Equipment Specification

Gantry:-

The CT Scan Should have low voltage slip rings incorporated in the gantry.

The gantry has a tilt of +/- 20 degrees on either side and remote tilt should be available.

The gantry should be provided with user control panels on either side for easy positioning.

The gantry should have 3D laser positioning lights.

The scan field of view in acquisition mode is from 200mm to 500 mm intermediate steps for scanning different anatomies.

Aperture is 70 cm in diameter or more.

Computer section:

Computer offered should be the latest multitasking processors and a menu driven platform with a RAM size of at least 64 GB or more.

The display matrix should be at least 1024 x 1024 or better.

The reconstruction time for a axial scan should be 0.1 sec or better / Image reconstruction rate should be 50 fps or more.

Standard amount of computer RAM should be at least 64 GB or more.

Please specify the hard disk capacity for the console for both images and raw data.

It should have facility to store a least 400000 (512 x 512) images.

External media option: DVD and CD option should be provided as standard. USB, HBB and Memory Stick options to be provided if available.

DICOM facility to send, store, print receive etc should be standard.

PC based connectivity should be standard for easy transfer of images and report.

Additional OEM based work station with archival as well as DICOM print should be included in the scope of supply.

The system should have standard software like isotropic 3D volume rendering, MIP, CT angio display, virtual endoscopy, colonoscopy, Brain perfusion,Dental, should be available. as standard on the main console / work station.

Stenosis measurement, wall motion analysis, etc should be possible on the main console or workstation.

Automatic display of MPR images after scan is required.

The low contrast resolution should be atleast 5 mm or better at 3 HU with 10mm slice on 20cm Catphan phantom. Please mention the dose at which the resolution is achieved.

Artifact suppression protocols to maintain LCR at low dose should be standard.

CT Intervention Description:

Continuous CT is a scanning mode that allows the physician to perform extended, low-dose scans while performing a biopsy

Scan can be controlled by pressing the foot switch in the gantry room or by pressing scan button on the CT Box.

In addition to the console, the resulting images are displayed on two remote ceiling mounted monitors in the scan room (reference image and live image), providing visual feedback during the biopsy.

Imaging Modes:

1.Single Shot Mode -

Activates a scan each time the pedal is pressed

2.Continuous Mode

Activates sequential scans as long as the pedal is being pressed

The system saves only the last image displayed each time the pedal is pressed.

3.Fluoro Mode

Training:

Application training to be provided onsite for total of four weeks for Technician training.

Installation:

Turnkey infrastructure creation works including Civil, Interior works, Electrical, mechanical, HVAC, Fire fighting, networking, furnitures etc will be carried out by TMC engineering dept at cost to TMC. Successful bidder will inspect the site and closely associate with and help TMC to plan, design and execute the turnkey so has to have the facility ready within a reasonable time to accept the equipment and its successful installation without any functional compromise.

Local Service Support: Should have local office and service support/service engineer for attending the breakdown calls, please provide the address along with list of engineers, their Location and contact details in India.

1. Complete operational manuals and technical information including circuit diagrams should be provided. 2. Company should provide technical support for hardware and software, spares and consumables. 3. Company should provide required spares and consumables for at least 7 years even after discontinuation of the model. 4. Bidders who do not qualify this critera shall not be considered. Bidder should provide address of the authorized service centre and details of number of personnel with training credentials.

Response Time: Should not be more than 6 hrs from lodging a breakdown complaint on toll free or by email.

Upgradibility capability (List down possible upgrades for the quoted model)

On-Line UPS/Voltage Stabilizer requirements suitable for the quoted model to be advised. It will be procured by seprate tender and hence not to be quoted.

Safety requirements:It should follow International / national safety requirement. Please specify certification with certifying agency and country with copies of certificate.

User's list: A list of installations with the address and contact numbers to be provided. ( User list should be for the quoted model.)

Warranty and after sales support

Warranty: 2 years comprehensive-on site- Factory warranty for the entire equipment system. All third party major items, accessories/attachment etc. integrated with the system should also cover 2 years factory warranty from respective manufacturers. The vendor should perform 4 nos. of preventive maintenance services/ year and QA/QC as per prescribed protocol during the warranty period.

