Providing outsourcing of lift attendant cum rescuer (semi-skilled) for electrically operated passenger lifts installed at Piru Vihar, Manekshaw Marg, and Cariappa Vihar with electric power operated doors, auto electric levelling device complete and lift attendant/ operator (Semi-Skilled) deployed as per following manner complete all as specified and directed by Engr-in-Charge:- (A) Location and lift details of lift attendant cum rescuer (Semi-Skilled) for outsourcing :- (a) PIRU VIHAR: Building No. P/33 to P/62 (Total 60 Nos. Lift) (i) Lift serving Ground Floor + Eight Floor, i.e. total Nine landing (ii) Including Sundays and holidays (iii) 1st shift - 0600 hrs to 1400 hrs - 03 Nos lift attendant/ operator cum rescuer. (iv) 2nd Shift - 1400 hrs to 2200 hrs - 03 Nos lift attendant/ operator cum rescuer (v) 3rd Shift - 2200 hrs to 0600 hrs - 02 Nos lift attendant/ operator cum rescuer Total = 08Nos Total Qty = 8 x 334 = 2672 Shifts --------------- (i) (b) MANEKSHAW MARG : Building/ Block No. P/1 to P/5, P/8 to P/13 and P/56 to P/64 (Total Nos of lifts = 29 Nos) (i) Lift serving Ground Floor + Five Floor, i.e. total Six landing (ii) Including Sundays and holidays (iii) 1st shift - 0600 hrs to 1400 hrs - 03 Nos lift attendant/ operator cum rescuer. (c) CARIAPPA VIHAR : Building/ Block No. P/1 to P/10 and P/14 to P/18 (Total Nos of lifts = 30 Nos) (i) Lift serving Ground Floor + Five Floor, i.e. total Six landing (ii) Including Sundays and holidays (iii) 1st shift - 0600 hrs to 1400 hrs - 02 Nos lift attendant/ operator cum rescuer. (iv) 2nd Shift - 1400 hrs to 2200 hrs - 02 Nos lift attendant/ operator cum rescuer (v) 3rd Shift - 2200 hrs to 0600 hrs - 02 Nos lift attendant/ operator cum rescuer Total = 06 No. Total Qty = 06 x 334 = 2004 Shifts --------------- (iii) (d) CARIAPPA VIHAR (INTERCOM OPERATOR, SEMI-SKILLED) : Building/ Block No. P/1 to P/10 and P/14 to P/18 (Total Nos of lifts = 30 Nos) (i) Including Sundays and holidays (ii) 1st shift - 0600 hrs to 1400 hrs - 01 No Intercom operator (Semi Skilled). (iii) 2nd Shift - 1400 hrs to 2200 hrs - 01 No Intercom operator (Semi Skilled). Total = 02 Nos. Total Qty = 02 x 334 = 668 Shifts --------------- (iv) TOTAL Lift attendent/ operator/ Intercom Operator (Semi- Skilled) per day against above Four locations= 08 + 08 + 06 + 02 = 24 Nos. Lift /Intercom Operators Total Shifts = (i) + (ii) + (iii) + (iv) = 2672 + 2672 + 2004 + 668 = 8016 Shifts

Providing outsourcing for internal electrification by employing Electrician (Skilled Labour) for 8 hrs per day for checking and attending day to day complaints by means of finding of fault repairing/rectifying the electric defects/faults related to internal wiring, switch, socket, light fittings, fan, MCCB, MCB, DBs, cables of all sizes etc and all accessories including replacement, tightening the loose connections maintained and deployed as per following manner complete all as specified and directed by Engr-in-Charge:- (A) Location and details of electrician (Skilled) for outsourcing :- (a) DIPAC: (i) Including Sundays and Holidays (ii) 1st shift - 0900 hrs to 1700 hrs - 01No Electrician. Total Qty = 01 x 334 = 334 Shifts --------------- (i) (b) LIFT MACHINE ROOM, SHAFT, LIFT CABIN UNDER AOR OF GE(U) P&M (i) Excluding Sundays and Holidays (ii) 1st shift - 0900 hrs to 1700 hrs - 01No Electrician. Total Qty = 01 x 272 = 272 Shifts --------------- (ii) TOTAL Electrician (Skilled Labour) per day against above two locations= 01 + 01 = 02 Nos. Total Shifts = (i) + (ii) = 334 + 272 = 606 Shifts

Notes for Section I (Item No.2.00 to 9.00) :- (i) Contractor shall monitor the duties of all lift attendant/ operator cum rescuer during change of shift and submit report to concerned JE E/M / Engr-in-Charge. The cost of same is deemed to be included in the quoted rate. (ii) Contractor shall install a biometric system to monitor the attendence of lift attendants/ operator cum rescuer at a central location at each of location of Sch 'A' or as decided by Engr-In-Charge. The lift attendants/ operator cum rescuer shall make their attendance with left thumb only or as directed by Engr-in-Charge in special case at start of shift, after 4 hrs of shift and at the end of shift. The attendance report shall be submitted to Engr-In-Charge on monthly basis. The cost of same is deemed to be included in the quoted rate. (iii) All lift attendants/ operators should be in possession of mobile for ease of communication. (iv) The mobile number to be permanently displayed at Central complaint cell of each location and every block/ building inside and outside of lift cabin or as directed by Engineer-in-Charge, and cost of the same is deemed to be included in the quoted rate. (v) Keeping in view the emergent services of lift work following points shall be noted as mandatory requirement in addition to as given in PS of tender documents:- (ai) Contractor has to make necessary arrangement for undergoing OPERATORS TRAINING enabling them to be well versed with rescue operation of trapped person and other lifts safety mechanisms. If the lift attendant unable to rescue the trapped person, they shall immediately inform the concerned Engr-in-Charge / JE. The training is required to be given by OEM only for a minimum period of 07 days.
