   Bulk / Full quantity of this tender is restricted to be procured from RDSO approved sources only for RDSO Item ID:3100385, RELAYS (METAL TO CARBON) & Sub Item ID: 100385014, RELAYS - Miniature, Plug in Type, M to C, AC Immunized, DC Biased Track Relay, 2F-2B Contact, Style QBAT-9ohm, Code ABEJX Developmental order may be placed on firm as per clause no.2.5 of SER Instructions to Tenderers and General conditions of Tender w.e.f 16.05.2025. Status of approval will be considered as on the date of tender opening only as per clause 2.5.1 of SER Instruction to Tenderers & General conditions of Tender w.e.f 16.05.2025.

   The procurement of the item is restricted to Class I local suppliers only and the vendors who do not qualify to be class I local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class I local supplier for the tendered item and participates in the tender it does so a at their own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. Requirement of a vendor to be a Class-I local supplier for the this item, shall be a mandatory condition in addition to other qualifying eligibility criteria/conditions.    Reciprocity Clause: Bidders may please note that- Entities of countries which have been identified by the Nodal Ministry/Department as not allowing Indian companies to participate in their Government procurement for any item related to that Ministry/ Department shall not be allowed to participate in Government from in India for all items related to that nodal Ministry/Department, except for the list of items published by the Ministry/Department permitting their participation. The term entity of a country shall have the same meaning as in the FDI policy of DPIIT as amended from time to time.

   Bidder are reminded to carefully go through IRS conditions of contract (included and uploaded along with the bid document) particularly those pertaining to Code of Integrity, Misdemeanor and penal measures. If two or more bidders are found to be sister concerns or affiliates (having common partner/director/promoter/owner/holding company decision control, etc.) the offers of all such sister concerns are liable to be rejected as per relevant provisions of IRS terms and condition.

   Sharing of Land Border with India Clause: Bidders are requested to go through Clause No. 32.0 (32.1 to 32.6) of SER Instruction to Tenderers and General Conditions. Bidders should confirm following certificate for Compliance. (a) I have read the clause Sr. No. 32 of Instructions to tenderers and general conditions of tenders for supply contract attached with the tender regarding restrictions on procurement from a bidder of a country which shares a land border with India and on subcontracting to contractors from such countries. (b) I certify that this bidder is not from such a country and will not subcontract any work to a contractor from such countries unless such contractor is registered with the Competent Authority. I also certify that this bidder will not offer any products/services of entity from such countries unless such entity is registered with the Competent Authority. (c) I hereby certify that this bidder fulfils all requirements in this regard and is eligible to be considered. (d) I hereby acknowledge that in the event of acceptance of my bid on above certificate and if the certificate is found to be false at any stage, the false certificate would be a ground for immediate termination of contract and further legal action in accordance with the Law. (Bidders confirming this certificate for Compliance shall select Yes in the Complied column. However in case you do not confirm above certificate for Compliance, select NO in complied column.    MSE sources, for availing benefits under MSME Act, should upload valid documents maintained under MSME Act such as NSIC Certificate etc. duly marking the tendered item in the certificate . Otherwise, claim for benefits under MSME Act may not be entertained.

   MSE sources owned by SC/ST, should upload necessary documents to get the benefits being owned by SC/ST. Otherwise, claim for benefits under MSME Act may not be entertained.

   If you are not a MSE or a consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and Small Enterprise (in percent of order value ) with further breakup of MSE owned by SC/ST.    Time is the essence of contract. As time is the essence of contract, the tenderers are to note the Railway s required delivery schedule given in the tender schedule and quote accordingly. Vague delivery period or a very high delivery period compared to Railways specific delivery period in the tender schedule may be considered commercially unresponsive and is liable to be ignored.