Comprehensive Maintanence Contract(CMC): CMC will be freezed at 5% per annum for 5 years on Ex-works cost (exclusive of applicable GST) after warranty. It will included 4 preventive maintenance/ year and all breakdown visits. CMC will cover the complete system inclding X-ray tube, Hardware, software and third party supplies. All bought out items used in system should also be included in the warranty. CMC should include upgrades / update cost, No separate software licence fees will be payable. Should include QA QC annually as per AERB noms.

Penalty Clause:

The supplier and / or its Indian agent will be required to maintain the equipment and all its bought out items (including software updates and various licenses) used for the functionality of the system in good working condition during the warranty/ CMC period with 96% uptime guarantee.

Equipment shall be fully functional to be considered as the uptime. In case of partial functionality, the proportion of functionality shall be determined and downtime shall be adjusted by such proportion (i.e. if the equipment is 70% functional, 30% downtime shall be applicable). In cases where it is not possible to definitely determine the proportion of functionality, the downtime shall be considered as 100%.

The decision of the TMC management or its representative in determining the % of the downtime shall be final and binding.

Essential period to shut down the equipment entirely or partially during warranty/CMC period shall also be included in the downtime while calculating the guaranteed uptime i.e. all features as per specifications in purchase order should be functional for uptime.

The penalty applicable for downtime shall be calculated on an hourly basis and will be at the rate of 0.004% per hour (0.1% per day) of the total cost of the equipment (excluding works), during and up to the period of warranty/ CMC. There shall be a permissible down time of 360 hours per year, beyond which the down time penalty will be applicable.

However, in case of the downtime exceeding seven days (i.e. 168 hrs) at a stretch, the downtime beyond these 168 hours will be considered for calculation of downtime penalty.

The levy of this penalty shall be at the discretion of director TMC irrespective of the overall up time of the equipment throughout the period of the warranty or CMC.

This clause is to ensure maximum uninterrupted service to patients and hence Director, TMC’s decision in enforcing / invoking this clause will be final and binding for all.

For CMC, W.O. issued by TMC shall be final as per D.A.E. Norms. TMC & its units shall not sign separate legal contract as per vendor’s format.

L1 Calculation:

L1 will be based on cost of the entire system at landing cost at TMC ie. Equipment cost, applicable taxes and duties, transportation & insurance charges, installation charges and 2 years warranty.

Important terms to be noted by the bidders:

Read the above scope of supply carefully and quote accordingly. Incomplete and /or partially complete offers are liable to be rejected.

Manufacturer/bidder should clearly indicate typical life span / Life expectancy of the quoted equipment.

Mention typical site requirements for the installation.

Item/Equipment quoted should not be a second hand/refurbished/on verge of obsolescence/outdated model.

Past experience of the bidders in terms of quality of supplied equipments, after sales service and application support will be taken into consideration while technical evaluation.. Bidders who has unsatisfactory past experience in last 2-3 years, in terms of quality of supplied equipments, after sales service and application support, bids of such bidders may liable to be rejected.

Complete and detailed information should be provided in respect to each point specified in the specifications. Technical bids that are incomplete in any respect are liable to be rejected. Provide relevant supportive information, publications, catalogue, etc. Bidders providing misleading or wrong information are liable to be rejected. All technical claims should be printed in the technical brochure of the equipment.

If any contradictory statements /figures/information is observed in the compliance chart and in the technical bid, then the technical information mentioned in the product literature/brochure will be considered true and further evaluation will be done based on the information given in the product literature/brochure. Regarding the warranty and free AMC terms, information quoted in the technical bid will only be taken as valid terms.

Compliance column should be marked with 'Complied/ Not complied'. Details is to be filled with relevant data, figures, range etc. with explanation as applicable in the Remarks column.

We have quoted for all the items meeting the description/scope of supply in the Financial bid as per prescribed format of the Tender documents and we agree that Partial/incomplete offers are liable for rejection.
