Technical bid opening

Technical bids open online on 02/09/2026, 2 PM at Cyber Police Headquarters, Pattom, Thiruvananthapuram.

• If the opening day is a holiday/non-working day, opening shifts to the next working day at the same time and place.
• Financial bid opens after technical evaluation.

Technical evaluation / field trial window

Technical evaluation is scheduled within 10 days of tender opening at Cyber Police Headquarters; equipment presentation may be required within 6 days of opening, and field-trial setup within 10 days of bid opening.

• NIT Schedule item 11: technical evaluation within 10 days of opening.
• NIT XIV: present offered equipment within 6 days of opening if required — conflicts with the 10-day schedule (see contradictions).
• Spec 5.2: demonstrate proposed equipment within 10 days after bid opening; two days allowed to set up minimum three repeaters; setup to remain in operation 48 hours.

Bid validity

Rates are to remain firm for 180 days.

• GC provides that withdrawal before expiry of the firmness period leads to EMD forfeiture or other action the Government thinks fit.

Project completion and tower milestones

NIT requires full supply/installation/integration/testing/commissioning/training within 80 days of work order; towers and housing within two months of work order (or 15 days after statutory permission).

• Spec cl. 2.7.16 instead requires completion within 60 days from LoI or 5 months from SLA, whichever is later — conflicting completion clock (see contradictions).
• Tower design/stability certificate from a Govt-approved competent authority is due within 10 days of work order.
• Successful bidder must execute SLA as soon as the work order is issued.

Estimated tender value

Estimated amount is ₹ 23,41,00,000/-.

Tender fee

Non-refundable tender fee ₹ 25,000/- + GST extra; 18% GST on the tender fee is to be paid by the bidder directly to the GST Department.

• Fee must be paid online through www.etenders.kerala.gov.in at bid submission; no other mode accepted.
• Bids without online fee remittance are rejected forthwith.

Earnest Money Deposit (EMD)

EMD is ₹23,41,000/-, payable online only through the e-GP portal at bid submission.

• No other remittance mode is accepted.
• NIT exemption: SPD Kerala registrants, or MSMEs registered with NSIC holding valid competency certificates for the tendered items, on upload of valid registration/competency certificate with Technical Bid.
• GC adds broader SPD/State MSME/Khadi/NSIC/Govt institution exemption language for EMD (and, in some cases, security).
• Unsuccessful tenderers’ EMD is refunded without interest into their bank account within one month after tenders are settled; successful tenderer’s EMD is adjusted towards security deposit.

Performance security / security deposit

Successful tenderer must deposit security equal to 5% of contract value (less EMD already deposited) before signing the agreement, within the period in the letter of acceptance.

• Acceptable forms (GC cl. 12(a)): manner prescribed in cl. 4, or Government Treasury Savings Bank Pass Book pledged to Purchasing Officer, or Fixed Deposit receipts of SBT/SBI endorsed in favour of the officer; bank guarantee letters in prescribed form may also be considered at Government discretion.
• Security/PBG is released only after satisfactory maintenance through the warranty period; GC also provides return within three months after contract expiration, and only after guarantee period where guarantees exist.
• Failure to deposit security and execute agreement leads to EMD forfeiture and risk purchase.

Payment terms

Spec payment schedule: 30% non-interest-bearing advance against BG; part payments up to 80% on delivery/verification/stock entry; final 20% after full installation, verification, coverage/functionality tests, commissioning and handover.

• Advance: 30% of contract value on adequate Bank Guarantee for the same amount.
• Part payment: up to 80% of project cost (30% advance + 50% part payment) on delivery per GFR 2017 r. 172(2) after verification committee check; maximum 80% subject to value of materials supplied and stock entry.
• Final 20%: after supply and successful installation including Police Station level, technical verification, coverage/functionality test on full load, commissioning and handover.
• GC default rule: ordinarily pay only after supplies are verified and taken to stock; exceptional cases may allow up to 90% against shipping documents/insurance at Government discretion.
• Prices are to be inclusive of all taxes/duties/cesses; rates in INR even for foreign equipment; complete price breakup required in Financial Bid; 3-year AMC rates must be quoted (used in PO later, not for L1 ranking).

