REPAIR REPLACEMENT MAINTENANCE INCLUDING TESTING SERVICING AND MONITORING OF FIRE ALARM AND FIRE FIGHTING SYSTEM ALONGWITH CONNECTED ACCESSORIES AT AF STN PANAGARH UNDER GE AF PANAGARH

SCH 'A' PART-I (FIRE FIGHTING WORKS)

Repair, Replacement, Maintenance, Servicing and Testing of whole Fire Fighting system of AF stn Panagarh for a period of tweleve months from date of handing over of site as per WO no. 1, which includes Annual preventaive maintenance of existing fire hydrants, fire sprinklers, fire alarms, & foam based suppression system etc. along with undermentioned scope of work. The tentative Inventory of Fire Fighting system is attched in Particular specifiaction for ready reference, however, the bidders are advised to visit the site before quoting. The Scope of work shall include:- (A) Fire Alarm and Detection System:- (i)Routine visual inspection of already installed detectors, Modules, Hooters, fire alarm panel, battereis etc on daily basis. The inspection shall be maintained in log book for their correctness/readyness. If any abnormility inspected, then the same shall be informed to Engr-in-Charge immeditely & to be rectified on priority. (ii) Servicing and Cleaning of fire detection panels, detectors, modules, with the periodicity as decided by OEM or their certified agency. (iii) Quarterly check of alarm function by operating a trigger device in each zone as per latest IS Code 2189. Quarterly examining and testing installed Batteries to ensure that they are in good serviciable condition. The connections of batteries shall also be checked for better performance. (iv) Annual Inspection Test of at least 20 percent of detectors shall be carred out.

In continuation of Item no. 1.01 (B) Fire Fighting/Protection System:- (i) Routine Physical inspection of hydrants & pumps with its accessories, pipe leakages, all type of valves (i.e hydrant, sluice, butterfly, foot, deluge, NRV etc), pump panel, battereis etc on daily basis. If any abnormility inspected the same to be informed to Engr-in-Charge & to be rectified on priority. (ii) Servicing and Cleaning of fire pumps, pump panels, electric panels, strainers, Hose reels and hydrants, all type of valves, Air vessels, Pressure Gauges, Pressure Transducers & switches with the periodicity as decided by OEM or their certified agency. (iii) Oiling, greasing, topping, calibration, lubrication of the complete system as & when required & directed by OEM or their certified agency. Rate for Labor and materials shall be included in the quoted rates. (iv) Testing of Jockey pump & main pump on daily basis as per latest IS 15301: 2003 incl maintaining of record. (v) Weekly check of bearings greese, insulation resistance of pump motor circuit, engine fuel oil tank, alignment of pump motors ,nuts bolts, couplings, couplings guard etc. (vi) Weekly Testing of installed diesel engine of any capacity as per latest IS 15301:2003 incl maintaining record. (vii) Cleaning, checking & testing of all sprinklers & QB sprinkler two times in contract period. The time shall be intimated by GE in writing. Flushing / draining of Sprinkler system pipelines shall be carried out on written instruction of GE.

In continuation of Item no. 1.01 & 1.02 (C) Foam System:- (i) Two times Testing of foam system during the contract period. Labour rates are included in the quoted rates however Material shall be paid in respective items or as per PC sum as mentioned below. (ii) Checking & Servicing of Deluge Valves, Foam Generator, Foam Bladder Tank with its accessories & Fittings, foam spray nozzles. (iii) Checking and operating Deluge system through QB Detector activation.

In continuation of Item no. 1.01,1.02 & 1.03 (D) Breakdown Maintenance : (i) All Breakdowns shall be attended within 24 Hrs of breakdown or receipt of complaints which ever is earlier and rectified within 24 Hrs of attending. If skilled techician is not able to rectify the breakdown then contractor shall contact the OEM/OEM Certified agency for rectification of breakdown. No extra payment shall be made on this account for any breakdown service during maintenence period. (ii) Breakdown maintenance calls will be attended within a maximum of 24 hours of the receipt of the complaints and be rectified in next 24 hrs. If breakdown is not rectified within 48 hrs of of breakdown or receipt of complaints which ever is earlier,a penalty of Rs 1000/per day shall be imposed. The decision of GE in this regards shall be final and binding. The Engr-in-Charge shall maintain record of complaints as well as time of intimation to contractor. The Engr-in-Charge shall be held responsible for Non-maintaining of record of time of intimation to contractor. (iii) The Contractor will also maintain service reports for all visits & breakdown visits & copy of the same will be submitted every month to GE for his perusal along with remarks of Engr-in-Charge. (iv) The cost of the above are deemed to be included in the quoted rates. (v) The bidders are requested to visit the work site before quoting.

