Tender fee

Non-refundable tender fee is Rs.4,500 by nationalized/scheduled bank DD in favour of Rajkot Municipal Corporation, payable at Rajkot.

Earnest money deposit (EMD)

EMD is Rs.1,49,250; eligibility allows nationalized/scheduled bank DD in favour of RMC payable at Rajkot, or bank guarantee.

• General conditions clause 1 describes EMD only as DD, while eligibility item 2 also allows bank guarantee — both citations retained under contradictions.
• Successful bidder's EMD is retained as deposit; others' EMD is returned on demand.

Performance / security deposit

On award, security deposit of 5% of total work value (on estimate Rs.1,49,25,000 as adjusted by quoted percentage) is to be deposited and agreement executed within 7 days.

• Failure to execute agreement in time leads to forfeiture of earnest money and RMC may award to another bidder.

Pricing and payment terms

Percentage-rate bid on (n)procure without GST; GST paid extra; no price escalation during the full work period; bills paid by ECS after submission.

• Schedule rates: garden maintenance Rs.105.00 per sq.m per year; Miyawaki maintenance Rs.23.30 per sq.m per year.
• Income tax and other statutory taxes are deducted from bills; professional tax of bidder and staff must be paid and receipts attached with bills.
• 1% labour cess is deducted from bill amount.
• Bidder must complete vendor registration with bank account details at RMC for ECS payment.

Relevant work experience

In any one of the last seven financial years, complete or substantially complete at least one similar work of minimum Rs.29,85,000 for a government / semi-government / municipal body.

• Similar work means garden development (softscape), garden maintenance, tree plantation, or tree-plantation maintenance.
• Enhancement factors apply to past work values (year of inviting tender 2026-27 = 1.00; up to -7 years = 1.95).
• Substantially completed means at least 90% of original contract price executed and work continuing satisfactorily as on submission date.

Turnover

Minimum turnover of Rs.74,62,500 in any one of the last seven financial years, supported by CA certificate; enhancement factor applies.

Bid capacity

Bidder must have bid capacity for this work and submit a CA certificate of bid capacity.

Garden maintenance schedule

Daily cleaning, waste disposal, seasonal irrigation, toilet cleaning and related weekly/monthly/annual horticulture tasks as per the printed schedule.

• Daily: full garden cleaning; waste collection/disposal; irrigation of lawn/hedge/live areas as per season; dustbin emptying; toilet/bathroom cleaning; other directed work.
• Weekly: water spray on red-soil walking track; sand leveling in children's play area; weeding of entire garden; other directed work.
• Monthly: lawn/hedge/ornamental plant cutting; ornamental plant basins; gap-filling of dead plants/lawn; other directed work.
• Annual: soil-manure smearing; red-soil top-up and leveling on walking track; pest control as directed; fertilizer spray; large-tree trimming; geru-chuno on large trees; other directed work.
• Autumn season (16 Dec–15 Mar): roads, lawn plots, play area and fitness zone cleaned twice daily (morning and afternoon).
• Public solid waste (plastic/paper/cups) to be picked three times daily; organic waste to compost pit/designated place; inorganic to RMC tipper or nearest garbage station; no open waste heaps; no extra disposal charges.

Staff, tools and consumables

Bidder must deploy seasonal workers plus supervisory staff, provide ID cards/uniforms, and supply all garden tools and many consumables at own cost.

• Tools include lawn mower, hedge cutter, generator, wooden cutter, sickles, spades, shears, rakes, rubber hose, spray pump, duster and other needed implements.
• Chemical fertilizer, insecticides and weedicides are bidder-supplied; farmyard manure is supplied by Corporation; smearing soil/manure and gap-fill plants are Corporation-supplied with bidder lifting/transport.
• If plants/lawn die due to poor irrigation/maintenance, bidder replaces at own cost or cost is deducted from bills.

Irrigation, utilities and assets

RMC supplies water and pays electricity; bidder operates/repairs irrigation and electrical pump assets at own cost and returns them in working condition.

• Irrigation systems include sprinklers and drip; manual spray irrigation may be required; night/early-morning/afternoon residual irrigation may be needed when water supply is irregular.
• Electric connection is only for garden use; electricity bills for RMC connections are paid by RMC.
• At end of maintenance, gardens and equipment must be handed over in good/working condition to Garden Department/new bidder; incomplete scope items completed at bidder cost.

Miyawaki plantation maintenance

Separate scope for Miyawaki/tree-plantation areas: regular irrigation, gap filling, trimming, fertilizing, pest response and road weeding.

• Corporation supplies replacement saplings and farmyard manure; chemical fertilizers and pesticides are bidder-supplied.
• Electric motor, pipeline and related irrigation assets are Corporation-supplied; bidder maintains/repairs and returns them in working order.

Duration and extra instructions

Base duration is 2 years, extendable by up to 6 months at approved rates; bidder must also perform O&M outside schedule when RMC officers so direct.
