Payment terms

Interim payments when gross work since last payment is Rs.90 Lakhs (or as decided by CE); stage-wise supply/installation/testing splits for key BOQ items; Clause 10CC price variation applicable; mobilization advance up to 10% with interest.

• BOQ item 1 (UG-ERW-600 DIA): Supply 65% / Installation 15% / Testing 20%.
• BOQ item 6 (Structural steel): Supply 50% / Installation 50%.
• Installation includes welding & DPT; Testing means complete hydro testing of executed pipeline at site.
• Mobilization advance not exceeding 10% of tendered value if requested within one month of commence order; BG of 110%; simple interest 10% p.a.; Clause 10B(ii) applicable; plant & machinery advance (10B(iii)) Not Applicable.

Make in India / local supplier

Bidder must be Class-I local supplier via Annexure-4 undertaking, unless pre-bid clarification admits Class-II; non-local suppliers not allowed.

• Class-II may participate only if pre-bid clarification uploaded by department allows it after bidder suggestion with Govt. department noting; purchase preference per Manual for Procurement of Works-2022 then applies.

Financial eligibility

Solvency ≥ Rs.6,73,60,000/- (not older than one year from tender opening); average annual turnover ≥ Rs.16,84,00,000/- for last 3 audited FYs ending 31.03.2025 (CA with UDIN); no loss in more than two of last five audited FYs ending 31.03.2025.

• Bidding capacity = [A × N × 2] − B must be ≥ estimated cost put to tender; CA-certified with UDIN; changes during evaluation to be intimated.
• A = max value of works in any one of last five years (completed + in progress); N = years prescribed for completion; B = existing commitments/ongoing works during completion period of this work.

In last 7 years: 3 similar works each ≥ Rs.6,73,60,000/- OR 2 each ≥ Rs.10,10,40,000/- OR 1 ≥ Rs.13,47,20,000/-, with client performance certificates; works in India only.

• Similar work = “Piping works (with welded joints) of minimum 300 meters of length including civil works.”
• Cost of work = gross value including client-supplied materials, excluding free-issue materials.
• Value enhanced to current level @ simple 7% p.a. from completion date to last date of tender submission.

Supply, laying, installation and testing of underground chilled water supply line alongside C-road towards western side of main site, BARC(V), Atchutapuram near Visakhapatnam.