Warranty, AMC and liquidated damages framework

Minimum 5-year onsite warranty from commissioning plus quoted 3-year AMC thereafter; delay LD under GC is 0.5% or 1% of delayed value per week up to 10%.

• Warranty covers parts and labour at no expense; software lifetime support at least 10 years with free updates; technical manpower support for warranty + AMC (5+3 years) in the State.
• AMC rates to be quoted separately for years 1, 2 and 3 by district in BOQ; department decides later whether to take AMC.
• GC LD: 0.5% or 1% of delivered price of delayed stores/unperformed services per week of delay, max 10% of contract prices of delayed stores/services; then termination at risk and cost may be considered.
• Warranty-period service SLAs and high monetary penalties are set out in Spec cl. 24 (see Risks).

Other cost burdens on bidder

Bidder bears SACFA fees, KSEB/FTTH installation bills until handover, stamp duty/lawyer charges for agreement, and field-trial costs; Department pays WPC royalty/licence fees where it is the licence holder.

• Agreement stamp paper value for bid-stage agreement is Rs. 200 Kerala stamp.

Who may bid

Open to OEMs, OEM-authorised dealers/system integrators and qualified vendors; Spec also allows consortiums and State/Central PSUs with OEM authorisation to participate, execute and maintain.

• One bidder cannot represent two suppliers/OEMs or quote on their behalf.
• Consortium: mutual valid agreement required; Department will sign agreement only with OEM or OEM authorised dealer, and bid-related contacts/disputes are only with OEM/authorised dealer.
• NIT financial criteria must be satisfied by the bidder itself; OEM/parent/subsidiary/affiliate credentials do not count unless through a permitted consortium/JV with defined responsibility.

Experience and past performance

Documents impose overlapping but inconsistent experience bars: NIT requires 3 years continuous professional wireless SI/maintenance experience and at least one similar completed DMR project in the preceding 3 years for Central/State/PSU/statutory bodies; Spec requires 5 years market presence, digital wireless/telecom track record in last 3 years, DMR Tier II install in last 3 years, and 3 years LEA DMR equipment experience.

• NIT III.1: continuously engaged in supply, installation and maintenance of professional wireless communication systems for minimum 3 years as on bid-submission date.
• NIT III.3: at least one similar tendered DMR project completed within delivery period during preceding 3 years from technical bid opening, for Central/State Governments, PSUs or statutory bodies; list of projects/orders to be enclosed.
• Spec 4.4: vending outfit functioning in market for at least 5 years.
• Spec 4.8: successful track record for supply/installation/commissioning of digital wireless / telecommunication systems/infrastructure at State or Central Government organisations in India during last 3 years.
• Spec 4.10: bidder/OEM/consortium successfully installed DMR Tier II network in any state or central institutions during last three years.
• Spec 4(g)/(i): minimum 3 years manufacture/supply of VHF/UHF HH, static/mobile, repeaters & accessories for DMR projects for State/Central LEAs; and experience installing DMR projects in India with satisfactory completion certificate and proof.
• Bidders should assume the stricter combined reading unless clarified in pre-bid (see contradictions/pre-bid).

Financial qualification

NIT sets average annual turnover ₹11 crore (FY 2023–24, 2024–25 and 25-26), certified net worth ≥ ₹25 Cr as on 31/03/2026, and liquid assets/credit ≥ ₹2.71 crore; Spec separately states minimum average annual turnover of 25 crores for the past three years.

• Turnover means revenue from operations excluding GST and non-recurring income such as sale of fixed assets (NIT).
• Compliance via audited financial statements and CA/Cost Accountant certificate bearing UDIN (NIT).
• Spec also requires last 3 years P&L, Balance Sheet/audit report and IT returns.
• Treat ₹25 crore Spec turnover vs ₹11 crore NIT turnover as an unresolved conflict requiring clarification (see contradictions).

Registrations, licences and certifications

Mandatory GST and PAN; dealer/SI/consortium members need valid WPC DPL at technical bid opening; system must meet ETSI TS 102 361; OEM ISO 9001 and ISO 14001; ISO/IEC 27001 where NMS/dispatch/server apps supplied; DMR Association IOP certificates; MTCTE certificate at technical verification before stock entry.

