Special Eligibility Criteria

   Railways reserves the right to place order for full tender quantity on bidders meeting any one of the following conditions: A. The bidder must possess a valid BIS license for Manufacture of Steel Plate to IS:2062 Gr.E250 or higher. Bidder should attach copy of valid BIS license for Manufacture of Steel Plate to IS:2062 Gr.E250 or higher along with the offer. Or B. The bidder must be an authorized dealer of a firm holding a valid BIS license for Manufacture of Steel Plate to IS:2062 Gr.E250 or higher.The authorized dealer shall attach along with the offer, the tender specific authorization issued by the BIS-licensed firm for Manufacture of Steel Plate to IS:2062 Gr.E250 or higher and a copy of valid BIS license of their OEM. The bidders may also attach along with the offer, general authorization/Dealer Ship certificate issued by the BIS-licensed firm for Manufacture of Steel Plate to IS:2062 Gr.E250 or higher. Such general authorization/ dealership certificates must clearly indicate their validity date and shall be treated as acceptable, provided they are valid as on the date of tender opening. Or C. i) The bidder must have supplied 'Steel Plate as per IS:2062, Grade E.250 or higher, thickness 40 mm or higher' to Indian Railways/Govt.Departments/Public Sector Undertakings. Documentary evidence such as GeM CRAC, Receipt Notes, RITES Inspection Certificates, or copies of complied Purchase Orders must be furnished along with the offer as proof of execution of such orders. ii) The bidder with satisfactory past performance, as mentioned above, for supply of at least 3 Metric Tonnes of 'Steel Plate as per IS:2062, Grade E.250 or higher, thickness 40 mm or higher' against single contract during the last five financial years or in the current financial year (prior to and excluding the tender opening date) may be considered responsive to S. Rly requirements for placement of bulk and regular orders.

   Have you quoted price on the basis of free delivery to destination, indicating the break up.

    Have you attached any performance statements with your offer? For proof of supply to other railways / production units copy of Purchase Order, Inspection certificate and receipt note / certificate must be uploaded. Non-submission of such vital documents may be taken as their not having any such past performance.

Commercial-Compliance

   Failure consequences: In the event the firm fails to execute the contract within the stipulated delivery period, the Purchaser shall be entitled to impose liquidated damages for any extension of the delivery period. Further, if the supplier, for any reason, fails to deliver the goods in whole or in part in accordance with the contractual terms and conditions (as amended from time to time), the Purchaser reserves the right to recover damages from the supplier, not as a penalty, but by way of compensation, equivalent to the value of the security deposit for the entire contract . Such damages shall be treated as outstanding recoveries against the vendor and shall be dealt with accordingly

   It will not be obligatory on the part of Tender Committee/Accepting Authority scrutinize beyond the submitted document of tenderer as far as his qualification for the tender is considered.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

We understand that the offers of all such sister concerns including ours are liable to be rejected as per relevant provisions of IRS terms and conditions, and enclosures.    In case of road delivery, the date of delivery at destination [consignee's end] shall only be treated as delivery date irrespective of F.O.R. condition mentioned elsewhere in the contract / tender. Similarly, in case of delivery by Rail, the date of delivery at destination station [consignee's end] shall only be treated as delivery date irrespective of F.O.R. condition mentioned elsewhere in the contract / tender.
