Mobilization advance 10% of contract amount against unconditional BG (no interest); retention 5% from each bill (max 5% of final contract amount); price escalation formula applies for contracts > Rs 50 Lac with completion > 3 months.

• Advance paid within 28 days of receipt of unconditional BG from Scheduled/Nationalized bank in India; recovered in instalments at least @ 20% of gross bill value from 1st RA bill.

Liquidated damages

Milestone-linked LD: 2.5% / 5% / 7.5% / 10% of unexecuted work amount at 4.5 / 9 / 13.5 / 18 months; overall LD cap 10% of final Contract Price.

• Applies when delay is attributable to the contractor and progress falls short of amount milestones.
• Bonus for early completion PC not applicable (GC 53.1 N/A).

Registration / enlistment

Open to registered/experienced contractors; RFB requires registration with GoR or other State/Central Govt or undertakings equivalent to AA class; NIB requires enlistment in appropriate class under PWD/WRD/PHED/MES etc.

Positive net worth (FY 2020-21 to 2024-25); Average Annual Construction Turnover min. Rs 4343.47 Lakh; construction cash-flow capacity Rs 542.93 Lakh; available bid capacity > estimated cost.

• Turnover: last 5 years certified payments / 5; JV — all members combined must meet; each member at least 25%; one member at least 50%.
• Financial resources: FIN-3 and FIN-4; cash flow independent of contractual advance.
• Bid Capacity = (A x N x 2.0 - B), with N based on completion period; A = max annual civil works value in last 5 years updated to FY 2024-25 at 5%/year.

Experience qualification

General construction experience since 1 April 2020; specific similar contracts: 1x >= Rs 1954.56 Lac OR 2x >= Rs 1628.80 Lac each OR 3x >= Rs 1303.04 Lac each (prime contractor, substantially completed >=80%) between 1 Apr 2020 and bid deadline.

• Ask Employer to map GC 66 to the exact BOQ serial/code/description and confirm whether the floor rate applies only to that item.
• Risk: wrong interpretation could trigger large recoveries after award.

Bid validity anchor date and Bid Security expiry