• Functional/well-equipped service centre in Kerala is required (NIT: as on technical bid opening; Spec/GC: local presence for servicing).
• NIT requires service-centre address, contacts, staffing and ownership/authorisation evidence with the tender.

Debarment / blacklisting

Bidder/OEM/consortium must not be blacklisted by any State or Central LEA, department or other government body at bid submission.

Pass/fail technical qualification beyond paper eligibility

Technical qualification requires document scrutiny, RF survey submission, equipment evaluation and successful field trial/PoC; prior Kerala Police DMR Tier II completers using the same equipment may be exempted from field trial with TEC permission.

• Failing to submit RF survey report and location details leads to disqualification.
• Field trial includes minimum three-repeater network, roaming, AES-256, microwave failover, voice logger DMR ID/time stamp, 48-hour continuous operation, and interoperability with existing Kerala Police radios.
• Only bidders who successfully complete technical verification including field trial are considered for financial bid (unless exempted as above).
• Bidders not quoting 3-year AMC rates are not considered for financial evaluation.

Procurement overview and locations

Design, supply, installation, testing, commissioning, training and maintenance of a DMR Tier II digital wireless system (136–174 MHz) for Northern Cluster law-and-order networks across five police districts: Kozhikode Rural, Wayanad, Kannur City, Kannur Rural and Kasaragod.

• Fourth phase of Kerala Police wireless digitalisation; administrative sanction and funds under State Action Plan 2025-26.
• NIT scope also expressly includes survey, design, quantities, sites, civil/electrical works, integration, warranty, and AES-256 encryption key generation/loading/management/re-keying/authorised handover.
• Works must run simultaneously in all concerned districts, not sequentially.

System architecture and performance intent

ETSI DMR Tier II network with microwave primary/secondary plus standby links in ring/mesh topology, district dispatcher consoles with GPS tracking, reserved slots for L&O and GPS, and multi-vendor interoperability obligations.

• Minimum 35 self-supporting towers for the Northern cluster; towers may be shared for adjacent districts; height per radio survey/SACFA/coverage.
• Ground-based towers must withstand wind above 160 km/hour (NIT).
• Prefer police land for towers; if private land is used, bidder arranges land and hands over on completion.
• Interoperability with at least two other DMR Tier II vendors for voice/group/individual/SDS; DMR Association IOP certificates; AIS/ISSI open interfaces where applicable; integration with existing Kerala Police radios.
• Coverage must be as proposed; 100% coverage, roaming, control and redundancy required for backhaul connectivity design.

Principal quantities (consolidated BOQ / Appendix 1.6)

Indicative main quantities include 69 two-slot repeaters & duplexers, 50 antenna arrays/LMR-400 runs, 35 GBT towers, 49 Li-ion battery banks, 1,330 GPS handhelds, 730 GPS mobiles, 360 static/non-GPS mobiles, 5 dispatcher systems and related control-room gear, plus backhaul/CCTV/services and 3-year post-warranty AMC by district.

• Repeaters 69 Nos; Duplexers 69; Exposed dipole arrays 50; LMR-400 50; Firewall 1; Manageable switches 46; Towers GBT 35 (BOQ description also says '45 Nos Minimum' — see contradictions); Li-ion battery banks 49; 1 kVA UPS 36; Standby SMPS 10.
• Control room per district: Dispatcher/AVLS/voice recorder 5; MFP 5; 55" UHD monitor 5; 4 kVA UPS 5; Analog/Digital audio gateway 10; furniture 5 sets.
• Terminals: HH with GPS 1330 (with 1+1 spare battery noted; consolidated remarks also reference 3000 batteries and 1500 chargers); vehicular/mobile with GPS 730; static/mobile without GPS 360; LMR-240UF 360; GP antenna 360; SMPS 290; 150 Ah SMF batteries 290.
• Tools: high-end programming laptops 10; programming tool kits 60; radio test jigs 3 sets; software licence/enabling keys 1; microwave backhaul, interfaces, spares, CCTV, night lighting, lightning/surge protection as required.
• AMC line items 1st–3rd year separately for Kasargod, Wayanad, Kannur City, Kozhikode Rural and Kannur Rural.
• Department may increase/decrease final ordered quantity without changing unit price.