Notes for Section -I (Item No. 2.00 to 9.00, (Contd.../-) (aii) All the TRAINING CERTIFICATES of operators issued by Lift Manufacturers i.e. any one of M/s Kone India/ M/s Schindler India Pvt Ltd/ M/s Kinetic Hyundai Elevator & Movement Technologies Ltd/ M/s Hitachi Lifts India Pvt Ltd/ M/s Mitsubishi Elevator India Pvt Ltd/ M/s OTIS Elevator Co. India Ltd/ M/s Fujitech India Pvt Ltd/ M/s Johnson Lifts Pvt Ltd/ M/s Thyssenkrupp Elevator India Pvt Ltd/ M/s LT Elevator Pvt. Ltd/ M/s Omega Elevator Pvt Ltd/ M/s Escon Elevator Pvt Ltd/ M/s IES Elevator and shall be submitted to Engr-in-Charge prior to their deployment in the work. It may also be noted that it is sole responsibility of contractor if any mishappening occurs including accident/injury due to any reason, Department shall not be held responsble on this account. Nothing extra shall be admissible on this account from the department. (aiii) All the expenses incurred for providing training shall be borne by contractor and rates for same shall deemed to be included in the quoted rates. (aiv) Contractor shall provide only trained lift attendant/ lift operator / rescuer and certificate to be submitted to the Engr-in Charge (as issued by Lift Manufacturers) within 15 days from date commencement of work failing which Rs. 5000/- per person per month will be deducted. (vi) Duty roster will be submitted by the contractor before commencement of the month for obtaining the approval of JE and Engineer-in-charge. Any change in duty roster will be made by the contractor, only after approval of Engineer-in-charge. (vii) Each lift attendant/ operator shall be responsible for operating the lifts of detailed blocks/ buildings which are at nearest location as directed by Engr-in-Charge. (viii) The lift operators should have the requisite qualification/experience as specified in the tender. (ix) Contractor should arrange proper uniform with name plate on shirt for the operators and its cost shall be deemed to be inclusive in the quoted rate. (x) The operator shall also be responible to inform any complaint of non functioning of lift to the Engr-In-Charge. (xi) The contractor shall provide reliever of lift attendant/ lift operator as per labour rules & regulations.
Notes for Section I (Item No.10.00 to 16.00) :- (i) This item covers only cost of labour for attending complaints and taking down of old material and fixing of supply only items. Materials will be issued under Schedule 'B' only. (ii) Item required to be replaced under these items shall be measured and paid separately as supply only items (iii) Any complaints noted as NO light any time in 24 hrs shall be attended during the time mentioned above deemed to be included in the quoted rate, failing which recovery of rate Rs 1000/- per complaint per day shall be effected from the RARs/FB. (iv) Minor items such as PVC wire of any size as per requirement upto 1.0 mtr length, thimble, electric tape etc shall be deemed to be included in the quoted rate of these items. (v) The complaints / defects shall be rectified within 02 to 04 hours commencing from date and time of notifing the complaint slip failing which a penalty of Rs 500/- per complaint per day shall be levied/imposed on the contractor and recovery shall be made from contractors dues. (vi) Contractor shall arrange suitable T&P and safety equipments including necessary scoffolding / ladder and safety measures to make it functional complete all as specified and directed. (vii) Contractor or his rep shall report daily at before 0900 hours at complaint cell for collection of complaint from the concerned JE/Engr-in-Charge. In case after checking and attending the complaint/defects, if it is found out that there is a major defect which could not be rectified within 08 hours, then the fact shall be brought to the notice of Engr-in-Charge by the contractor/his rep immediately and Engr-In-Charge shall inspect the site in personnel and if he is satisfied with the contractor's view then no recovery shall be made on this account. However, the decision of Garrison Engineer shall be final and binding and the contractor shall have no further claim on this account.
