Design, Supplying, erecting, installing, testing, commissioning and maintenance, manning & operation of ON grid connected Roof top Solar PV Plant at ICGS, Mundra Kutch, Bhuj, Gujarat.(Details of roof area is attached as Appx 'A' on Sl. Page No 109 of tender pages)
Note :- (1) Roof top solar PV generation inverter pannel with components module, civil and general wks, mounting structure with iron ladder for cleaning pupose , power conditioning unit cables and transformers. Minimum techinal requirements/standards for SPV Systems/Plants to be deployed as per Ministry of New and Renewable energy are manadatorily to be complied with in the plan. Solar PV comprising of following Sub-components/Sub-Systems and meeting the specification as given below:- Any item component missing (as per sound enginering practice & functional point of view) in Schedule will be presumed to be catered by the contractor in the quoted rates to get desired output. The contractor shall not claim the amount for any missing component if any during execution stage. SPV power plants comprising of following sub- components/sub-systems and meeting the specification as given below:- (2) PV Modules: The PV Modules must qualify to the latest edition of any of the following IEC/equivalent BIS Standards for PV moudle design qualification test and type approval: mono Crystalline Silicon Terrestrial PV Modules : IEC 61215/IS14286. (a) In addition, the modules must confirm to IEC 61730 Part I requirements for construction & Part 2-requirements for testing, for safety qualifiation or equivalent IS . (b) For the PV modules to be used in a highly corrosive atmosphere thourghout their life time, they must qualify to IEC 61701. SK (c) Identification and traceability - Each PV module must use a RF identification tag (RFID) which must contain the following information:- (i) Name of the manufacture of PV Module. (ii) Name of the manufacturer of Solar cells (iii) I-V curve for the module (iv) Peak Wattage, Im, Vm and FF for the module. (v) Name of the test lab issuing IEC certificate (vi) Unique serial No and model No of the module (vii) Country of orign (Make in India only) (viii) Date and year of obtaining IEC PV module qualification certificate (ix) Month and year of the manufacture (separetely for solar cells and module) (x) Other relavent information on traceability of solar cells and module as per ISO 9000 series Makes of PV Module: BHEL, Photon Energy System, Tata Solar Power, Websol, Waaree, Indosolar, Vikram Solar
(3) Radio-frequency Identification (RFID) Tag : RFID tag shall be mandatorily placed inside the module laminate. (4) Authorised Testing Laborities/Centres : PV Modules must qualify (enclose test reports/certificate from IEC/NABL accredited laboratory) as per relevant IEC standared. Additionally the performance of PV Modules at STC conditions must be tested and approved by one of the IEC/NABL Accredited Testing Laborities including Solar Energy Centre. Qualifiaction certificate from IEC/NABL accredited laboratory as per relevant standared for any of the higher wattage regular module should be accompanied with the STC report/certificate . For details of test labs refer Minstry of New and Renewable energy website. The report submitted should not be older than 2 years. (5) Mounting Structure : - (a) Module mounting structure may require to customize with respect to the site availability. (b) Modules shall be mounted on a non-corrosive HDG support structures. (c) All the panels shall have provision to adjust it at three angular position i.e latitude angle (o), latitude angle (-15), latitude angle(+15). The locking arrangement for adjusting the angle of module shall be accessible from the ground. (d) The base columns shall be made of reinforced cement concrete based on site related data. (e) The frames and leg assemblies of the array structures shall be made of MS hot dip galvanized. Minium thickness of galvanisation should be at least 80 microns. (f) All fasteners shall be of Stainless steel-SS 310 / HDG, Nut & Bolts supporting structures including modules mounting structures shall have to be adequately protected against all climatic condition. (g) Design efficiency report generated by Staadpro shall be submitted. (h) All RCC members will be designed in accordance with IS 456:2000 & detailing will be as per IS13920 after carring out soil investigation.