Civil, power, security and site works included

Scope includes towers/fixtures/lightning protection, AC RCC rooms or IP55 canopy racks where needed, KSEB metering and connections, CCTV at each repeater site, endpoint installation with poles, and storage/transport at bidder risk.

• Minimum 6 mounting brackets per tower with vertical spacing.
• Minimum 2 CCTV cameras per repeater site, video to dispatcher CR/recording.
• 1 kVA online UPS with ≥6 hours backup for microwave/modem/switch/router critical power where microwave is used.
• All batteries including HH batteries manufactured within 6 months of supply; HH belt clip with battery required.
• Bidder pays KSEB/FTTH installation charges and bills until handover; Department pays only after project handover.
• Existing police infrastructure may be used for antenna installation where suitable.

Training, documentation, warranty support and standards

At least two weeks’ operation/repeater installation/maintenance/programming training in three sections; full English technical/user/network documentation; 5-year onsite warranty with optional 3-year AMC and 10-year OEM spare/software support.

• Site engineer for technical service available for minimum five-year warranty period.
• System shall be upgradable to DMR Tier III in future.
• Acceptance only after Verification Committee testing under actual operating conditions.
• Key standards: ETSI TS/TR 102 361 series / TR 102 398 as specified for repeaters and system.

Completion timeline applicable to scope

NIT completion: 80 days from work order for SITC+training; tower/housing within 2 months of WO (or 15 days after permissions). Spec completion: 60 days from LoI or 5 months from SLA, whichever later.

• Bidders must price and plan against both clocks until clarified — see contradictions.

Submission mode and portal

Bids only online via Kerala e-GP www.etenders.kerala.gov.in in two covers — Technical Bid and Financial Bid; any other mode is rejected.

• Documents to be uploaded under each cover are as specified on the website.
• Digitally signed tender document and specified documents (including agreement) must be submitted online before the deadline.
• Financial Bid must contain complete price-breakup; BOQ template must not be modified/replaced.

Digital signature, signing and seal

Class III Digital Signature Certificate required; all uploaded documents must bear signature and office seal of bidder/authorised persons and be digitally signed while uploading.

• DSC under IT Act 2000 from any licensed Indian certifying authority.

Physical originals / hard copies

All bidders must produce originals/hard copies of all relevant e-tender documents at technical evaluation for verification.

• If required, offered equipment must also be presented for technical evaluation at Cyber Police Headquarters, Pattom.
• GC stamp-paper agreement is to be sent along with the tender; if missing, purchasing officer may allow 10 days in deserving cases.

Fee and EMD payment proofs

Online tender-fee and EMD remittances (or valid EMD exemption certificate) are mandatory with the bid.

• Exemption certificates under NIT XI / GC cl. 4 to be uploaded with Technical Bid where claimed.

No corrigendum/addendum on record

The tender document set contains no corrigendum or addendum; original NIT/GC/Spec/BOQ values currently apply.

• Workspace tender metadata lists an empty corrigenda array, and no corrigendum files are present among the downloaded documents.
• Bidders should continue to monitor www.etenders.kerala.gov.in for any later corrigendum affecting dates or conditions.

Average annual turnover threshold

NIT requires minimum average annual turnover of ₹11 crore over FY 2023–24, 2024–25 and 25-26; Spec Pre-Qualification requires minimum average annual turnover of 25 crores for the past three years.

• Impact: eligibility cut-off differs by more than 2×; a bidder at ₹11–25 Cr is eligible under NIT but not Spec.
• Action: seek written clarification/corrigendum at pre-bid; until resolved, conservative compliance is ₹25 Cr plus NIT-specific FY window, net worth and liquid-asset tests.

Minimum years in business / wireless experience

NIT requires 3 years continuous engagement in professional wireless systems as on bid submission; Spec requires the vending outfit to have functioned in the market for at least 5 years, plus other 3-year DMR/LEA experience tests.

