• The bidder shall fulfil the following eligibility criteria for which documentary evidence shall be submitted by the bidder in their offer : A. The bidder should have experience of having successfully completed similar work(s) during last 7(seven) years ending last day of the month previous to the one in which tenders are invited should be either of the following : a. One similar completed work costing not less than Rs.220.66 Lakhs OR b. Two similar completed works each costing not less than Rs.176.53 Lakhs
• B. Similar Works means- "Construction of In-situ civil work involving minimum RCC (Reinforced Cement Concrete) of 500 Cub. meter. i) Experience should be from Govt. Organization, PSU or Public Limited Company. ii) in support of eligibility and experience, the tenderer is required to submit self-attested copies of Purchase Order/ Work Orders/Contract, Completion Certificate (issued by the concerned authority). iii) in case, completion certificate is not issued for the PO/Work Order/ Contract, Bidder shall submit a document in original issued by the concerned authority certifying completion of Similar Works given in the Eligibility Criteria above against concerned PO /Work Order / Contract. iv) In case, Similar Works has been commenced by the Bidder before the qualifying period, Bidder shall submit the proportionate value of the work completed during the qualifying period, which shall be considered for evaluation. v) The term 'completed work' shall mean successfully completed work(s) only. vi) Experience of on-going contracts shall not be considered. C. The bidder shall have on ownership basis or shall have access on hire basis the following equipments : Sl.No. Item/Machine/Equipments Nos. 1 Concrete Batching and Mixing Plant 1 2 3 Wheeled Power roller 6-10T capacity 1 In support of above, self attested copies of documents of equipment of ownership either on his own name or shall arrange the same on hire basis to be submitted by the bidder along with the tender. In case of hire basis bidder shall also submit Memorandum of understanding (MOU) or hire purchase agreement on non-judicial stamp paper not less than Rs.50 duly signed by both the parties. The number of equipment's mentioned above is indicative only for assessing eligibility; the actual requirement at site may vary commensurate with the period of contract.
• D. Financial Requirements:- i) Average annual financial turnover of the bidder shall not be less than Rs.220.66 Lakh (Rupees two crore twenty lakh and sixty six thousand) during 2020-21, 2021-22 and 2022-23. ii) The Bidder shall submit copy of Audited Annual Reports (financial statement) clearly evidencing the Annual Financial Turn-Over figure for financial years as mentioned herein above in support of their meeting above stipulated financial criterion. iii) The turnover certificate and the Audited profit and loss account certified by the CA members from 01.07.2020 onwards, submitted by party/tenderer in the support of the turnover against the eligibility criteria shall contain the Unique Document ldentification Number (UDIN). iv) Revenue from Operations shall be considered for the purpose of determining the turnover. v) Net worth of the bidder should be positive in the financial year 2022-23 considered by the bidder as per the Audited annual accounts.
• E. Consortium Requirements: Consortium Bidding is not allowed for this package.
• a) For preference against ‘Public Procurement (Preference to Make in India)’, extant guidelines as per order issued by Department for Promotion of Industry and Internal Trade (Public procurement Section) and GoI shall be applicable. b) Participating bidder, at the time of tender, bidding or solicitation shall indicate percentage of local content and provide self-certification / certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies), as prescribed in the referred GoI guidelines giving the percentage of local content. They shall also give details of the location(s) at which the local value addition is done. c) “Minimum Local Content (LC)” as described in the Public Procurement (Preference to Make in India) Order 2017 (Revised on 29.05.2019 & 16.09.2020) and subsequent amendments, if any, shall be applicable.” As per MoS circular on DMI & SP dated: 29.05.2019 & 31.12.2020 & clarification from MoS dated: 04.12.23, the bidder shall be a Class-I local supplier to become eligible for participation in the tender. Class-I local supplier means a supplier or service provider, whose goods, services or works offered for procurement, has local content equal to or more than 50%, as defined under this order. For local content verification, clause 9 as defined under this order shall be followed.
• d) Purchase preference will be given to Micro and Small Enterprises (MSEs) as per Office Memorandum of Deptt. of Expenditure, Ministry of Finance, Public Procurement Division, Govt. Of India vide no.F.1/4/2021-PPD dtd.-18/05/2023 w.r.t. concurrent application of Public Procurement Policy for Micro and Small Enterprises Order, 2012 and Public Procurement (Preference to Make in India) Order, 2017 (last revised on 16/09/2020) and further amendments / clarifications thereof in future by Deptt. of Expenditure, Ministry of Finance, Public Procurement Division, Govt. Of India , if any. To claim the applicability of the above, bidders are required to submit valid MSE documentary evidence along with the bid. e) A unit will be considered MSE for the item / category of items manufactured by them and so mentioned in their registration certificate issued by NSIC / DIC or as in UAM (Udyog Aadhaar Memorandum). f) In the event of Bhilai Steel Plant desiring to verify the extent of local content, the cost of assessing the prescribed extent of domestic value addition shall be borne by Bhilai Steel Plant if the domestic value addition is found to be correct as per the declaration/ certification. However, if it is found that the domestic value addition as claimed is incorrect, the cost of assessment will be payable by the bidder who has furnished an incorrect declaration/certificate. g) In case any false declaration regarding local content is found, the company shall be blacklisted at sole discretion of Bhilai Steel Plant. h) The format of certificate to be submitted is mentioned in Annexure-C.
