The Bidder should have satisfactorily executed the electrical works relating to new Sub-Station works/ Augmentation/ Enhancement of Sub-Station works of value not less than 90 percentage of the Amount Put to Tender in any One year during the previous 05 financial years i.e. FY 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26 on PTK/TTK basis in any ESCOMs/ State/ Central Government/ Distribution Companies/ PSUs on PTK/TTK Basis as on the date of bid submission. Which shall be in satisfactory service for at least one year from the date of commissioning. Note Updated to the FY in which the tenders are invited. The value of the completed works shall be given a weight of 10 percentage per year to bring them to the price level of the FY in which the tenders are invited. Scanned copy of the DWA and satisfactory Work commissioning /Performance Certificate duly indicating Qty. & amount of executed works with date of completion issued by an officer not below the rank of Executive Engineer or equivalent officer of the concerned ESCOMs/Govt. Utilities /PSUs shall be uploaded.

The Bidder should be a registered sole proprietorship Firm or a partnership Firm under Partnership Act, 1932 in India or a limited liability partnership (LLP firm) act 2008 or a registered company incorporated in India under companies Act 1956/2013. Scanned copy of Certificate of Incorporation in case of Registered Company/Partnership deed in case of Partnership Firm or Certification of Incorporation issued by Registrar of Companies in case of LLP Firm or PAN & GST registration certificate in case of sole proprietorship firm is to be uploaded.
The Bidder should possess a valid Super Grade License / Class-I Electrical Contractors License issued by the Govt. of Karnataka as on the date of submission of bid. The valid Super Grade License / Class I Electrical Contractors License certificate issued by Electrical Inspectorate, GoK is to be scanned and uploaded.
Bidder shall upload the valid documents of EPF, ESI & GST Registration certificate. Documents in original shall be scanned and uploaded.
The Bidder shall not have been Defaulted /Barred/Black Listed against any Work against any of the previous Orders placed by any State/Central Government/Public sector under takings/Private Sector in the last 05 Years as on the date of submission of bid. The self-declaration shall be uploaded.
Turnover: The bidder should have achieved in at least Two Financial years, a minimum financial turnover of not less than two times the amount put to tender during the 05 Financial years FY 2020-21, 2021-22, 2022-23, 2023-24 and 2024-25. Note Updated to the FY in which the tenders are invited. Financial turnover of previous years shall be given a weight of 10 percentage per year to bring them to the price level of the FY in which the tenders are invited. Liquid Assets: The Bidder should have Liquid assets and/or availability of Credit Facilities of not less than 25 percentage of amount put to tender as on the date of NIT or later before submission of bid, consisting of cash at bank, term deposits with maturity date and availability of fund based credit facility. a certificate issued by any Nationalized Bank/ Scheduled commercial Bank. The bidder should upload the copy of the Credit Certificate should possess the name of the firm, tender indent number and credit facility to be issued in the name of the Chief Engineer (Ele) Operation, Corporate Office, GESCOM Kalaburagi. The Liquid Asset certificate shall be uploaded in the format enclosed as per Annexure-A. If bidder uploads in any other format, then such bids will be rejected. The conditional credit facility certificates are liable for rejection
Assessed Available Tender Capacity the Bidder has to furnish the details of works in hand as on date of submission of bids duly indicating date of award, awarded amount, percentage of work completion and work description which is to be certified by the officer not below the rank of Executive Engineer. The available tender capacity shall not be less than the Total Amount Put to Tender. The assessed available tender capacity equal to AxNx1.5 minus B Where, Where, A equal to Maximum value of Infrastructure works executed in any one year during the last 5 years (Updated to FY in which tenders are invited), taking into account the completed as well as works in progress. N equal to Number of years prescribed for completion of works for which tenders are invited. B equal to value at CSR 2025-26 price level of existing commitments and ongoing works to be completed during the next 9 months (Period of completion of the works for which tenders are invited). Note Updated to the FY in which the tenders are invited. Financial turnover of previous years shall be given a weight of 10 percentage per year to bring them to the price level of the FY in which the tenders are invited. The bidder should upload statement showing the value of existing commitments and ongoing works as well as the stipulated period of completion remaining for each of the works listed shall be counter signed by the employer in charge, not below the rank of Executive Engineer or Equivalent. The statement shall be as per the format prescribed in Annexure-B. The bidder shall note that the value of pending work should be considered based on financial progress achieved in the particular work.
Cumulative clause: If the bidder has participated for more than one enquiry, then the bidder shall fulfill the financial requirements of B(1&2) cumulatively for all enquiries participated relating to bid enquiry Nos.644, 645, 646 & 647. If this condition is not met then the offer of the bidder will be considered to the enquiry for which the bidder is eligible based on the chronological order of the bid enquiry for which the bidder has participated at the discretion of GESCOM. If the Bidder participated in all Bid Enquiries & found responsive as L1 Bidder for all Bids, then the Bidder will be eligible for award only 02 Bids as per chronological order.

