Delivery and installation

Confirm fee/EMD original submission

Please confirm whether original tender-fee and EMD instruments must be sent by RPAD/Speed Post before the amended deadline, because pages 1/4 require them while pages 3/5 prohibit or cancel physical submissions; also confirm the exact receiving deadline and whether online RTGS/NEFT removes any original-submission requirement.

Confirm dealer eligibility

Please confirm whether an authorised dealer/distributor may bid with OEM authorisation, or whether the bidder must itself manufacture all 27 items. Delay beyond the contractual cutoff attracts penalty (not liquidated damages) at 0.5% of end cost per week or part, capped at 10% of the end cost of the uncompleted portion.

GSECL may reduce/enhance quantity, close the tender, or terminate the purchase order at any time without assigning reasons and without compensation/damages/losses to the bidder/supplier.

Risk purchase and rejection exposure

For delay or nonconforming goods, GSECL may levy penalty, buy elsewhere at the supplier's risk and cost, and/or cancel. Audit-test failure can cause rejection of the full lot or deduction up to 30% of end cost plus GST; retesting and inspection expenses fall on the supplier.
