Eligibility criteria for tendered item for LHB Coaches : A) Regular/Bulk order: 1. The bidder shall meet the requirements set out in latest RCF bid Document Ver- Clause 2.13.6. The similar item shall be "FRP lavatory module for any type of LHB/ MEMU Vande Bharat/Vande Sleeper/Namo Bharat Rapid Rail coach. B) Developmental Order: 1. The bidder shall meet the requirements set out in latest RCF bid Document Ver- 14 Clause 2.13.6. 2. Firm should have in-house infrastructure and M&P for manufacturing of the tendered item. (MDST: 139 Latest version) NOTE:- ALL BIDDERS MAY NOTE THAT 1) Tender specification with latest Rev./Amendment is to be followed. 2) For HL-3 compliant lavatory module as per MDTS 43373 Rev-01 or ICF/MD/SPEC-436 with Annexure - I A. Test report as per Sr. No. 11 of Table 4 of MDTS 43373 Rev-01 for fire resistance (with specified value of R1 HL3 & Evaluation Standard EN 45545-2) from NABL accredited Lab or ATIRA lab or DRDO, Pune or CIPET or any Govt. Lab or Testing lab accredited as per lSO/EC-17025 to perform/ conduct fire test as per EN45545-2 (Proof of same shall be submitted) is to be submitted mandatorily by the bidder along with their bid. B. Test report as per Sr. No. 9 of Table 3 of MDTS 43374 Rev-0 for fire behaviour Hard/Rigid Foam (with specified value of R10 HL3 & Evaluation Standard EN 45545-2) from NABL accredited Lab or ATIRA lab or DRDO, Pune or CIPET or any Govt. Lab or Testing lab accredited as per ISO/IEC-17025 to perform/ conduct fire test as per EN45545-2 (Proof of same shall be submitted) is to be submitted mandatorily by the bidder along with their bid. C. Test Reports of all other parameters shall be mandatorily submitted by successful bidders during prototype approval as per respective approval as per respective specification(s). Payment Terms

PAYMENT TERM:95% payment against inspection certificate issued by the nominated inspection agency as specified in the contract, and proof of dispatch/delivery of the material to consignee, and balance 5% after receipt, inspection and acceptance of the goods by the consignee. In case of despatch by rail, unqualified Railway Receipt/Parcel Way Bill will be taken as the proof of despatch. In case of despatch by other means such as road transport, receipted challan signed by the gazetted officer at consignee's end will be taken as proof of delivery.

Statutory Variation Clause

Actual GST will be as applicable at the time of dispatch subject to documentary evidence. SVC Clause applicable. (ii) On reduction of rate of tax on supply of goods and services, the benefit of input Tax Credit (ITC) shall be passed on the recipient by way of reduction in prices. (iii) If firm is not liable to be registered under CGST.IGST/UTGST Act, the railways shall deduct the applicable GST from his/their bills under reverse charge mechanism (RCM) and deposit the same to the concerned tax authority:

Option Clause

The purchaser shall be entitled to vary the order quantity upto + 30% anytime within the delivery period (including extended delivery period) on the same terms and conditions. The increase in quantity with respect to the tender quantity can be done even at the time of ordering and the tenderer shall be bound to accept the quantity so ordered on the basis of his original offer. The purchaser shall be entitled to exercise +30% option clause in one or more than one installment as long as the total variation in quantity does not exceed the limit of 30% of ordered quantity.

GREEN TRANSPORT POLICY:- I) SUPPLIERS SHALL NOT ENGAGE TRUCKS/ VEHICLES OF MORE THAN 15 YEARS OLD FOR TRANSPORT OF GOODS TO RCF. II) ALL VEHICLES ENTERING INTO FACTORY PREMISES SHOULD CARRY VALID PUC (POLLUTION UNDER CONTROL) CERTIFICATE AND VALID INSURANCE POLICY. III) VEHICLES MAY UNDERGO SURPRISE CHECK BY RCF FOR GENERAL CONDITIONS SUCH AS TYRES PRESSURE, TANKS etc. AND REPORT SUBMITTED TO CONCERNED CMMs. IV) SUPPLIERS SHOULD ENSURE SPEED CONTROLLERS ARE INSTALLED IN ALL NEW HEAVY VEHICLES. V) RTA NORMS SHOULD BE STRICTLY MAINTAINED FOR DRIVER'S COMPETENCE.
IRS Conditions of Contract: The contract shall be governed by latest version (along with all correction slips) of IRS conditions of contract, and all other terms and conditions incorporated in the tender documents.
