For this Normal Highway package of indicative length 118.470 km: last-10-year aggregate 2/4/6-lane DPR/FS length ≥ package length, plus one qualifying single project (DPR ≥40% length or FS ≥60% length); private-concessionaire DPRs excluded.

• Applied thresholds: aggregate ≥118.470 km; single DPR ≥47.388 km or single FS ≥71.082 km (40%/60% of 118.470 km).
• Municipal/city roads not counted; overseas equivalence by carriageway width.
