(A) For Regular/Bulk order: 1.The bidder shall meet the requirements set out in RCF bid Document Ver- 14 clause 2.13.6 or latest along with corrigendum and amendments if any issued before the opening date of tender. The similar item shall means any type of Handhold used for Passenger transport vehicles or Rolling stock. Estimated value for tendered item to P.L No.-31648381 is : Rs.1,03,41,225/- Estimated value for tendered item to P.L No.-31648514 is : Rs.3,91,52,400/- Note:CCA/QAP Audit/FAI/Prototype shall be required, if the supplier is manufacturing the tendered item for the first time. (B) For Developmental order: 1. The bidder shall meet the requirements set out in RCF bid Document Ver-14 clause 2.13.6.1 or latest along with corrigendum and amendments if any issued before the opening date of tender. Firm should have in-house infrastructure and M&P for manufacturing of the tendered item. Note: CCA/QAP Audit/FAI shall be required if the supplier is manufacturing the tendered item for the first time. (i) CCA: Capacity cum Capability Assessment: It shall be carried out after Placement of Letter of acceptance. Purchase Order shall be released only after successful completion of the CCA. (ii) QAP: Quality assurance Plan: To be submitted by the firm before the FAI. (iii) FAI: First Article inspection: Prototype to be got approved from CDE RCF before bulk supply.

Payment Terms

95% PAYMENT AGAINST INSPECTION CERTIFICATE ISSUED BY THE NOMINATED INSPECTION AGENCY AS SPECIFIED IN THE CONTRACT,AND PROOF OF DISPATCH/DELIVERY OF THE MATERIAL TO CONSIGNEE AND BALANCE 5% AFTER RECEIPT, INSPECTION AND ACCEPTANCE OF THE GOODS BY THE CONSIGNEE. IN CASE OF DESPATCH BY RAIL,UNQUALIFIED RAILWAY RECEIPT/PARCEL WAY BILL WILL BE TAKEN AS THE PROOF OF DESPATCH. INCASE OF DESPATCH BY OTHER MEANS SUCH AS ROAD TRANSPORT,RECEIPTED CHALLAN SIGNED BY THE GAZETTED OFFICER AT CONSIGNEE'S END WILL BE TAKEN AS PROOF OF DELIVERY.

Statutory Variation Clause

SVC Clause Applicable , however if firm invoices the goods at GST Rate or HSN Number which is different from that incorporated in the purchase order, payment shall be made as per GST Rate which is lower of the GST Rate incorporated in the purchase order or Billed. For which firm would be required to adjust basic price to the extent required by higher tax billed as per invoice to match the all inclusive price as mentioned in the purchase order. On reduction of rate of tax on supply of goods and services, the benefit of input Tax Credit (ITC), shall be passed on the recipient by way of reduction in prices.

Option Clause

OPTION CLAUSE: THE PURCHASER SHALL BE ENTITLED TO VARY THE ORDER QUANTITY UPTO + 30% ANYTIME WITHIN THE DELIVERY PERIOD ( INCLUDING EXTENDED DELIVERY PERIOD ) ON THE SAME TERMS AND CONDITIONS. THE INCREASE IN QUANTITY WITH RESPECT TO THE TENDER QUANTITY CAN BE DONE EVEN AT THE TIME OF ORDERING AND THE TENDERER SHALL BE BOUND TO ACCEPT THE QUNTITY SO ORDERED ON THE BASIS OF HIS ORIGINAL OFFER. THE PURCHASER SHALL BE ENTITLED TO EXERCISE +30% OPTION CLAUSE IN ONE OR MORE THAN ONE INSTALMENT AS LONG AS THE TOTAL VARIATION IN QUANTITY DOES NOT EXCEED THE LIMIT 30% OF ORDERED QUANTITY.