• A 3–5 year-old vendor could pass NIT and fail Spec.
• Action: clarify whether 5-year Spec market-presence test overrides NIT 3-year wireless engagement test.

Project completion period

NIT Schedule requires SITC+training within 80 days from work order; Spec requires completion within 60 days from LoI or 5 months from SLA, whichever is later; NIT also sets a separate 2-month tower/housing milestone from work order.

• 80 days from WO vs 60 days from LoI are different clocks and can be mutually inconsistent depending on when LoI/WO/SLA are issued.
• 5 months from SLA could be longer than 80 days from WO.
• Action: demand a single governing completion schedule in pre-bid replies/corrigendum before pricing acceleration risk.

Technical evaluation / equipment presentation timeline

NIT Schedule places technical evaluation within 10 days of opening; NIT XIV requires equipment presentation within 6 days of opening if required; Spec field trial is within 10 days after bid opening.

• 6-day vs 10-day windows conflict for logistics of shipping demonstration gear to Thiruvananthapuram.
• Action: confirm the binding call-up notice period and whether 6 days or 10 days governs.

Pre-bid meeting date fixation

NIT fixes pre-bid on 18/08/2026, 2 PM with queries by 17/08/2026, 11 AM; Spec cl. 3 says bidders should contact the department to fix date and time.

• NIT dated schedule should be treated as the published timetable unless corrigendum changes it; Spec wording is residual/generic.
• Action: follow NIT dates and still monitor portal/email for any change.

Self-supported tower quantity in BOQ description vs quantity cell / Spec

Financial BOQ item 1.08 is described as 'Self-Supported Towers GBT (45 Nos Minimum)' but the quantity cell is 35; Spec architecture and consolidated BOM require minimum/quantity 35 towers.

• Pricing risk if portal validation uses qty 35 while description implies 45 minimum.
• Action: clarify whether quoted unit rate × 35 is the commercial commitment and whether additional towers beyond 35 are variation/extra supply.

EMD exemption categories — NIT vs General Conditions

NIT XI expressly exempts SPD Kerala registrants and NSIC-certified MSMEs for tendered items; GC cl. 4 lists additional State MSME/cottage/Khadi/PSU/NSIC security-deposit exemptions and conditions.

• Bidders relying on GC-only categories (e.g. State Industries-certified MSME without NSIC competency certificate) risk rejection under NIT XI’s stricter wording.
• Action: confirm acceptable exemption instruments in pre-bid; if in doubt, pay EMD online.

Which turnover figure governs — ₹11 Cr (NIT) or ₹25 Cr (Spec)?

Ask which average annual turnover threshold and financial-year window is binding, and whether NIT net-worth ₹25 Cr and liquid-asset ₹2.71 Cr tests still apply alongside Spec financials.

• Material to bid/no-bid and consortium structuring.
• Request a single corrigendum table replacing both clauses.

Binding completion period and interaction of LoI, WO, SLA and statutory delays

Ask which completion clock governs (80 days from WO vs 60 days from LoI vs 5 months from SLA), how tower 2-month milestone interacts, and whether statutory permission delays extend only tower works or the whole SITC schedule.

• Directly affects mobilisation plan, LD exposure and pricing of acceleration/civil works.

Tower BOQ quantity 35 vs description '45 Nos Minimum' and 'install additional if required'

Seek confirmation of payable quantity, whether additional towers beyond 35/45 are variation at quoted rates, and how shared towers across adjacent districts are measured/paid.

• Also clarify land arrangement risk and lease/ownership transfer model when bidder secures private land.

Multi-vendor interoperability PoC scope and pass/fail criteria

Ask which existing Kerala Police DMR makes/models must interoperate, whether third-vendor radios will be provided by Department for trial, exact mandatory feature set beyond Spec 2.4.1, and scoring/pass-fail methodology.

• Failure is automatic technical rejection despite paper compliance; critical for OEM selection and demo BOM.

