• Variation adjustment rate for PS: 5% of variation; section-wise proportionate PS = full PS × (section route-km / total route-km).

Retention money

Retention is deducted at 6% of each payment, capped at 5% of the Contract Price.

Mobilization advance

Interest-bearing mobilization advance up to 5% of Accepted Contract Amount in two equal installments; plant & machinery advance is deleted.

• Interest on advance: 9.9% simple p.a. on reducing balances.
• First installment within 21 days of acceptable guarantee; second after utilization proof of first and acceptable guarantee, within 21 days.
• Recovery: 13.5% of each payment if advance is 10% of contract price; 20% if advance is 15%; proportionate if less; full recovery of advance and interest within 80% financial progress.

Stage payment terms (S&T BOQ)

Volume-II sets staged payments for supply, supply+install, design, erection and spares.

• Supply-only items (excl. EI): 90% on receipt of inspected material; 5% after installation & testing; 5% after commissioning of station/IBH/gate-wise portion opened for traffic.
• Combined supply & installation items (excl. EI): 80% / 10% / 10% on the same three milestones.
• Spares/tool kits: 100% on receipt after inspection.
• Design items: 80% on commissioning with approved drawings; 20% on final acceptance of completion documents.
• Installation/erection items: 70% after installation/erection; 30% on completion acceptable to RVNL.
• Prices are all-inclusive of taxes/duties/levies on works contract, insurance, BG/indemnity, transit losses and inspection charges unless otherwise specified; change of inspection RDSO/RITES→RVNL/Consignee attracts 1% deduction.
• Price adjustment applies per GCC 13.8 / PCC (BDS ITB 14.5); Group B & NS items use IEEMA PVC formula per Volume-II preamble.

Currency and bid pricing style

Quote entirely in INR; single rate (percentage above/below/at par) for each schedule.

• NIT Bidding Style: Single Rate for Each Schedule.
• Volume-II: if no percentage indicated for a bill, it is treated as at par.

Eligible bidder class and domestic bidding

Only Class-I Local suppliers are eligible; foreign-bidder ITB 4.1(c)/(d) provisions are not applicable (domestic bidding).

• Class-I Local = goods/services/works with minimum local content of 50%.
• Make in India Order 2017 (as amended up to 28 days before bid deadline) applies; Margin of Purchase Preference is 20%.
• Purchase preference to CPSEs shall not apply; MSE special provisions (ITB 44) are DELETED.

JV / consortium structure

JV is allowed; consortium is not. Lead partner minimum share 40%; combined partners 100%.

• NIT: Are JV allowed to bid — Yes; Number of JV Member Allowed — 2; Are Consortium allowed to bid — No; Number of Consortium Member Allowed — 0.

Need sound finances: positive PBT in 2 of last 5 years; average annual construction turnover ≥ ₹118.51 Cr (last 3 FYs); average net worth ≥ ₹23.70 Cr (last 3 FYs); available bid capacity > estimated price.

• Single entity must meet all financial criteria; for JV, all partners combined must meet turnover/net-worth/bid-capacity, each partner must meet historical financial performance, and lead partner must meet at least 40% of turnover, net-worth and bid-capacity requirements.
• Bid capacity = (A × N × 1.5 − 0.33 × N × B) must exceed total estimated price; N = years prescribed for completion (24 months → N=2).
• If latest FY audited accounts unavailable, use last five FYs after ignoring latest concluded FY; if ≥6 years submitted, only latest five are evaluated.
• Submit Form FIN-1 (with audited attachments), FIN-2 and FIN-3.

Similar work experience (contracts of similar size and nature)

Within last 7 years before bid deadline: either 1 similar contract with ≥10.62 km tunnel integrated communication, OR 2 similar contracts each with ≥6.07 km.

