Completion, start and performance-guarantee timelines

Time allowed is 12 months (365 days) after award; date of start is 14 days from LOA (or site handover, whichever later); performance guarantee and related registrations are due within 7 days of LOA, with up to 7 further days on late fee.

• Time allowed for execution: 12 Months from date of start as defined in Schedule F or first date of handing over of site, whichever is later.
• Performance guarantee, programme chart (Time & Progress) and applicable labour licenses / EPFO / ESIC / BOCW registration or proof of applying: 7 days from issue of letter of acceptance.
• Extension beyond that: 7 days with late fee @ 0.10% per day of PG amount.

Estimated cost / tender value

Estimated cost put to bid is Rs. 4,53,98,046/-; percentage-rate BOQ is a single lump sum of the same amount.

EMD / bid security

EMD is Rs. 9,08,000/- payable online only via the AIIMS eShiksa link; scan/upload the receipt and Annexure-A proforma on CPP Portal before bid close.

Performance guarantee and security deposit

Performance guarantee is 5% of tendered/bid amount; security deposit is 2.5% of tendered value.

Payment terms and recoveries

Interim payments are available once gross work (with material advance adjustments) reaches Rs. 20.21 Lakh since the last such payment; Clause 7A applies; statutory deductions are at source.

• Computerised Measurement Book (Clause 6) applies.
• Labour Cess, Income Tax and other statutory/mandatory recoveries are deducted from bills.
• GST registration of Madhya Pradesh is required before payment if bidder is from another state (Form F undertaking).
• Milestone non-achievement leads to withholding 1.5% / 1.5% / 2.0% of work value until later milestones are met.
• No secured advance under Clauses 10B(i)/(ii); Clauses 10C/10CA/10CC not applicable.

Who may bid / JV bar

Percentage-rate bids are invited in two-bid system from enlisted/registered CPWD, MES, Railways, specialised agency, central government PSU firms, OEM or authorised dealer who meet PQ; joint ventures are not accepted.

• Agency must be an authorised dealer / service provider of approved make (commercial conditions).
• Bidder must have Class-I/II/III digital signature and be registered on the e-procurement website.

Similar work experience

In the last seven years ending the last date of the month previous to the month of tender invitation, bidder must have completed one similar work ≥ Rs.364 Lakh, or two ≥ Rs.273 Lakh each, or three ≥ Rs.182 Lakh each.

• Similar work means 'SITC /Maintenance of CCTV System'.
• Experience certificates must be issued by a Government department not below Executive Engineer or equivalent.
• Executed values are enhanced to current costing at simple 7% per annum from completion date to last date of submission of bids.
• Eligible similar works must not have been executed on back-to-back basis through another contractor; violation leads to permanent debarment from AIIMS Bhopal tendering and possible EMD/PG forfeiture.

Financial capacity

Average annual financial turnover of Rs.137 Lakh (last 3 years CA certificate); no loss in more than two of the last five consecutive audited years; and either banker's certificate of 40% of ECPT or net-worth certificate of minimum 10% of ECPT.

• Turnover: Affidavit/CA certificate for last 3 consecutive years; full balance sheets need not be uploaded at bid stage.
• Profit after tax should be positive; for companies both standalone and consolidated statements apply.
• Form A note also restates profit/loss using last three consecutive years (internal inconsistency with the five-year rule on pp.6-7 — see contradictions).
• Net-worth certificate format (Form B-1) also requires that net worth has not eroded by more than 30% in the last three years.

Pre-eligibility scoring threshold

Performance evaluation uses Proforma-1 (100 marks). Minimum 50% in each attribute group and 60% aggregate is required to become eligible for shortlisting.

• Attributes: Financial strength 20; similar experience 20; time overrun performance 20; quality performance 40.
• Eligible similar works may be inspected by a committee; quality marks may be based on inspection.
• NIT approving authority may restrict the list of qualified bidders if too many bids satisfy criteria.

Registrations, local content and disqualifiers

Mandatory GST (MP or Form-F undertaking), PAN, EPF & ESIC (or award-linked undertaking), enlistment/registration as specified, and Make-in-India local-content declaration apply; false local-content declaration can attract debarment up to two years.

• Order P-45021/2/2017-PP (BE-II) dt. 04.06.2021 and GFR Rule 144 (F.No.6/18/2019-PPD) apply.

Work overview and location

Design, Supply, Installation, Testing, Commissioning and Maintenance of an Integrated IP-Based CCTV Surveillance System with VMS, network infrastructure, storage, cybersecurity and Central Command Center at AIIMS Bhopal campus.

• Percentage-rate construction work under CPWD GCC 2023 Form 7.
• Work shall be carried out at AIIMS BHOPAL CAMPUS, including in occupied hospital buildings with ID-card controls.

• Bidder deemed to have full site knowledge; water and electricity not supplied free by institute (may be charged if available on request).

• Quantities are tentative; execute as per actual requirement approved by Engineer-in-Charge.
• Makes restricted to approved list (cameras Bosch/Sony/Axis/Matrix/Honeywell/Mobotix/Samsung/CP Plus, etc.) with prior EIC approval.

Completion period, warranty and O&M support

Complete SITC in 12 months; then comprehensive onsite warranty/support for minimum 03 years from successful commissioning, plus one skilled manpower in general shift for one year for O&M of the commissioned system.