(6) Grid Tied Inverter : It Should be any of the other make if simultaneously approved by MNRE/SECI/NICE. The make of invertor proposed by the contractor shall got vetted by the designed vetting agency. The department reserve the right of making independent enquiries with MNRE/SECI/NICE as regard approval of the purposed make. In case of any adverse obseravtion/reservation from any one of the agency the make shall not be allowed. NOTE:- The contractor shall be responsible for following formalities and obtaining all permissions and process necessary documentation with electricity board to put system ON grid:- (a) Registration incuding registration fee and and applicable taxes for both HT and LT grid connections. (b) Discom connectivity Feasibility. (c) CEIG Plan Approval & Obtaining Charging Pernission for Rooftop System. (d) PGVCL (Meter and Protectin) Inspection. (e) Completion of Plant from Electrical Inspector of PGVCL or any other apropriate authority (f) Commissioning and connectivity from PGVCL GEDA or appropriate authority The contractor shall also carry liaison with local electricity board authority tor any competent authority for any other formalities required for roof top SPV pant which not mentioned in the CA. (h) Expenses toward the above mentioned formalities or any other formalities shall be borne by the Bidder/Contractor. Makes of Inverter: Waaree Energies, Delta, SMA India, GoodWe, ABB, Havells (7) Combiner Boxes & Electrical Panel If Not Included As Part Of Inverter : The junction boxes shall be of dust, vermin and waterproof and shall made of thermo plastic. The teminal shall be connected to copper bus bar arrangement of proper sizes. The junction boxes should have suitable cable entry points fitted with cable glands of appropriate size for both incoming and outgoing cables. Suitable marking will be provided on the bus bar for easy identification and cable ferrules shall be fitted at the cable terminals points for identification, Combine groups of modules into independent charging sub arrays that shall be wired to the controller, Should meet IP 65 standard for outdoor application, There should adequate on of inputs DC string cable with suiatable Fuse, MCB and SPD & chamber(Bus Bar) in DCDB, Output AC DB with suitable MCB/MCCB with SPD and NVR arrangement as per discom requirements.
(8) Cables & wires as Required : ( From solar moudle to combiner boxes, inverter, existing LT pannel etc Conductor material) : annealed tinned flexible copper conductor, Max PV System voltage(D : C) : 1800 V, Ambient temperature range: -40 Deg C to +90 Deg C, Max Conductor temperature at termination of short circuit : 250 Deg C, Type of conductor : As per class 5 according to EN 60228/IEC 60228, Insulation material : Chemically cross linked XLPE, Type of insulation: According IEC 60502-1, EN-50363-1, Nominal thickness of insulation : 0.80mm, Outer sheath Material: Chemically cross linked XLPE, Recommended bending radius : 4 times of overall dia, AC test voltage : 6.5 KV for 5 Minute, all cables shall conform to BIS standars (IS 694)/(IS1554), PVC/XLPE copper conductor power electric cable. It should consist of followings (i) Cable for inter connection of PV module to junction Box (ii) Cable for inter combiner box to inverter (iii) Cable from inverter to LT Pannel, primary side. (b) Cable accessories; Glands, lugs, MC4 connectors, wye connectors, clamps, cable ties, perforated trays with accrssories etc all as per site requirement. (c) Gen set elect supply system also designed for standby elect provision in specific builings. (9) Lighting Protection : There shall be the required number of early streamer emission (ESE) lighting arrestors installed in the array field. The air terminal is early streamer emission(ESE) type which shall be fixed at the top of a GI elevation pole with base so as be at least 2 meter above the structure to be protected.Its heights above ground level would be dependent on the level of protection and the protection radial required, The air terminal should be working on the principal of early streamers emission using non radioactive technology , needing no external power source, the air terminal should be capable of tracking the lighting stroke 60 micro seconds earlier as compare to passive lighting rod, the air terminal is of stainless steel and it has qualified diameter to resist high valves of lighting currents, ground connection pipe should be capable of withstand in lighting strikes having dimension 50mm inner dia and 60mm outer dia, the terminal adopter having inner dia 60mm.
