Pre-bid / clarification deadline

No pre-bid meeting date or formal clarification deadline is prescribed in the tender documents.

• EMD of unsuccessful bidders refunded after bid-validity expiry or acceptance of successful bidder, whichever earlier; in two-bid system, technically unsuccessful bidders' EMD returned within 30 days of technical evaluation result.
• One UTR may be used for only one work; reuse across tenders causes rejection and debarment.

Performance guarantee

Performance Guarantee is 5% of tendered value, to be furnished within 7 days of LOA (1 day maximum extension with late fee).

• Forms: cash (if < Rs. 10,000); Deposit at Call / Banker's cheque / DD / Pay order of scheduled bank (if < Rs. 1,00,000); or Government Securities / FDR / Guarantee Bonds of any Scheduled Bank (if > Rs. 1,00,000), in the prescribed PG BG form.

Security deposit

Schedule E fixes Security Deposit at 2.5% of tendered value; SD deduction is otherwise to follow CPWD 7/8.

Payment terms

Stage payments: for Transformers/HT/LT/APFC/sub-panels — 80% on delivery after inspection, 10% on installation, 10% on testing/commissioning/handing over; for all other items — 70%/20%/10%.

• Supply payment only against OEM confirmation of genuineness / all test certificates; EIC may verify genuineness.
• Interim payment eligibility threshold: gross work of Rs. 50,000 since last payment (Clause 7).
• Computerized Measurement Book applies.

Who may bid / JV ban

Specialized firms/contractors meeting the stated conditions may apply; Joint Ventures are not accepted.

• Two routes: (1a) DoP-enlisted Building Works (Composite) contractors of appropriate class, or (1b) non-DoP-enlisted contractors with similar-work experience.

Similar work experience (physical)

Non-DoP bidders need 3 similar works ≥ Rs. 47.82 lakh each, OR 2 ≥ Rs. 71.73 lakh each, OR 1 ≥ Rs. 95.63 lakh.

• Similar work means “SITC of Substation with transformer being 80% of the rated capacity”.
• Executed values enhanced to current level at 7% simple p.a. from completion date to last date of receipt of applications.
• Completion certificate must be from officer not below Executive Engineer (or equivalent) and must state system capacity, amount of work done, date of start, stipulated completion and actual completion.
• Works with compensation levied are not treated as satisfactory; if delayed, whether compensation was levied or not must be stated.
• DoP composite enlisted contractors must associate specialized agencies meeting 1(b) (or self-execute if they themselves meet 1(b)), with MOU/willingness affidavits within 15 days after approval.

Financial turnover

Average annual financial turnover of last 3 years ending 31st March of the previous financial year must be at least 50% of estimated cost (i.e. ≥ Rs. 59,77,153.50).

• CA certificate with UDIN required and to be uploaded.
• Years with nil turnover count in the average.
• Turnover figures enhanced to current value at 7% simple p.a.

Registrations, licences and statutory standing

Valid PAN required; GST registration of the work State (or undertaking to obtain it within one month of award / before any payment); and valid electrical/HT contractor licence under IE Rules / CEA Safety Regulations 2010.

• Document lists variously call the licence “valid electrical Contractor License” (Form 6) and “valid HT License” (Information for bidders) — both cite IE Rules/CEA Regulations 2010.

Completion timeline, milestones and DLP

180 days completion with four physical milestones; 12-month guarantee/defect liability with free maintenance; LED lamps carry 5-year manufacturer warranty.

• Milestones: 1/8 work in 1/4 time; 3/8 in 1/2 time; 3/4? wait document says 1/2 work in 3/4 time; full in full time — 1% of tendered value withheld per failed milestone.

Digital signature

Bid submission requires a valid DSC with signing key usage registered on CPPP; tender-specific instruction requires Class III, while general CPPP instructions also mention Class II or III.

• Only one valid DSC should be registered per bidder.