• Similar work = Design, Supply, Installation, testing and commissioning of Integrated tunnel communication systems works including CCTV, PA & emergency call points and VHF Simplex Communication System with OFC/leaky cable in tunnels in railway.
• Execution as contractor or subcontractor; successfully or substantially completed.
• Single entity or JV combined must meet either (I) or (II); lead partner must also meet either (I) or (II); each JV partner is N/A for 2.3.1(a).
• Evidence via Form EXP-2(a) and employer certificates.

Key activity construction experience

Must demonstrate last-7-years key activity: ≥6.07 km integrated tunnel communication (CCTV, PA, emergency call, VHF simplex with OFC/leaky) in railway.

• Single entity and JV combined must meet all key-activity requirements; each partner and lead partner must meet at least one of the key activities (form text references i/ii/iii though only one key activity is tabulated under 2.3.1(b)).
• Submit Form EXP-2(b), employer certificates, and a statement how 2.3.1(b) is met.

Specialist sub-contractor option for key activities

If bidder lacks specified specialist experience, may deploy specialist subcontractor(s) (not exceeding three per activity) with required experience.

• Key activities for specialist SC: (1) VHF Simplex with leaky/OFC cables in railway tunnels; (2) Integration of communication systems (CCTV, PA, SOS, maintenance phone) at Control Centers.
• If awarded and bidder lacks experience, legally enforceable SC agreement required at least one month before scheduled start of the key activity.
• Separate undertaking required for each key activity.

Conflict of interest, debarment and land-border rules

Bidder must have no conflict of interest (ITB 4.3) and must not be disqualified under ITB 4.4; affidavit Form PS 3 is mandatory.

• ITB 4.4 disqualifiers include (inter alia) bankruptcy/insolvency/winding-up; false/misleading info; prior poor performance/ban/suspension; bidder from land-border country without Competent Authority registration (DoE Order 6/18/2019-PP); entities of countries identified by Railway Ministry as not allowing Indian companies; failure to disclose integrity transgressions/debarment in last three years.
• Non-submission of affidavit = summary rejection.
• Ceasing to meet eligibility after opening/till finalization without immediate notice: bid rejected, bid security forfeited, business banning up to five years; after award can lead to termination and forfeiture of bid/performance security.

Personnel and equipment undertakings

Bidder must undertake to provide key personnel and key equipment as specified in Section 5 if awarded.

• Minimum key personnel include Project Manager (1) and Sr. Engineer S&T (1) with prescribed qualifications/experience; several other positions marked N.A.
• Penalties for non-deployment of approved personnel: ₹10,000/person/day for Project Manager & Safety Officer; ₹5,000 for Sr. Engineers/QA; ₹3,000 for other personnel.

EQC cross-reference statement

Work title and nature

Design, Supply, Installation, Testing & Commissioning of Integrated Communication System for Tunnels (T8–T20): VHF, CCTV, PA, Emergency Call and Service Telephone on the new single BG line Bhanupali–Bilaspur–Beri (Punjab & Himachal Pradesh).

• Contract type: Works – General / System Contract; Open tender; Two Packet System; ranking Lowest to Highest.
• Bidding type: Normal Tender; Domestic bidding via IREPS.

Location, section length and tunnels

Package covers ~40 km of the 63.10 km Bhanupali–Bilaspur–Beri project with tunnels T8–T20 (total tunnel length 30.353 km) and 4 stations.

• Stations: Paharpur (Km 23.400), Jagatkhana (37.467), Bilaspur (50.864), Beri (60.675) — all B-class.
• Main tunnels ~23.646 km; single escape tunnel ~6.707 km; bridges in this work ~5.455 km.
• Tunnel lengths: T8 2.905; T9 0.265; T10+T11 main 6.743 + escape 6.707; T12 1.642; T13 1.899; T14 2.217; T15 1.106; T16 0.323; T17 1.000; T18 0.592; T19 2.708; T20 2.246 km.
• Speed potential 100 kmph; 25T loading; project designed as electrified single BG line.
• Note: cl. 2.2 table is wrongly headed “Anuppur – Salka Road / double line” — template leftover; project description elsewhere is Bhanupali–Bilaspur–Beri single line (see contradictions).

