• Rates are firm through performance; SOQ states rates inclusive of all direct taxes/duties excluding GST; words prevail over figures.

EMD / bid security

EMD is Rs. 1,90,000/-, interest-free, to be deposited online only via the DJB SabPaisa link before bid closing.

• Upload scanned e-receipt with transaction ID/customer payment confirmation with the bid; bids without exact EMD are liable to rejection.
• Selected bidder's Bid Security is refunded after signing the agreement.
• Forfeiture triggers include non-responsive bid, prohibited practices, withdrawal during validity, conflict of interest, failure to furnish PG, and failure to commence.
• Annexure A prints a bank-guarantee form with validity covering 45 days beyond bid validity, but Clause 1.4 requires electronic deposit only (see contradictions).

Tender document fee

Tender fee is Rs. 1,000/-, non-refundable, payable online via the DJB SabPaisa link; RFP download itself is free.

• Short NIT directs tender fee deposit to SBI Bank, Tis Hazari via the SabPaisa link; Clause 1.4 also routes tender fee electronically through the same portal link.
• Schedule of Selection Process states Cost of RFP Document as Nil (see contradictions).

Performance guarantee

Performance Guarantee is 10% of awarded price, furnished within the period specified in the LOA; returned after successful completion recorded by DJB.

• Acceptable forms: Deposit at call receipt / Banker's cheque / Demand Draft / Pay order of any scheduled bank, or Government Securities / FDRs / Guarantee Bonds of any Scheduled Bank or SBI in prescribed form.
• Failure to deposit PG within the specified/extended period results in automatic forfeiture of EMD without notice.
• PG may be forfeited for prohibited practices, conflict of interest, or breach of Agreement.

Payment terms

Fee is paid 25% on design/drawing approvals, 65% monthly on man-day deployment during construction supervision, and 10% after successful commissioning.

• Payment is subject to certification of satisfactory performance and submission of monthly progress reports and invoices.
• GST rate changes are adjusted in remuneration/reimbursement payable.
• If contract is extended beyond two years, escalation in quoted fee is as per applicable GoI norms.
• DJB may suspend all payments by show-cause if the Consultant fails to perform obligations.

Selection commercial weightage

QCBS 80:20 (technical:financial); lowest financial proposal scores 100 financial points.

• SF = 100 x Fm/F; combined highest score is H-1 and is invited for negotiations if required.
• If two bidders tie on combined score, higher technical score wins.

Legal entity and GST

Bidder must be a company registered in India under the Companies Act, 2013/1956 for at least 10 years, with valid GST registration.

• Documents: Incorporation Certificate and GST certificate.
• Technical bid also requires CGST/SGST registration certificate and PAN card.

Relevant PMC experience

Must have PMC experience (construction supervision, QA/QC, testing and commissioning) for urban sewerage infrastructure in India for government clients in the last 10 years, including minimum two comparable completed/substantially completed assignments.

• Eligible works: sewer networks/sewer rehabilitation/STPs/DSTPs and allied works for GoI/State/UT/govt departments.
• Only assignments in last 10 years preceding Bid Submission Date that are completed or substantially completed (>80% progress) count.
• Private/rural sector experience shall not be considered in evaluation.
• Documents: Work Order/LOA/LOI/Agreement with Client Certificate/Completion Certificate; nature/scope, cost and progress must be clear or offer is not evaluated.

Average annual turnover

Minimum average annual turnover of INR 2.0 Cr from consulting services in India for FY 2022-23, 2023-24 and 2024-25.

• Documents: extracts from audited Balance Sheet and P&L, or statutory auditor/CA certificate.

Delhi/NCR office presence

Bidder must have a full-time office in Delhi/NCR operating for the last 5 years.

• Short NIT also requires well-established office in Delhi/Delhi NCR.
• Proof: Shop and Establishment Certificate or other relevant local-presence document.

Blacklisting / debarment

Bidder must not be blacklisted/debarred/ineligible by Central/State govt, PSUs, multilaterals/bilaterals or autonomous bodies as on bid submission date.

• Bar that still subsists on Bid Submission Date makes the entity ineligible.
• Condition also applies to consortium members (if any), parent, subsidiaries or affiliates — even though JV is not allowed.
• Undertaking/affidavit from authorised signatory required.

JV / consortium

Joint Venture is not allowed for this work.