Physical originals and L1 hard copies

Physical original EMD (if not fully online) must reach any DoP EE/AE office within bid submission period; L1 must deliver certified hard copies of all scanned/uploaded documents to EE(E) PED Kolkata within 7 days of financial-bid opening.

Security Deposit 2.5% vs 7.5%

Schedule E sets Security Deposit at 2.5% of tendered value, while Important Note Clause 5 requires recovery building SD to 7.5% of tendered value.

• Commercial conditions say SD deduction follows standard CPWD 7/8 clauses.
• Schedule E is the tender-specific schedule paired with PG 5%; seek written clarification before pricing cash-flow, but do not ignore either clause until clarified.

Applicable GCC edition: 2020 Maintenance vs 2023

Form CPWD-6 says the contract includes CPWD GCC 2020 (Maintenance works), while Schedule F specifies GCC 2023, CPWD Form 7/8 modified & corrected up to date.

• Bidders should assume the later Schedule F reference (GCC 2023) governs unless the department confirms otherwise, and raise this in clarification.

CPWD electrical specification years

General Conditions cite CPWD Electrical Part-I 2013, Part-II External 1994 and Part-IV Sub Station 2013, whereas Schedule F Clause 11 requires Part-I Internal 2023 and Part-II External 2023.

• Technical specifications section of the NIT also applies; order-of-precedence clause ranks SoQ and technical specs above general specification.

Licence wording: HT License vs electrical Contractor License

Information-for-bidders list requires a valid HT License; Form 6 technical-envelope list requires a valid electrical Contractor License — both under IE Rules/CEA Regulations 2010.

• Unclear whether a non-HT electrical licence alone suffices; for an 11 kV outdoor substation, HT authorisation is the safer compliance reading pending clarification.

DSC Class II or III vs Class III only

General e-submission instructions allow Class II or Class III DSC; tender-specific instructions require valid Class III certificates with signing key usage.

• Use Class III DSC with signing key usage to satisfy the stricter tender-specific rule.

Statutory inspection authority: Bihar site vs Tamil Nadu / TANGEDCO boilerplate

Work is at Patna GPO, Bihar, but commercial/general conditions repeatedly require inspection/clearance by Tamilnadu State Electrical Inspectorate and HT service connection from TANGEDCO.

• Other clauses correctly refer to CEA / local Power Supply Co. / State authority.
• This appears to be unedited template text; energisation responsibility and local DISCOM (Bihar) interface need confirmation before bid.

Technical envelope contents wording on page 10

One sentence on page 10 says the Technical Bid envelope contains eligibility documents and tender documents including Schedule of Work, but the same page’s item list places the Tender PDF and BoQ only in the Financial Bid envelope.

• Follow the itemised split: Technical = items (i)–(ix)/(a)–(i); Financial = digitally signed tender PDF + BoQ.

Confirm Bihar Electrical Inspector / local DISCOM instead of TANGEDCO & TNIE

Ask the department to replace or clarify Tamil Nadu Electrical Inspectorate and TANGEDCO references for this Patna, Bihar site and name the actual inspecting/supply authorities and fee reimbursement process.

• Material to programme, liaison cost and charging risk for the 11 kV outdoor substation.

Security Deposit percentage to be recovered from bills

Seek written confirmation whether SD is 2.5% (Schedule E) or 7.5% (Important Note), and how EMD/PG interact with SD recovery.

• Affects working-capital and bid loading.

HT licence vs ordinary electrical contractor licence

Confirm whether a valid HT licence is mandatory for technical responsiveness, or whether any electrical contractor licence under CEA Regulations 2010 suffices.

Ask which GCC (2020 Maintenance vs 2023) and which CPWD electrical specification editions control interpretation, LD and measurement.

Statutory clearance and template jurisdictional risk

Commissioning only after CEA/Electrical Inspector clearance; contractor does all liaison. Boilerplate TN/TANGEDCO text creates uncertainty on the actual Bihar process and timeline.
