Labour compliance, indemnity and MPCB Consent to Operate

Must undertake labour/other law compliance (Appendix A); Indemnity Bond on Rs.500 stamp paper (Appendix B); MPCB Consent to Operate for waste handling (Plastic, Thermocol and other applicable materials) within 15 days of award, or Appendix C undertaking at bid stage.

Consortium / JV / subcontracting

ITB 28 a) says Performance Security is to be furnished 'in the form of an advance deposit', while Key information/BDS/LOA require PS as BG or FD of Rs.10 Lakh PLUS a separate Rs.10 Lakh advance deposit.

• Prevailing practical requirement from BDS, Key information and LOA form: both instruments — PS Rs.10 Lakh (BG/FD) and advance deposit Rs.10 Lakh — within 15 days of LOA.
• SCC 6.2 again treats the Rs.10 lakh advance as a payment security distinct from GCC Performance Security.

H1 evaluation formula column references

ITB 26 a) awards on Highest Value in column 8 of Table 1, but para (d) defines Highest Value as sum of (Item-wise Estimated Value in Column 7 × Weightage in Column 6).

• Table headers label column 7 as Item-wise Offered Rate (Rs/Kg) and column 8 as Item wise Estimated Value (Rs) = (6*7) — so para (d)’s 'Column 7' wording conflicts with the table’s column 8 value definition.