Note for Sl Item No. 1.01 to 1.04- (a) The work shall be executed by the Contractor through OEM/OEM certified agency. The existing sytem of Fire Alarm and Detection System is of make "HONEYWELL". (b) Contractor shall enter in a MoU/agreement with OEM/OEM certified agency to carry out all the type of repair, replacement, maintenance, servicing, testing and monitoring for the items mentioned in above scope. A copy of MoU/agreement shall be submitted along with Performance Security as per Condition 19 of IAFW-2249 i.e. within 28 days of acceptance of contract. The necessary WO shall be issued after submission of PG as well as valid and bonafide MoU/agreement with OEM/OEM certified agency. (c)The contractor shall deploy skilled technician, having valid authorisation letter from OEM or their certified agency, on daily basis including Sunday & Holiday for above mentioned Scope of work and rates of same shall be included in the quoted rates. (d) It shall be ensured by the contractor that Engineer of OEM/OEM certified agency shall visit the plant/system every quarter to check serviciability and issue necessary certificate that plant/system is fully serviciable. The quarter shall be commenced from dated of handing of site as per WO no. 1. (e) All the records of physical inspection, rapair/replacement, cleaning, servicing and testing be maintained upto date by the deployed skilled techinician. (f) Rates for any type of Tools and extra manpower required for abovementioned repair, replacement, cleaning, servicing and testing are deemed to be included in the quoted rates.

In continuation of Item no. 1.05 (g) Labour charges for replacment of major spare parts such as faulty device, faulty pump, rewinding of motors, arresting leakage of pipes, air vessels of various capacities, batteries, chargers, PCB of panels, gate valves of various size, non return valves, pressure transtucer, pressure switches, gauges, V belt of any size of diesel engine, pipe with fittings are included in the quoted rates, however, material cost shall be paid in the respective items as mentioned below in BoQ or in Prime Cost Sum item as the case may be. (h) Material and Labour charges for replacement of minor spare parts such as gasket, glind packing, polish paper, distilled water for battery terminals, cotton cloths and all type of washers of valves are included in this quoted rates.

In continuation of Item no. 1.05 (i) If any IT device such as laptop, mobile or any accessories (except external storage device) having wi-fi/internet connectivity is required for above mentioned servicing/testing the same shall be informed well before time (i.e. atleast 21 days in advance) so that necessary permission can be obtained from Air Force authorities. It shall be noted that this permission is one time, however, any change in IT equipments due to site/technical requirements the similar permission shall again be taken from competent authority. (j)Any other Tests not mentioned above but require at site as per discretion of OEM/authorised rep of OEM/certified agency by OEM or relevant IS Code shall be carried out at no cost basis however replacement of faulty item shall be paid under respective item mentioned below. (k) During the currency of Contract all the items of Complete Fire System shall be in good and operating condition. If any abnormality is found the same shall be reported to Engr-in-Charge immediately and be rectified on priority. (l) Providing successful demonstration of the alarm system/fire sprinkling system (mock drill) quarterly as directed by Engr-in-Charge. (m) Providing successful demonstration of Alcohol Resistant Water base Aqueous Film Forming Foams (AR-AFFF) based Fire Supperssion System (Mock drill) half yearly as directed by Engr-in-Charge. (n) Providing successful demonstration of fire hydrant system (Mock drill) quarterly as directed by Engr-in-Charge.

Supply and Fix 65 NB NRV with Gaskets of existing make , complete all as specified and directed by Engr-in-charge

Supply and Fix Fire Bucket/Fire extinguisher stand, red in colour having size 2.0 M X 1.0 M X1.5 M(LXBXH)with Shed, incl Metal Fire Bucket, fixed on a 100 mm PCC 1:3:6 Type C-2 using 20 mm graded stone aggregate. Size of PCC is 2.5 M X 2.0M . Complete all as specified and as directed

M&L for Painting of Old Iron surfacewith two coat of Synthetic Enamel Paint of colr as approved by GE including preparation of surface complete all as specified and directed

Sch 'A' PART-II ( PRIME COST SUM) (PC SUM)

The prime cost is to be used as directed by the Accepting Officer vide condition 1(v) and 5 of IAFW-2249 of General Condition of Contract forming part of the tender documents. (a) Provide a prime cost of Rs 300000.00 for supply of spare parts of various plants/units as mentioned under BOQ srl No 1.01 & 1.28 here-in-above after dismantling and ordered convening BOO by the Accepting Officer. The materials shall procured directly from the OEM aurhorised dealer or as directed by Engr-in-Charge. The contractor shall have to submit GST enabled original printed bill for claiming payment. (b) Contractor quoted rate shall be included for overhead and profit and all taxes and insert amount to cover all. However, quoted amount shall not exceed 15% (Fifteen Percentage) of estimated amount. In case, the contractor quoted amount is in excess of 15% of the estimated amount, the same shall be restricted to 15% and the amount quoted shall be corrected accordingly to work out the contract sum.