Note for Section-I (item No 10.00 to 16.00, Contd..../) :- (viii) The electrician shall be in possession of mobile and two wheeler for ease of communication and mobility. (ix) The work is required to be done on all days including Sundays/ Holidays or excluding Sundays/Hoilidays as per location mention above. (x) Electrician should be ITI qualified having 3 years experience / 12th passed having 5 years experience in the respective field. (xi) Duty roster will be submitted by contractor before commencement of the month for obtaining the approval of JE and Engineer-in-charge. Any change in duty roster will be made by the contractor, only after approval of Engineer-in-charge. (xiii) Contactor shall also arrange for reliever as per labour law, the rates for which are deemed to be inclusive in the quoted rate.
Notes for section -I :- (a) The rate quoted for items of outsourcing shall not be less than minimum wages as notified by Government of India/ concerned State Government/ Local Body, whichever is higher and also not less than applicable rates for contribution of employee towards Employees Provident Fund (EPF), contribution towards Employees State Insurance Corporation (ESIC), contribution of Bonus and Labour Welfare Cess (LWC) under respective headings/ sub-items. In case the rates quoted are less than the prevailing rates/ instructions under any heading(s), the bid will be treated as Non-Bonafide/Invalid, shall be disqualified and such bids will not be considered for acceptance. In such case, the lowest bidder shall be determined from amongst the valid/ bonafide bids only. The tender will be considered for financial evaluation only if the Section-I (item Nos. 4.00 to 16.00) are found bonafied. (b) 'NIL' or 'Zero' Quoting against OH & Profit shall be render the bids as 'Non-bonafide' & will be rejected. (c) The GST is included in the rates quoted against all items. (d) Contractor is required to quote only upto two digits after decimal place (as per IS No. 2 : 1960) or otherwise it will be considered by rounding off to two digits after decimal place. (e) In case of tie amongst bidders, the criteria shall be applied to decide the lowest bidder for acceptance as MOC 2007 (Re-print 2012). (f) Bonus will be applicable along with manpower requirement in the tender and as per Bonus rules. The quoted rate against bonus is to be considered for payment on actual basis. The contribution toward Bonus amount is payable only after submission of valid and authentic document in support of having paid the requisite amount of bonus to the workmen. The contractor has to submit the proof of bonus at the time of claim of RAR/Final Bill. Similarly items/ sub items of ‘contribution towards EPF’ and ‘contribution towards ESIC’ shall also be payable after submission of valid and authentic document in support of proof of payment.
SECTION-II
Supply and fixing of 300mm sweep car cabin fan, single phase, 1350RPM in lift with necessary accessories such as fins/ grills, nuts, bolts and wires, etc. suitable for M/s Kone lift including taking down old unserviceable fan complete all as specified and directed by Engr-in-Charge. (Make:- BAJAJ/ CROMPTON GREAVES/GEC/ HAVELLS/ KHAITAN/ORIENT)
Supply & fixing of exhaust fan heavy duty of size 380mm sweep of 900 RPM with louver of metal body including all accessories connections, testing, assembling and making good disturbed surfaces of wall including taking down old unserviceable one complete all as specified and directed. (Make:- Havells/ Crompton Greaves/ Bajaj/ Usha/ Khaitan).
Supply and fixing of hand rails of 40 mm dia stainless steel, medium grade pipe with curved ending including necessary fittings screwing for passenger/goods lifts including taking down old unserviceable hand rails complete all as specified and directed Engineer-in-Charge.
Supply and fixing of 4 mm thick mirror inside the car cabin including all acessories for passenger/goods lifts including taking down old unserviceable one complete all as specified and directed by Engineer-in-Charge. (Make:- MODIGUARD/ SAINT GOBAIN/ PRAYAG/ CERA).
Supply , installation,commissioning & testing of Traveling Cable 4 Core, 1.5 Sqmm copper Wire including taking down old unserviceable one of installed lift at complete all as specified and directed by Engr-in-charge. (Make:- RR KABEL/ FINOLEX/ POLYCAB/ HAVELLS)
SECTION-III (SCHEDULE OF CREDIT)

NOTE FOR SECTION-III (SCHEDULE OF CREDIT): (a) All quantities in credit schedule are provisional. b) The rates to be quoted by the contractor in credit schedule for retrieved materials shall be treated as firm. c) No extra payment on account of removal/disposal of retrieved materials from site is admissible to contractor. d) Any other old materials so retrieved from respective items of schedule ‘A’ shall become the property of Govt. and the contractor has to deposit the same into MES store yard without any extra payment. e) The material retrieved from demolition/dismantling/taking down shall not be reused unless otherwise catered in the respective schedules. f) Schedule of credit amount will not be deducted from BoQ. The same shall be deducted/adjusted through offline i.e in GENERAL SUMMARY.