• No bidder may submit more than one bid; an individual bidder cannot also bid as member of any JV/consortium.
• Some later clauses still refer to consortium members — treat JV prohibition in Short NIT Note 10 as the operative rule.

Key personnel minimum credentials

Seven Key Staff positions with prescribed qualifications/experience must be proposed; only one CV per position; no alternative Key Personnel.

• Team Leader: Masters Civil/Environmental + Bachelor Civil; 15 yrs; city-level sewerage master plans/DPRs and multi-disciplinary leadership.
• Wastewater Treatment Expert: Masters Environmental/Civil/Process; 15 yrs; STP design/planning and sludge management.
• Network Design Expert: Masters Civil/Environmental; 10 yrs; sewer network design using tools like SewerCAD.
• Electrical & Mechanical Engineer: Bachelor E/M; 10 yrs; M&E for STPs/SPS.
• ICT and SCADA Expert: Masters Electrical/Instrumentation; 15 yrs; SCADA/telemetry/automation.
• Quantity Surveyor: Bachelor QS/Civil/Construction Mgmt; 8 yrs; estimates/BoQs/rate analysis for sewerage.
• Structural Expert: Masters Structural; 10 yrs; STP/SPS structures.
• Support staff also listed (Resident Engineer, Field Engineers, Jr E&M, Document Controller, Office Manager) — indicative and alterable by DJB.
• If a nominated Key Expert was unavailable at proposal time or included without confirmation, proposal is disqualified.

Technical qualification threshold

Minimum technical score is 70 out of 100; financial bids of lower scorers are not opened.

• Technical scoring covers firm experience, turnover, large PMC water/wastewater assignment, similar completed services, methodology (20 marks) and Key Experts (55 marks).
• Same CV submitted by more than one bidder is deleted from all bids (zero marks for that position).
• DJB reserves right to modify eligibility/evaluation and raise/lower minimum technical score depending on response.

Portal registration and conflict of interest

Bidder must be registered on Delhi Govt e-procurement system and must not have a Conflict of Interest.

• Conflict includes conflicting assignments, common controlling interest across multiple bids, and firms already engaged to supply goods/works/services for the same project being barred from consultancy on it.
• Corrupt/fraudulent/coercive/undesirable/restrictive practices lead to rejection, security forfeiture and 2-year ineligibility for DJB tenders.

What is being procured

Project Management Consultancy (PMC) services for Decentralised STPs at Sungerpur, Kherakhurd, Bajitpur Thakran, Jatkhor & Jaunti, with SPSs and allied works.

• Packages referenced: Sungerpur and Kherakhurd under package-VI; Bajitpur Thakran, Jatkhor and Jaunti under package-V.
• Selection method: QCBS open e-tender, single-stage two-bid system.
• PMC acts as DJB's professional support for implementation, supervision and timely commissioning.

Locations and local presence

Works are at the five named villages/sites; Consultant must maintain a dedicated local project office within city limits and work closely with DJB field offices.

Duration / completion

Assignment duration is 18 months or completion of trial runs and commissioning of Capex work, whichever is later, from NTP.

• Short NIT completion period: 18 months or till commissioning of Capex Work.
• Consultancy stands completed on DJB acceptance of all Deliverables or expiry of Agreement (with extension, if any).

Full-cycle PMC: mobilisation/inception, design proof-check, continuous construction supervision, QA/QC, HSE, planning/progress, FAT, contract/payment support, MIS/reporting, testing-commissioning and handover.

• Inception Report, Project Execution Plan and integrated baseline schedule (Primavera/MS Project or equivalent).
• Proof-check civil/structural, mechanical, electrical & I&C/SCADA and sewerage effluent main designs before execution.
• Continuous site supervision; method statements; interface coordination; site records and instructions.
• QA/QC framework with ITPs, material approvals, NCR tracking.
• HSE oversight for trenching, lifting, electrical, confined spaces and public safety.

• Key contractual decisions (variations, EOT, payment approvals, acceptance) remain with DJB; PMC recommends.

Key deliverables

Minimum deliverables include inception/PEP, proof-check notes, QA/QC & HSE documentation, progress/MIS reports, FAT reports, commissioning/handover dossier and project close-out report.

• Outputs in soft and hard copy remain DJB property and may not be reused without permission.
• EE(C)DR-XII facilitates available data/documents from DJB.

