria

Request the exact list/models of existing Kerala Police radios for mandatory IOP demo, identified trial sites, notice period, scoring/pass-fail protocol, and whether 48-hour multi-site demo can use temporary mounts or must be on the production Jack sites.

• Material to bid/no-bid and cost because field trial is mandatory and all costs are on the bidder.
• Also ask if unsuccessful demo can be re-attempted.

Binding SLA clock and LD percentage

Please confirm whether high-priority outage resolution is 6 hours or 12 hours, and whether delay LD is 0.5% or 1% per week.

• Also confirm if warranty penalties and LD can run concurrently and whether overall liability is capped beyond the 10% LD cap / stated fixed penalties.

Encryption key custody, WPC licensing split and Police Station-level acceptance

Clarify final ownership/custody of AES-256 keys, exact bidder vs department responsibilities for WPC frequency assignments/licences/royalties, and what 'installation including at Police Station level' means for final 20% payment against the published BOM.

• Ask whether department-furnished frequencies, sites and existing towers will be made available before the completion clock starts.
• Ask if final acceptance can be split site-wise or is only whole-project handover.

Pre-bid meeting date and query cut-off

Extremely tight statewide delivery window

Full supply-install-test-commission-train cycle must finish within 45 days from LoI or 3 months from work order, whichever later—aggressive for a multi-site hilltop RF network plus new 40 m tower.

• Delay LD up to 10% and risk-and-cost repurchase rights apply.
• Site access, permissions, KSEB connections and weather at high AMSL sites can erase schedule float.

Mandatory costly field trial before price opening

Technical qualification requires on-site multi-repeater field trial/PoC (min. 3 repeaters, 48-hour operation, AES-256, roaming, software features) entirely at bidder cost; failure means no financial opening.