• Warranty covers all hardware and software: defective hardware replacement, software support, firmware upgrades, technical support; OEM warranty prevails if longer than 3 years.
• Firmware/software/cybersecurity updates free for minimum 03 years from commissioning.
• Preventive maintenance minimum twice a year during warranty; maintain essential spares stock.
• O&M manpower scope: monitoring, preventive & corrective maintenance, fault rectification, health check, configuration, updates, backup, log and network performance monitoring, OEM coordination.
• Training of AIIMS personnel on VMS, footage retrieval, troubleshooting, user management, cybersecurity, alarms and reports; hand over manuals/as-builts/credentials/licenses.
• Video retention minimum as per BOQ/NIT (30 days / 400 TB stated); may be enhanced for medico-legal/NABH needs without affecting performance.
• Cybersecurity: RBAC, MFA, secure passwords, VLAN segregation, firewall integration, encryption, audit logs, restricted remote access, CERT-In compliance where applicable.

Applicable standards and drawings

Work to CPWD electrical and construction specifications 2023, relevant BIS/ISI materials, and ONVIF/STQC/BIS certifications stated item-wise; detailed design drawings need AIIMS approval before execution.

• Clause 11 Schedule F: CPWD General Specifications for Electrical works Part I & II 2023 with correction slips up to last bid date.
• Cameras etc. require CE, FCC, RoHS, BIS and STQC ER; OEM ISO 9001.
• Submit CCTV layout, coverage plans, rack/control-room layouts, network topology, IP scheme, LAN architecture and power distribution for approval; as-built package on completion.
• Shop drawings to be approved before ordering/execution.

Two-bid e-tender on CPP Portal; upload technical documents and online EMD proof within bid period; financial bid is percentage rate on the portal BOQ.

Digital signature and physical originals

Profit/loss look-back: five years vs three years

Eligibility text requires no loss in more than two of the last five consecutive balance sheets, while Form A note uses last three consecutive years.

• Bidders should satisfy the stricter five-year reading unless AIIMS clarifies at pre-bid, and still complete Form A as printed.

EMD mode: online-only NIT vs Integrity Pact bank instruments

NIT repeatedly mandates online EMD only via eShiksa, but Integrity Pact cl.5 still describes bank-guarantee style instruments for Earnest Money/Security Deposit.

• Cover, Press Notice, Instructions cl.7 and CPWD-6 cl.11-13: online method only; bid invalid without online EMD.
• Integrity Pact 5.1 refers to instruments mentioned in NIT/Bid and also narrates confirmed guarantee by Indian Nationalised Bank.
• Practical prevailing requirement for bid submission is the online EMD path in the NIT; Integrity Pact language appears residual/standard text.

Solvency evidence: net-worth form only vs banker's certificate option

Eligibility allows banker's certificate (40% ECPT) OR net-worth certificate (10% ECPT), but the mandatory upload list item VI names only Net worth Certificate Form B-1.

• Checklist item 6 expressly allows 'Net worth Certificate issued From CA or Banker's certificate from a commercial Bank.'
• Upload the instrument used to meet cl.1(c); if relying on banker's certificate, still expect clarification risk because cl.19 VI is narrowly worded.

Camera count vs VMS licenses

Scope preamble/SOQ supply about 550 new cameras (450 dome + 100 bullet) while VMS connecting licenses are 600, reflecting integration with existing cameras rather than a pure 1:1 new-camera count.

• Not necessarily an error, but sizing/pricing must cover 600 licenses and interoperability with existing infrastructure, not only the 550 new cameras.

Confirm live critical dates and any portal corrigendum

Ask AIIMS/CPP to confirm exact pre-bid date/time, bid submission end, technical opening, and whether any auto-extension/corrigendum has issued after this PDF pack.

Request written clarification whether the no-loss test is assessed on last three or last five consecutive audited years.

Banker's certificate acceptable in place of Form B-1 upload?

Confirm that a commercial banker's certificate for 40% of ECPT satisfies mandatory document VI, or whether Form B-1 net-worth certificate is compulsory regardless.

Existing CCTV inventory and integration boundaries

Request existing camera count/makes/VMS, which assets must be retained/migrated, and whether the 50 extra VMS licenses (600 vs 550 new cameras) map to identified existing cameras.

• Also seek current network/firewall topology and any downtime/working-hour constraints in the occupied hospital.

Warranty + 1-year manpower vs 3-year support scope/SLA metrics

Clarify whether the one-year skilled manpower is inside the 12-month SITC period or after commissioning, and what measurable SLAs/uptime/response times apply across the 3-year warranty.

• Clause 20 deploys manpower for one year for O&M of the commissioned system; cl.31 requires technical support and manpower as required for entire 3-year warranty without quantified SLA table.

Storage sizing responsibility for 30-day retention

Confirm camera bit-rate/FPS assumptions and whether bidder must increase beyond 400 TB at no extra cost if 30-day retention is not achieved.

• SOQ 1.19 says '400 TB Minimum, Bidder to consider additional storage if required as per sizing' while rates are fixed percentage on total estimated cost.

Authorised dealer / OEM authorisation evidence

Ask what document proves 'authorized dealer / service provider of approved make' at bid stage (MAF per make, single OEM, or post-award), given multiple approved brands.

Delay compensation, milestones and PG timelines

Clause 2 compensation is applicable (authority: SE, AIIMS Bhopal); financial milestones withhold 1.5%/1.5%/2.0%; failure to furnish PG in time forfeits EMD automatically.

• Exact daily LD percentage is not restated in this NIT beyond GCC 2023 Clause 2 applicability and milestone withholds.