Field-trial logistics: 6-day vs 10-day notice, sites, power/backhaul and exemption process

Request the exact notice period, identified Thiruvananthapuram sites, who provides power/space/permissions, whether microwave failover must be live-demonstrated, and documented criteria for TEC exemption of prior Kerala Police DMR implementers.

Payment security and BG stacking — 30% advance BG vs 5% performance security vs warranty hold

Clarify whether advance BG is additional to 5% SD/PBG, when each is released, whether SD remains locked for full 5-year warranty, and if monthly performance-report penalties are recoverable from SD/running bills.

• Cash-flow and bank-limit critical on ~₹23.41 Cr estimate.

SLA document contents and unconditional acceptance risk

Request the draft SLA (said to be available only at IGP Cyber Operations office) before bid submission, including uptime commitments, manpower deployment, spares stocking and linkage to Spec cl. 24 penalties.

• NIT requires unconditional acceptance of SLA as soon as WO is issued; bidders cannot price unknown SLA terms.

WPC/SACFA responsibility split and frequency availability

Confirm Department will hold licences and pay royalty, bidder pays SACFA only; ask current frequency assignment status for Northern cluster and whether delayed WPC/SACFA stops LD clocks.

Aggressive and conflicting completion schedules

Full SITC in ~80 days from WO (or 60 days from LoI) across five districts, with towers/housing in two months, is high execution risk especially with statutory permissions, private land and simultaneous multi-district rollout.

• GC LD of 0.5% or 1%/week up to 10% plus risk-and-cost repurchase amplifies delay exposure.
• Permission delays expressly relieve only the tower/housing sub-milestone (15 days after permission), not necessarily whole-project LD.

Severe warranty-period penalties and 24×7 uptime expectation

Spec treats police communication as 24×7 emergency service: 1-hour response, high-priority restore within 6 hours, then escalating hourly/daily penalties up to cost recovery plus ₹2,00,000 (high) / ₹50,000 (medium/low).

• High priority: >6–24h ₹1000/hour; >24–48h ₹2000/hour; >48h department may get work done and recover cost + ₹2,00,000.
• Medium: free ≤2 days; then ₹1000/day to 7 days; ₹2000/day to 14 days; >14 days cost recovery + ₹50,000.
• Low (endpoints): free ≤45 days; ₹500/day from >45 to ≤90 days; >90 days cost recovery + ₹50,000.
• Monthly performance reports mandatory; site engineer required for full 5-year warranty.

Field trial is a hard gate with bidder-borne cost

Paper-compliant bids still fail without successful multi-site PoC (unless TEC exemption); all field-trial costs are on the bidder, including 48-hour live network with ≥3 repeaters and AES-256/interop demos.

• Short call-up window (6–10 days) after opening increases logistics risk for non-local OEMs.

Payment and security cash-flow burden

Although 30% advance is available against BG, another 5% performance security is locked through warranty, final 20% waits full commissioning/handover, and KSEB/FTTH bills till handover are bidder-funded.

• Ordinary GC payment is after verification/stock entry; bank charges for document negotiation are on contractor.
• Security may be withheld beyond contract expiry if disputes/guarantee claims exist.
• Failure to execute agreement/security leads to EMD forfeiture and risk purchase; registration cancellation risk for registered firms.

One-sided contractual and jurisdictional terms

Government may accept part quantities, reject lowest bid, recover dues as land revenue, determine contract on insolvency, and confine disputes to Thiruvananthapuram courts; bidder special conditions do not apply unless expressly accepted.

• GC also allows purchase elsewhere on default and recovery of difference/damages from contractor.
• Quantity can be increased/decreased without changing unit price.
• Unconditional SLA acceptance required without printed SLA in the tender pack.

Site, land, backhaul and statutory dependency risks

Bidder bears radio survey accuracy, private-land procurement, SACFA fees, tower certification, KSEB connections and storage risk; coverage and interop obligations are absolute acceptance criteria.

• Must install additional towers if required for coverage even beyond BOQ baseline.
• If VHF RF linking is used, microwave equipment may reduce but extra repeaters beyond BOQ must still be provided by bidder.
• Batteries must be ≤6 months old at supply — supply-chain timing risk near delivery.

Eligibility-document conflicts create rejection risk