(10) Earthing Protection : Each array structure of the PV yard shoud be grounded properly. The array structures shall be connected to earth pits as per IS Standards :- (a) Copper bonded steel rod: material : copper & stainless steel spec : IS 2309 Length :10 ft , Dia : 5/8 or 3/4 ", Approved : UL, (b) Ground enhancement material zerolite: Matel: carbon fiber, absorbant polymer & Minerals Moisture contoller Specification : IS 2309, Weight: 20Kg/Bag, Resistivity : Max 0.1 OHM-M, Flexural strength : Min 20 KGF/CM2, Monpressive strength : Min 200KGF/CM2,3. earth Rod clamp Matl : SS Copper, Part : Min.2 OR Max 3 Parts. (11) Metering Arrangements : Suitable dual metering/net metering arrangement with recording facility shall be provided. The metering arrangements must have features to measure and record:- (i) Parameters of current generation, Voltage, current, PF and energy (ii) Total energy generated by the system since installation (iii) Energy being consumed in house/bulding for meeting the electrical loads (iv) Energy being drawn from grid for meeting the electricals (loads) energy being fed to the grid (v) Any other metering required to determine efficiency and efficacy of the system. Note :- Solar Power Generation Meters, Bi-directional Meters and CTs with all accesoris as required as per DISCOM standard specification and necessary testing as per discom requirement including necessary testing charges in your scope. (12) Remote performance Monitoring system :- (a) Invertor data monitoring. (b) Necessary Internet connectivity or SIM Card for communication will be provided by us. (c) Providing SCADA system for complete power plant system at main power house building for all the plants with all suitable IT equipments i.e. computer , Keyboard,mouse,printer etc
(13) Balance Of System(Bos) Items/Components :- The BOS items/components of the SPV power plants system deployed under this projects must confirm to the latest edition of IEC or equivalent BIS Standared/MNRE specifications /as specified at Para 2.1 of MINIMAL TECHNICAL REQUIREMENTS /STANDAREDS FOR SPV SYSTEM/PLANTS TO BE DEPLOYED DURINGCURRENT FY under the programmes of Ministry of New and Renewable energy available on MNRE website. (14) Authorised Testing Laboratories /Centers : Test certificate /reports for the BOS items/ components can be taken from any of the NABL/IEC Accredited Testing Laboratories of MNRE approved test centres. The list of MNRE approved test centres may be reviewed and updated from time to time. The list as appicable as on last date of bid submission shall be treated as applicable for this tender/bid. (15) Warranty : The mechnical structures, electricals works including power conditioning unit /inverters/charge controllers/distribution boards/digital meters/switchgear/storage batteries, etc and overall workman ship of the SPV power plants systems must be warranted against any manufacturing/design/installation defects for a minimum periods of 5 years. (16) Safety equipments : CO2 type Fire Extinguisher of suitable capacity installed in every building near inverter pannel. (17) Generals Notes : The items of work mentioned in this schedule shall be executed as per following:- The above items shall be quoted and executed on ground based on performace Guarantee basis. The performance Guarantee is related to achieving the 162 kW power generations with specified efficiency and efficacies. The contractor shall also be responsible for desired operational efficacy and desired efficiency of the system during its life cycle of minium 15 Yrs.
(18) Plan layout Vetting : The plan layout & schematic diagram shall be got vetted from any one of the following agencies (Approved agencies) :- (i) National institute of Solar energy (ii) sardar Swarn singh National Institute of renewable energy (iii) Solar energy corporation of India (iv) The Indian renewable energy development agency. The vetting agency shall also be approve the make proposed by the contractor in his plan layout & schematic diagram. (19) Documents Submission : The successful contractor shall submit the following documents duly vetted by any one approved agency with four weeks of placements of work order for approval of Accepting Officer :- (a) Design calculation: The tenderer should work out design based on the conditions prevalent at ICGS Mundra calculations using PVSYS & PVSOL software or any other software shall be submitted for approval of Accepting Officer. (b) Plan depicting layout of all equipment and Sub Systems of the PV system. This shall be self contained and self explanatory representation of layout of equipment and sub systems. The dimensioned drawing of the site of work clearly marked with all subsystems components etc shall be submitted. (c) Schematic diagram of the electrical system. This shall contain specification, size, current, voltage and fault levels rating of all cables, switch gears and instrumentation & control systems and all metering and interlocking etc. (20) Document Vetting by Accepting Officer : All the documents/ technical details mentioned above duly vetted as specified above shall be approved by Accepting Officer. The Accepting Officer may approve the documents as submitted by the Contractor or may suggest modification/ alteration in documents /technical specifications duly supported with reasons for the same. The work shall be executed based on the approved doucments. In case of any dispute the matter shall be referred to accepting officer. The decision of accepting officer shall be final and binding.