Submission mode and portal

Single-stage two-bid e-tender on https://govtprocurement.delhi.gov.in; Technical and Financial bids in two separate online folders.

• Financial Bid (Part-B) is online only in the prescribed format/BOQ.
• Late proposals after Bid Submission Date are summarily rejected.
• Modification/substitution/withdrawal only before Bid Submission Date.

Physical hard-copy technical bid

Hard copies of the technical bid must also be submitted to EE(C) Dr-XII after online submission; the RFP states two different quantity/timing rules.

• Clause under 1.5: 3 hard copies (One original + Two copies) within 48 hours from last date/time of online submission.

• Overseas PoA needs Indian Embassy legalisation/apostille as applicable.
• Blacklisting and no-relative affidavits are on non-judicial stamp paper in original.

Values that finally apply

Hard-copy technical bid quantity and deadline

Short NIT requires one hard-copy set on the following day; Clause 1.5 requires three hard copies (1 original + 2 copies) within 48 hours.

• Both rules are in the same RFP. Until clarified, bidders should plan for the stricter package: three copies (one original + two) delivered within the earlier of next day and 48 hours after online submission, to EE(C) Dr-XII.

Tender fee Rs.1,000 vs Cost of RFP Document Nil

NIT table and notes levy non-refundable tender fee of Rs.1,000, while Schedule 1.8 lists Cost of RFP Document as Nil and Clause 1.3 says download is free.

• Practical reading: RFP PDF download is free, but tender participation still requires the Rs.1,000 online tender fee stated in the NIT table/Notes 6 and 8 and Clause 1.4 bid contents.

EMD mode: electronic-only vs Bank Guarantee form

Clause 1.4 mandates electronic EMD only via SabPaisa and rejects EMD deposited elsewhere, yet Annexure A prints a full Bid Security Bank Guarantee form.

• Annexure A even cross-refers Bid Security details to 'RFP Clause 2.4', but Clause 2.4 is the Financial Bid contents list, not EMD mechanics.
• Operative deposit method under Clause 1.4/2.24 is online electronic EMD with transaction receipt.

Clarification email IDs differ

Cover/NIT contact email is [email protected], while Clause 2.15 directs pre-bid queries to [email protected].

• No query deadline is actually listed in section 1.7/1.8 despite Clause 2.15 referring to one.

JV prohibited vs consortium language retained

Tender fee bank named as SBI vs EMD account Allahabad Bank

Note 6 names SBI Tis Hazari for tender fee; Clause 1.4 says the SabPaisa link is attached to DJB account at Allahabad Bank, Baroda House; distribution list also copies Indian Bank Copernicus Marg.

• Both fee and EMD are to be paid through the specified SabPaisa online link; offline deposit elsewhere is rejected.

Payment milestone wording for final 10%

Clause 3.10 table lines sum conceptually to 25%+65%+10%, but the third row says '10% of the remaining consultancy fee' after successful commissioning.

• Literal reading of 'remaining' is ambiguous versus a straight 10% of total fee. Seek clarification before pricing cash-flow.

Commencement trigger wording

Clause 2.29.4 requires commencement within 7 working days of Agreement; Form I undertakes commencement within one week of work order.

• Also TOR duration runs from NTP. Confirm which instrument (Agreement / work order / NTP) starts the clock.

Confirm hard-copy technical bid package

Ask DJB to confirm whether one set next day or three copies (1+2) within 48 hours is required, and whether originals of affidavits/PoA must be in that set.

• Failure on physical submission is a common rejection risk on DJB tenders.

Confirm EMD instrument (online only vs BG)

Seek written confirmation that only SabPaisa electronic EMD is acceptable and that Annexure A BG is not an alternative bid-security mode.

Ask how monthly man-day payments under the 65% tranche are measured against a single lump-sum quoted fee, and what happens if actual deployment differs from proposed team.

• Also clarify whether final 10% is of total fee or of 'remaining' fee after 25%+65%.

Capex package status and open-ended duration

Request status/schedule of the underlying Capex packages V & VI, because PMC duration extends until trial runs/commissioning 'whichever is later', creating open-ended programme risk beyond 18 months.

• Ask whether fee remains firm without escalation until two years (Form 2) if Capex overruns past 18 months.

Key Expert man-months and full-time deployment

Key Personnel table header mentions man-months/marks but no man-month quantities are printed; ask required deployment intensity and whether all 7 Key Experts must be full-time on site.
