• Incremental APS: (i) below 0% but not below 10% — no APS; (ii) below 10% but not below 20% — APS % increments 0.1% for every 1% below 10% starting at 11% (=0.1%), applied on bid price; (iii) 20% or more below — APS % increments 0.2% for every 1% below 20% in addition to 1% of bid price, applied on bid price; rounding rules apply; APS forms part of Performance Security.

• Quantity variation: individual items ±10%, subject to maximum 5% over estimated cost without prior competent approval.

• Extra items/quantities only if written order obtained and rate settled beforehand.

Open to Valid MV/HT or Above Electrical Contractor having valid licence from ELBO; percentage-rate online double-cover bid to be drawn in PWD Form P-1.

• After award, contractors with licence issued by other State Licensing Boards must submit endorsement as per clause 27(b) of Electrical Licensing Board Regulation Odisha 2014.
• Contractors not registered with Government of Odisha may participate after portal enrollment but must register with the appropriate State registering authority before award.

Joint Venture / consortium

Bids from Joint Venture are not allowed.

• Generic e-procurement text mentioning JV agreements does not override this tender-specific prohibition.

Similar-work experience

During FY 2021-22 to 2025-26 and the current FY, bidder must have completed similar work(s) of value ≥60% of ECPT (1 work), or ≥40% each (2 works), or ≥20% each (3 works), excluding GST; credentials older starts allowed only if completed in that window with Schedule-G year-wise breakup.

• Similar work means: Electrical Wiring / Supply, Installation, Testing, Commissioning of LT Panel of a single or multi-storeyed Govt. Building / Supply, Installation, Testing, Commissioning of Street Lights / Solar Street Lights under State Govt / Central Govt / UT / PSU / Semi Govt.
• Work must be successfully completed & handed over, inspected by competent authority with full satisfaction.
• Completion certificate from Engineer-in-Charge not below Executive Engineer (Divisional Head or above), showing name/details, value, start and completion dates.
• Mandatory supporting: detailed BOQ + agreement copy or work order for each credential work; missing any → disqualification.
• No separate minimum turnover / net-worth criterion is stated in the documents.

Mandatory qualification documents

Besides EMD and paper cost, technical qualification requires ELBO licence, GST Registration & GSTIN, PAN, Schedules A, D1, E, F (and G where applicable), all completed in full shape; incomplete documents → rejection.

• Schedule-F is a Court Affidavit executed during the bid period authenticating bid documents and non-abandonment/rescission in last five years.

• Wind load 180 km/hr; adjustable die-cast aluminium mounting bracket with 2 supporting brackets.
• Makes: Philips / Anchor by Panasonic / Wipro / LT or equivalent.
• Mandatory third-party NABL test reports to be submitted and approved by SE Electrical Circle R&B: LM-79, IP65, wind load, IK08 (complete light), IK10 (PC lens), LM-80, EN50530, IEC61547, IEC60598-1, IEC62109-1, IEC62093.
• Manufacturer must have own NABL-accredited laboratory; after-sales service network within 100 km of project site; India-manufacture declaration.
• Dimming profile: 100%-2 hr, 80%-2 hr, 60%-2 hr per day; 2 days (24 hrs) backup consideration.

Poles, foundations and installation

8 m HT-steel octagonal poles (yield 355 N/sq.m), base 155 mm A/F, top 70 mm A/F, sheet ≥4 mm, hot-dip galvanized, base plate and 4 EN-grade foundation bolts, wind speed 180 km/hr; M20 RCC foundation with Fe415 reinforcement per approved manufacturer drawing; installation with safety precautions and suitable machinery.

• Bidder to furnish wind-load test of solar fixture and of pole considering weight & dimension of 2 Nos. 60W AIO lights from third-party NABL lab.

Completion, DLP and contractor obligations

Complete within 3 calendar months; DTCN general defect liability is 12 calendar months from successful completion, while BOQ requires 5-year solar-light maintenance including labour/dismantling/re-installation/panel cleaning; samples and tests at contractor cost; firm price; contractor bears tools, plants, water carriage, natural-calamity repairs and site clearance.

• Work programme and milestones required before acceptance/at agreement; milestone failure attracts LD.
• No subletting without EE written permission.

Defect liability / maintenance period: 12 months vs 5 years

DTCN clause 66 sets defect liability at 12 calendar months from successful completion, while BOQ Item 1 requires the executant to maintain the solar lights for a 5-year defect-liabilities/maintenance period (including labour, dismantling, re-installation, panel cleaning) plus 5-year manufacturer warranty.

• Bidder should treat the 5-year solar maintenance obligation in the BOQ as a priced scope risk and seek written clarification which period governs security release vs maintenance obligation.
• Security deposit text separately says security is refunded after one year of completion and final bill.

APS calculation method: full differential vs incremental OM table

Page 31 still states APS equals the exact differential (estimate − quoted amount), but the same section and annexed OM Nos. 173/632 replace that with an incremental APS percentage table (no APS until >10% below, then stepped rates).

• Document expressly says the earlier APS OM ‘has been modified with O.M. No.173 Dt.03.01.2026 & O.M. No.632 dtd.09.01.2026’.
• Final rule to apply: incremental APS table; LOA will state the amount.

Number of solar lights per pole: BOQ qty vs pole wind-load note

BOQ provides 117 Nos. lights and 117 Nos. poles (1:1), but Item 2 N.B. requires wind-load testing assuming 2 Nos. 60W AIO lights fitted on the pole at different heights.

• Affects product design, wind-load compliance evidence and possibly intended lighting layout; seek clarification before pricing.

SC/ST 10% preference lottery clause: deleted vs still annexed

DTCN page 30 shows the SC/ST category 10% price-preference lottery clause struck through as Deleted, while Works Dept OM clarification No. 632 (annexed, p.54) still restates that SC/ST preference lottery procedure.

• Seek written clarification whether SC/ST 10% preference under Works Dept Resolution No. 27748 dt.11.10.1977 applies to this tender.

JV wording in generic e-proc text vs tender-specific ban

DTCN clause 1 states Joint Venture bids are not allowed, but generic e-procurement submission text still lists Joint venture agreement among typical technical-bid contents and discusses JV portal enrollment.