(21) Techcical data will be property of the Department : The drawings and other techincal details submitted by the successful contractor, alongwith all calculations, drawing, technical write ups etc shall become departmental property. Department may use these subsequently as deemed necessary. The contractor shall have no claim on these documents and their subsequents use by the department. (22) After Physical Completion : After phusical completion of the work contractor must engage the vetting agency/ consultant for final testing and inspection of executed work. The consultant shall certify that the work has been executed in accordance with vetted and plan layout & schematic diagram. All cost and charges for engagement of consultant shall be born by the contractor and also the contractor will verify generation of electricity as per vetted design in the PVSYST & PVSOL report submitted. The contractor shall ensure suitable arrangements for solar PV Panels. (23) Department will give completion of the work to the contractor only on the basis of completion report submitted by the final testing and inspection of executed work by the contractor. (24) Operation and Maintenance: The operation and maintanance of roof top solar power plants at ICGS Mundra shall be for Five year from date of completion (i.e first 02 years during defect liability period after completion and next 03 years of Manning & operation) which includes washing /cleaning of solar PV module periodically as per pre planned schedule, Checking electrical parameter of the installed power plant and any other job other than above indicated jobs would be covered under warranty of solar plant installed all as specified and directed by Engineer-in-Charge for smooth and efficient performance of Solar Plant to achieve desired condition through out the currency of contract. During O & M period, contractor has to provide all required spares, cables, switches and other consumables...etc at his own cost. No extra payment will be made for such maintenance on this ground. On completion of O & M period, the contractor shall have to handover the solar power plant to the client in full working condition including all relevant documents such as registers, physical & operational condition of the plant, softwares, manual, periodical reports...etc as directed Engineer-in-charge.
Note :- (a) Contractor shall engage Qualified personnel having experiance of operation & maintenance of solar plant (One electrical diploma engineer or ITI holder having passed "solarmitra" programme by MNRE & one helper) for general shift (0900Hrs to 1730Hrs per day) and as and when required at the time of break down & maintenance as directed by Engineer-in-charge. (b) Maintenance and placing of system specific signage and warning lebels. weekly cleaning of panels, minor adustment, lubrication, repair, replacement, perodic painting to arrest corrosion of GI structures, checking of loose wires and fittings, site cleaning of grass and undergrow/ vegetation, trimming of trees in the vicinty to avoid shadow on panels, drain clearance, debris cleanance to be done. (c) Visual inspection daily for overall functioning of the PV plant and connected equipment as per laid down manufacture specific instructions/ inspections as mentioned in preventive maintenance manual. (d) Trouble shooting and servicing of the equipment and plant. Maintenance of invertors, panels, data logger and all others accesories and equipment of solar PV plant. (e) Flexible water pipe line or trolly mounting pump required as per site condition deemded to be inculding in this rate. (f) Contractor will be paid 90% of quoted amount on completion of comissioning of solar power plant and 2% amount will be paid yearly basis on satisfactory operation and maintenance of Solar plant. (g) Quoted rates shall be inclusive of Connectivity registration charges including application for GEDA local grid supplier (region wise) all as directed. (h) Rate shall be inclusive of provision of suitable Bi-directional meter all as directed. (i) Rate shall be inclusive of Testing of Bi-directional meter from PGVCL NABL accredited Lab all as directed.
