Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant documents

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-)soon after contract has been issued to bidder

Conditional tenders will not be accepted

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The Tender processing fee shall not be refundable

Royalty on construction materials and other taxes will be deducted as per prevailing Govt orders

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval

The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KW-3

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

Contractor should carryout additional test required to test the suitability of materials

The safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Formation levels and other data furnished are bare minimum the contractor should make all efforts to validate and to get additional data if required at his own cost

Materials like steel, cement etc., required for the work shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work at their own cost

The contractors assessed available tender capacity will be calculated as per the clause 3.6 of STD tender document Attached

All the items in the tender include all lead, lifts, loading unloading, transportation, labour, hire charges of machinery curing forconcrete works, cost and conveyance of all material and all other such incidental charges necessary for successful completion of works as per the detailed technical specification and direction of Engineer in charge of this work

All precautions should be taken by the contractor so that there are no damages to such public/ private properties

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should indemnify the client

Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, Public works Department, Hunsur Division, Hunsur during office hours on all working days.

Contractor should adhere to HSE (Health Safety Environment) policy applicable for similar projects. Contractor to that extentshould submit HSE document defining all the procedure including the policies before execution of the project

Contractor should take all precautions to ensure that no damage is caused to the existing structures which have beenconstructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost.

The difference in cost deposited by the lowest successful tenderer (for unbalanced) along with the performance security willbe released to the contractor 30 days after the completion of defects liability period.

All the uploaded documents in e-portal should be got verified at the Division office within 3 working days from the stipulateddate of opening of Technical Bid by producing the original documents at the Division office, failing which the tender is liable forrejection. No separate communication will be made in this regard.

The returns submitted to the I.T. along with the Profit and Loss account statement submitted to the I.T. Department should be uploaded for the financial turnover criteria as per tender document attested by Chartered Accountant.

Bankers certificate for the stipulated amount as per clause 3.3 (b) should be submitted in the format as prescribed in the biddocument only. Otherwise tender is liable for rejection

18-Percent GST shall be paid to the tendered amount separately

The success-full contractor should complete the whole work with in 6 months from the date of handing over of site (including rainy season)

The successful Tenderer shall deliver to the Employer a Security deposit in the prescribed form in the favour of the Executive Engineer, PWD Division, Hunsur Division, Hunsur given below for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with the Conditions of Contract

Regarding Appealing aggrieved contractors may appeal to the prescribed (Appellant) authority within 15 days as per KTTPand appeal should be through e-proc only as per Govt.order No:pwd/572/CRM-2020(E) Bangalore DT.09-10-2020. The samewill not be considered if appeal through Letters.

Contractors should be registered as KPWD Class-III and above Civil Contractor

Rs 50,000 of the EMD should be paid through e-payment as specified in e-procurement portal and the remaining balanceamount of EMD must be produced in the form of Bank Guarantee by uploading the scan copy of the Bank Guarantee. The original copy should be produced at the time of Technical Bid Opening

The defect liability period for this project shall be 2 Years.

The quantities for the necessary deviation road and cofferdam are provided on a one-time basis in the BOQ and any additional quantities required for completion of the work shall be deemed included in the Contractors rates no extra payment shall be admissible, and such works shall be executed at the Contractors own cost and risk.

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

List of existing commitments and ongoing works

List of works for which tenders already submitted

Banker Details for reference

Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded

(Work-done certificate from not below the rank of an Executive Engineer or equivalent. (Section 3)

3.5 Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under, Assessed available tender capacity (AxNx2.5 - B) where. A is Maximum value of civil engineering works executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress. N is Number of years prescribed for completion of the works for which tenders are invited. B is Value, at 2026-27 price level, of existing commitments and on-going works to be completed during the next 6 months (period of completion of the works for which Tenders are invited)
