Installation of new Coke Oven Battery No. 9 at BSL with Stamp Charging Technology at Greenfield Site- By-Product Plant (Pkg-4)

• 1. The bidder (sole or consortium) should have carried out design/ engineering, erection/ supervision of erection and commissioning/supervision of commissioning of By- product recovery plant for coke oven battery of minimum capacity of 35,000 Nm3/hr coke oven gas in a single project in last 20 years as on the date of NIT either as a technology supplier as a part of contract or as a licensor in the contract. The By-product plant should consist of processing units for removal of tar, NH, HS, and naphthalene/ Benzol from the crude coke oven gas. Bidder experience based on having subcontracted the basic design for the above facility in any reference project would not be counted as a valid experience. Design/Engineering under this para would mean basic data and basic engineering.

• 2. The bidder (sole or consortium) should have carried out Supply for By-product recovery units for a coke oven battery in a single or separate project(s) as on the date of NIT. The supply should include at least any five equipment out of the following: a) Primary gas cooler b) Electrostatic tar precipitator c) Ammonia/H2S scrubber d) Naphthalene/Benzol scrubber e) Ammonia/H2S stripping column f) Naphthalene/Benzol stripping column g) Exhauster h) Claus reactor i) Tar-ammonia liquor decanter/Tar loading system j) Catalyst and Refractory of Catalytic Oven Reactor k) Acid vapour/COG burner in claus plant Self-attested photocopies of following documents shall be submitted by the bidder in support of the Para No.1 and 2 above: i) Work order/any other letter of award of work/ Contract document/ Purchase order issued by the client. ii) Commissioning certificate/Performance certificate/Completion certificate/Final acceptance certificate/ any other documents issued by the client showing completion of the job; corresponding to (i) above. The bidder should submit an affidavit stating that the eligibility documents furnished by them are genuine. Client would mean the plant where the reference project has been commissioned.

• 3. In case the bidder is in a consortium: a. One or more of the consortium members (maximum 3 members are permitted) can either individually or together, fulfill the criteria of Para No.1&2 above. b. The responsibility of design/engineering, supply, erection/supervision of erection and commissioning/supervision of commissioning should be taken up in the responsibility matrix by the respective members who fulfill the criteria as per Para No.1& 2. Vetting of the detail drawings based on the basic data and basic engineering would be the responsibility of the respective members who fulfill the criteria of design/engineering as per Para No.1. However, supply of the items mentioned in para 2 above can also be taken up in the responsibility matrix by any consortium member on the strength of its parent/Group company. The consortium member should submit document to establish relation with parent/Group Company and a letter of undertaking/comfort letter from the parent/Group company for back to back support for commissioning & completion of the project. OR Supply can also be taken up by any consortium member having experience in any single project in the sector of either steel/power/oil & Gas/water having order value not less than Rs.300 Crore in the last 20 years as on the date of NIT. The QAP & inspection for the supplies in both cases has to be vetted by the respective members who fulfill the criteria as per Para No.1or 2. c. For taking up the remaining jobs of para-1 and 2 (other than supply mentioned in Para No.2), the respective members should have experience in any single project in the sector of either steel/power/oil & Gas /water having order value not less than Rs. 50 Crore in the last 20 years as on the date of NIT. d. Leader of consortium should be the member having maximum job or share of work in value terms. Bidder has to submit Notarized copy of Memorandum of Agreement and Responsibility Matrix indicating percentage of scope of work to be carried out by each member in value terms of total contract value. Self-attested photocopies of the following documents showing experience as per the responsibility matrix for each member of the consortium, as applicable, should be submitted by the bidder in support of the above: i) Work order/any other letter of award of work/Contract document/Purchase order issued by the client. ii) Commissioning certificate/Performance certificate/Completion certificate/Final acceptance certificate/ any other documents issued by the client showing completion of the job; corresponding to (i) above. Each member of consortium should submit an affidavit stating that the eligibility documents furnished by them are genuine. Client would mean the plant where the reference project has been commissioned.

• 4. The average annual financial turnover of the bidder during any three financial years out of the last four financial years ended on or before 31.03.2024 shall be at least Rs.150 Crore (Rupees One hundred fifty Crore only) or equivalent in any foreign currency. The Financial Year means, the accounting year accepted by the prevailing law of respective country. In case of consortium bidding, Minimum Turnover requirement for each consortium member = Rs. 150 Crore × % of scope of work in value terms of total contract value declared in Consortium Agreement (MoA). The bidder (each member of the consortium; in case of consortium bidding) shall submit audited annual financial reports in support of the above. Net worth of the bidder (each member of the consortium; in case of consortium bidding) should be positive as per the latest audited annual financial reports. Documents submitted in support of financial eligibility wherever certified by the CA members of ICAI (The Institute of Chartered Accounts of India) from 01.07.19 onwards, shall contain the Unique Document Identification Number (UDIN).

• 5. Bidder should submit self-declaration in the prescribed format (Annexure-7 of ITB of section II of SBD) that No Corporate Insolvency Resolution/Liquidation Process have commenced against them under National Company Law Tribunal (NCLT). In cases of Consortium bidding, a self-declaration shall be submitted individually by each member of the Consortium in the prescribed format (Annexure-7of ITB of section II of SBD) that No Corporate Insolvency Resolution/Liquidation Process have commenced against them under National Company Law Tribunal (NCLT).