Systems and deliverables

Scope covers general telecom (incl. IP-MPLS/control communication) plus tunnel communication: IT networking, emergency telephones, PA, IP CCTV, VHF simplex with OFC/leaky cable, integration at control centres, survey, cabling, testing, training and CRS coordination.

• Outdoor/indoor telecom supply to latest RDSO/TEC specs with RDSO/RITES/consignee inspection as scheduled.
• Detailed cable-route survey of tunnels, bridges, open sections and stations; trenching/laying only after approved cable route plan.
• Tunnel package includes switches, modules, cables, racks, emergency call/service telephones, desktop call stations, IP handsets, PA hardware/IP horns, CCTV cameras (4K/UHD bullet, full HD etc.), VHF master/optical remote units and associated works per BOQ.
• Also: manuals & as-built drawings; 230 V power extension to telecom equipment; training for O&M/troubleshooting; unqualified performance guarantee to achieve end objective without extra payment for additional inputs; CRS sanction/inspection coordination at no extra cost.
• OHE & general electrical works under this contract: Deleted.
• Completion time 24 months for Entire Works.

BOQ structure and quantities basis

Financial bid is percentage above/below/at par on estimated BOQ schedules in Volume-II (Groups B, C, D and Site Facilities).

• BOQ divided into groups; Group B and NS items carry IEEMA PVC; detailed item quantities (cables, VHF, CCTV, PA, etc.) are in Volume-II.
• Materials must be from approved sources per Section 5 Works Requirements.

Applicable standards

Works to latest RDSO/TEC specifications and Railway Board/RDSO directives as applicable on date of supply/installation; telecom manual parameters for cable testing.

• Example BOQ references include RDSO/SPN/TC/109/2023 (VHF simplex), RDSO/SPN/TC/45/2013 (HDPE), RDSO/SPN/TC/65/2019 (Cat6A), TEC optical connector specs, etc.
• Safety near running tracks governed by Railway/Engineer instructions and joint cable-digging procedure order.

Maximum JV partners: NIT 2 vs BDS 3

NIT allows maximum 2 JV members; Bid Data Sheet states 3 partners — unresolved conflict in the issued documents.

• NIT HEADER: Number of JV Member Allowed = 2.
• BDS ITB 4.1(b)(i): 3 No. of partners.
• ITB 4.1(b)(i) says the number of partners shall not be more than that indicated in the BDS, but the portal NIT is the published invitation header.
• Action: seek written clarification / pre-bid ruling before forming a 3-member JV; safer planning assumption until clarified is the more restrictive NIT cap of 2, while recording both values.

Pre-bid date/time/venue inconsistencies

NIT sets pre-bid 20/08/2026 11:00; Volume-I IFB blanks the date and says 11:30 at New Delhi WTC or VC; BDS blanks date (shows 2019) and places meeting at Chandigarh CPM office at 11:30.

BDS and IFB leave bid submission/opening dates as blanks or ‘2019’ placeholders, while NIT states 04/09/2026 11:00 closing.

• Apply NIT closing 04/09/2026 11:00 and IFB same-day opening 11:30 on IREPS.
• BDS ITB 22.1/25.1 date fields are incomplete template text and should not be read as 2019 deadlines.

Section description template error (Anuppur–Salka Road vs Bhanupali–Bilaspur–Beri)

Works Requirements cl. 2.2 table is headed “Anuppur – Salka Road” / “Provision of double line”, conflicting with the tender’s Bhanupali–Bilaspur–Beri single BG line scope.

• Same clause still lists 40 km, 13 tunnels, 4 stations — numbers that match this package’s BBB description.
• Project name, IFB, NIT and cl. 2.0/2.1 consistently describe New Single BG Bhanupali–Bilaspur–Beri.
• Treat Anuppur–Salka Road heading as unedited boilerplate; confirm at pre-bid that no wrong alignment data is intended.

MSE bid-security wording vs deleted MSE clause
