Special Eligibility Criteria

   The bidder shall be the Original Equipment Manufacturer (OEM) or an authorized dealer/distributor of the OEM. In case of an authorized dealer, a valid tender specific authorization certificate from the OEM shall be submitted. The bidder/OEM should have successfully supplied tendered items/similar items (bolts/nuts of grade: 8.8/10.9/12.9) directly or through their authorized dealer/distributor/Agent to IR Zonal Railways/IR PU/PSU/Central Govt. /State Govt./RINL within the last Five (05) years from the date of opening of tender. The bidders are required to attach documentary evidence of past supplies with receipt note or receipt challan with acceptance of material or completion report or Work Completion report from consignee . In case of non compliance of any of the above conditions, the offer shall be summarily ignored. Bidder must mention Make/brand of the offer product failing which offer will summarily rejected. Other condition of Eligibility Criteria for the purpose of placement of Bulk/Developmental order shall be governed by clause no. 4.0, 4.1, 4.2(b), 4.3(i) of Section-II of e-Tender Document of MCF for supply contracts of Stores Department Revision-26 dt 03.04.2025 & Correction slips shall also be applicable . The Estimated value of the tender is Rs. 1690432.60

   The tendered item(s) fall(s) within the ambit of clause 3(a) of Public Procurement (Preference to Make in India) Order 2017 revision dated 19.07.2024 issued by DPIIT, Ministry of Commerce and Industry. This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of the item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the Para 2 of the above order) and the vendor(s), who do not qualify to be class I local supplier(s), is/are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.