Site surfacing (Jelly spreding) : Providing laying two layers of hard broken crushed metal/ jelly (granite/basalt/trap) as per the instruction of egineer incharge and layout of station yard. The first layer of jelly shall be of 20mm size spread and consolidated to a thickness of 50mm rolled as per specification achieve the surface suitable for spreading second layer of jelly. The second layer shall be of 25mm jelly spread to uniform thickness of 50mm course of layer including cost all materials and labour charges the jelly used shall be free from dirt or organic material.

Excavation formation,refilling (eartmat design area 60mx50m is considered with 5m spacing between the adjacent earth flats approximately as per MS flat annexure) However during the execution,actual earthmat design has to be obtained from SEE R&D KPTCL
Extension of Control Room building with column structure including necessary treatement to sub soil if necessary depending upon the soil condition including providing internal water supply arrangements, electrification to the control room building providing sanitary arrangements and internal cable ducts with cost of all materials, labour, etc., complete.

Technical:
The Bidder should be a registered sole proprietorship Firm or a partnership Firm under Partnership Act, 1932 in India or a limited liability partnership (LLP firm) act 2008 or a registered company incorporated in India under companies Act 1956/2013.
The Bidder should possess a valid Super Grade License / Class-I Electrical Contractors License issued by the Govt. of Karnataka as on the date of submission of bid.
Bidder shall upload the valid documents of EPF, ESI & GST Registration certificate.
The Bidder shall not have been Defaulted /Barred/Black Listed against any Work against any of the previous Orders placed by any State/Central Government/Public sector under takings/Private Sector in the last 05 Years as on the date of submission of bid.
The Bidder should have satisfactorily executed the electrical works relating to new Sub-Station works/ Augmentation/ Enhancement of Sub-Station works of value not less than 90% of the Amount Put to Tender in any One year during the previous 05 financial years i.e. FY 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26 on PTK/TTK basis in any ESCOMs/ State/ Central Government/ Distribution Companies/ PSUs on PTK/TTK Basis as on the date of bid submission. Which shall be in satisfactory service for at least one year from the date of commissioning. Note: Updated to the FY in which the tenders are invited. The value of the completed works shall be given a weight of 10% per year to bring them to the price level of the FY in which the tenders are invited.
The Bidder should have satisfactorily executed the work of minimum 50% of Amount Put to Tender relating to Construction of atleast one work of 33kV/66kV/110kV/220kV voltage Class Sub-Station OR Augmentation of Sub Station work by providing atleast one additional 5MVA(33/11kV) Power Transformer/ above capacity with Terminal Bay work on PTK/TTK Basis in any ESCOMs/ State/ Central Government/ Distribution Companies/ PSUs during any one year of the previous 05 financial years i.e. FY 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26 as on the date of bid submission. Financial:
Turnover: The bidder should have achieved in at least Two Financial years, a minimum financial turnover of not less than two times the amount put to tender during the 05 Financial years ie. FY 2020-21, 2021-22, 2022-23, 2023-24 and 2024-25. Note-Updated to the FY in which the tenders are invited. Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the FY in which the tenders are invited.
Liquid Assets: The Bidder should have Liquid assets and/or availability of Credit Facilities of not less than 25% of amount put to tender as on the date of NIT or later before submission of bid, consisting of cash at bank, term deposits with maturity date and availability of fund based credit facility. a certificate issued by any Nationalized Bank/ Scheduled commercial Bank.
Assessed Available Tender Capacity: The Bidder has to furnish the details of works in hand as on date of submission of bids duly indicating date of award, awarded amount, % of work completion and work description which is to be certified by the officer not below the rank of Executive Engineer. The available tender capacity shall not be less than the Total Amount Put to Tender. The assessed available tender capacity = A*N*1.5 – B Where, Where, A= Maximum value of Infrastructure works executed in any one year during the last 5 years (Updated to FY in which tenders are invited), taking into account the completed as well as works in progress. N= Number of years prescribed for completion of works for which tenders are invited. B= value at CSR 2025-26 price level of existing commitments and ongoing works to be completed during the next 9 months (Period of completion of the works for which tenders are invited). Note: Updated to the FY in which the tenders are invited. Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the FY in which the tenders are invited.
Cumulative clause: If the bidder has participated for more than one enquiry, then the bidder shall fulfill the financial requirements of B(1&2) cumulatively for all enquiries participated relating to bid enquiry Nos.644, 645, 646 & 647. If this condition is not met then the offer of the bidder will be considered to the enquiry for which the bidder is eligible based on the chronological order of the bid enquiry for which the bidder has participated at the discretion of GESCOM. If the Bidder participated in all Bid Enquiries & found responsive as L1 Bidder for all Bids, then the Bidder will be eligible for award only 02 Bids as per chronological order.
