• Difference of steel and cement bags is adjusted as per CSR IAC slips applicable on tender date.

Who may bid

Open e-tender on two-bid system only from enlisted contractors and Cooperative L&C Societies, complying with SOP notification No. 5/82/2018-2lg4/1892 dated 02.08.2018 and Punjab Transparency rules/amendments.

• All contractors enlisted with Government/Semi-Government Departments of the State or with ULBs of the State should be allowed to participate.
• Quoted tenders must be as per the contractor's approved class, otherwise treated invalid.
• L&C Co-operative Societies: tenders issued/considered only with valid PWD (B&R) enlistment; capacity certificate from Co-operative department required; Pb. Govt. Notification No. 76/52/79-C.I (5)/8856 dated 04.11.2019 to be complied.
• Co-operative L&C society priority/concessions under Notification No. 76/52/79-C-1(5)/8856 dated 04.11.2019 expired on 13.08.2024; until renewed, societies are at par with contractors and get no priority.

Technical documentation / qualification (works below Rs. 1 crore)

Because estimated cost is Rs. 87.24 lacs (< Rs. 1 crore), SOP/GTC minimum technical-bid documents apply: PAN, GST, EPF (if applicable), ESI, valid enlistment, non-blacklist self-declaration, bid-capacity undertaking, and society papers if L&C.

• All self-certifications/undertakings/affidavits must be dated on or after the tender publication date.
• Non-blacklist self-declaration/undertaking must state the bidder has not been blacklisted till publication of the tender notice and be dated on/after publication.

Applicable standards and execution requirements

Execution per form MW4, PWD/MORT&H specifications; only ISI interlocking paver blocks meeting required compressive strength; contractor bears traffic management and site risks.

• Only ISI interlocking paver blocks of various dimensions should be used to meet required compressive strength.
• Traffic arrangements including diversion and barricading, plus required security persons, are at agency cost with no extra payment.
• Contractor must arrange identity cards, rubber gloves, helmets and other safety equipment for workers.
