Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPPP Portal due to internet connectivity issues and technical glitches at bidders end.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

The Item Rate quoted shall include the Royalty Charges on construction materials and other taxes as per prevailing Government Orders.

Conditional tenders will not be accepted.

Financial Year will be reckoned as the period between first day of April and Thirty first day of March of succeeding year (both days inclusive).

The Employer reserves the right to reject any or all Tenders without assigning any reason.

The tenderer should maintain the scheme during the defective liability period.

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 - Qualification of the Tenderer in Section 2: Instructions to Tenderers (ITT), will only be considered for evaluation.

The tenderer shall scan & upload all the original documents required for this bid to the KPPP portal. The Original Documents shall be produced at the time of opening of Bid for physical verification.

Unbalanced tenders should include Security amount and unbalanced amount that is difference of amount put to tender and quoted amount.

EPF and ESI Registration Certificate of Contractor should be uploaded upto date.

During the execution of work, if any minor minerals are required contractors have to abide by the Karnataka Minor Mineral Concession Rules 1994 (as amended up to date). As per the prevailing rules, for any use of Minor Minerals, the contractor has to submit the Mineral Dispatch Permit (MDP) obtained from Mines and Geology Department. If Mineral Dispatch Permit (MDP) is not submitted by the contractor along with the bill, the prevailing penalty and DMF contribution as per Karnataka Minor Mineral concession rules 1994 (as amended from time to time) will be deducted from contractors bills at the time of payment.

The tenderer shall also disclose if there are any bankruptcy proceedings against him.

The contractor quoting 20% below or beyond 20%below has to submit the rate analysis for quoted rates.

The contractor has to furnish Additional performance security deposit of an amount equal to the difference in the amount put to tender and the tendered amount in addition to security deposit of 5% of contract price.

All materials like steel, cement etc., required for the above work should be procured by the contractor only at his own cost. And these materials will have to be got tested by the competent authority before put to use and certificate shall be submitted.

The necessary certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached duly attested to e-tender document. The original certificates/document shall be produced on or before stipulated date and time for verification. Scanned signature of bidder/authorized representative of the bidder shall be attached while up loading bid document.

Each item of BOQ to be read as with all lead and lifts and as per the directions of Engineer in charge.

A copy of GST registration certificate to be uploaded.

Latest copy of the Income Tax Clearance Certificate and Sale Tax Clearance PAN and TAN Nos to be uploaded.

If any of the dates mentioned above happens to be a general holiday, the next working day holds good.

Incomplete tender documents will be rejected.

Corrigendum will be published in web site for all modifications/corrections if any.

The contractor /firm shall send the authorization letter for the representatives duly attesting their signature.

The intending bidder are advised to visit the site of work before submission of the tenders.

If any of the Contractor who have been black listed as per Government order are not eligible to participate in this tender.

As per the Karnataka building and other construction workers welfare cess act 1996 1 % of the bill amount will be deducted from the bill.

The tender Processing charges paid by the bidder are not refundable even if the tender are cancelled.

The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the work listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent.

Further information can be had from the office of the Executive Engineer, Minor Irrigation & Ground Water Development Division, Ballari during the office Hours.

The work done certificate shall be issued not below the rank of Executive Engineer.

All relevant documents as per KW-1 need to be uploaded while submitting bid in general documents provision in KPPP portal.

The contractor shall quote the rates without adding GST either materials or works contract (Service). GST payable by the Contractor under this works Contract will be paid to the Contractor separately over and above the Contractor s bid amount. The increase if any in the GST shall not be paid in the extended period of Contract for which the Contractor alone is responsible for delay as determined by the Authority.

Annual turnover certificate along with Balance sheet certified / attested by Chartered Accountants should be uploaded with 18-Digitis system generated unique number (UDIN Number)

The amount put to tender is Exclusive of GST. Hence GST will be paid separately.
