Outsourcing services for Mountain Shadow (SMQ Area) area Pump house (1,3 & 4) by deploying One FGM (Skilled) and one Mate (Semi Skilled)/Helper for 24 Hours (03 Shifts- Each Shift for 08 Hours) including Sunday and holiday for pumping of water through IR Plant to the users premises including necessary oxidation of IR Plant and daily backwashing by operating the sluice valve located at different locations of Pump House complete all as specified and directed by Engineer-in- charge. Pump House comprising the followings plants/eqpts:- (a) IRP of capacity 10000 GPH - 02 Nos, 8000 GPH - 01 Nos (b) Submersible pump 15/20 HP Motor - 03 Nos (c) Bore well -03 Nos (d) RCC OH tank 30000 Gln capacity - 02 Nos, (e) Chlorine Dozing System - 03 Nos (f) DG set of capacity 30/ 35 KVA - 03 Nos Total trademan to be employed for this item per day: Electricians - 03 Nos and Helpers-03 Nos.

General Note for item No 1.01 to 1.02 above :- General Note for item No 1.01 to 1.02 above :- Note ‘A’:- (a) Water supply stores and elect supply stores, DHPP(N), Chlorination Chemical, bleaching powder etc as available with department shall be provided to the contractor by the department for tjhe running installation. (b) Timing and location of deployed staff shall be decided by Engr-in-charge.(c) Weekly reliever of the same trade shall be provided by the contractor to each tradesman without any extra cost. (d) If any loss/ damage takes place during operation, the same shall be made good by contractor and cost of the same shall be deemed to be included in the rate quoted by the tenderer. (e) Duty persons shall not leave the duty station without reliever. (f) Contractor must submit the following documents within 15 days from commencement date, otherwise Rs. 400/- per day penalty will deducted from contractor's dues. (g) Qualification of the supervisor / trademan / helper. (h) Application for issue the identity card / security passes. (ac) Risk insurance policy of tradesman. (j) DG sets shall be operated only as and when required during power failure and as directed by Engr-in-Charge. (k) The installation premises shall be kept clean and tidy by cutting grasses, vegetations and trimming tree branches through required T&P etc for inspection purposes all the time, cost of which shall be deemed to be included in the quoted rate. (l) Cleaning of pumps and Motor of DG Sets, oiling greasing, tightening of nuts and bolts, gland packing, fuel tank cleaning, change of oil, topping-up of DHPP (N), Battery maintenance with electrolyte solution, preventive maintenance of self starter, dynamo/alternater/radiator etc shall be deemed to be included in quoted rate. (m) Location of duty for any tradesman for the above item may be shifted or relocated in the interest of the department as directed by Engr-in-Charge in writing. (n) The operator should be properly dressed (White stripe shirt, Black trousers & Black coloured leather shoe and embosed with letter on the shirt as "OUTSOURCED GE (AF) BORJHAR". (o) If any operator/ Mechanic found absent from his duty penalty should be imposed @ double the rate quoted by the contractor per operator/ mechanic and if plant is not running more than 4 hrs due to with minor fault @ Rs 500 per day and repair period shall be treated as absent from shift duties. (p) If any operator/Mechanic found not wearing uniforms as per note (n) above on any day, penalty shall be inforced @ Rs 20.00/Shift. (n) Payment should be given to the contractor from the date of handing/ taking of installation from the department
(a) The cost of the following conditions shall be deemed to be included in the quoted rate by the tenderer:- (i) The outsourcing services shall be carried out in 3(three) shifts of continuous 08 working hours each shift including Night shift, Sunday/Holiday etc. as per operational requirement as per the direction of Engr-in charge. (ii) The outsourcing services shall also include refueling, changing of lubricants, routine check up and 1st line day to day maintenance of plants/equipments such as repairing of leakage, tightening of fan belt, hose pipes, fuel/oil/air filters checking/cleaning maintenance in due time, tightening of all loose nut bolts and washers. POL will be provided by the Department and Record of Consumption of the same be prepared and attach with the Final Bill. (iii) General cleaning of all installtions, maint of fencing around the complex, cleaning of area by cutting grass and removing of vegetation, maint of flower bed inside the complex. (iv) Cost of log sheet /break down register and any other relevant register as directed. (v) PPE(Personel protective equipments) like two sets of uniform, safety leather shoe, rain coat, cap, gloves, etc shall be preovided to the operator as directed by Engr-in charge. (vi) T & P required at site such as torch light, hand tools,grass cutting tools etc, shall be made available in the installation. (vii) If any loss/damage take place during operation, the same shall be made good by contractor and cost of the same shall be deemed to be included in the rate quoted by the tenderer. (viii Duty persons shall not leave the duty station without reliever. (ix) Contractor must submit the following documents within 15 days from commencement date, otherwise Rs. 300 /- per day penalty shall be deducted from contractor's dues. (a) Qualification of the supervisor / trademan / helper . (b) Application for issue of the identity card / security passes. (c) Risk insurance policy of tradesman. (d) Contractor shall submit documents of EPF of employee, Proof of payment of workers through Bank. (x) Contractor shall pay the workers as per minimum wages as approved by Govt on present date. (xi) Contractor shall submit the payment details of wages for every month duly signed by the trademan in token of receipt of wages along with bank statement which shall also be signed by contractor and athenticated by the Engr-in charge.
(b) The Lump sum estimated cost mentioned above is based on the current minimum fair wages pronounced vide GOI, Ministry of Labour and Employment office of the CLC(C) New Delhi vide their No F.No.1/20(3)/2021-LS-II dated 23 Apr 2021 effective wef from 01.04.2021 and do not includes insurance, EPF and GST. (c) However contractor shall be responsible for compliance of all statutory provisions relating to minimum wage rates, labour laws/acts and insurance, rules/ regulations framed by Govt time to time in respect of the persons employed by him. (d) The tenderer shall work out his lump sum amount which includes all applicables taxes, EPF, Insurance, GST, all other expenditure such as stationary, uniform, shoes, safety equipment, releiver etc and anticipated increase of wages during the currency of the contract. Nothing extra shall be admissible on this account. (e) In case the payment made by the contractor is less than the minimum wages to the labourer, no payment shall be admissible to the contractor. (f) The contractor shall produce documentary evidence in support of salary disbursed to their employed trademen for the subject work alongwith documentary evidence of EPF deposited in favour of employed labourer, failing which no payments shall also be admissibe to the contractor and contractor shall be liable to pay the penality of applicable EPF. (g) The payment of salary to the staff employed shall be made by the contractor within 1st week of each month but not later than 7th day of each month, failing which one percent of quoted amount penalty per week subject to maximum of 10 percent for delay in payment to their employed trademen shall be liable to be paid by the contractor. (h) Items to be replaced shall be obtained by the staff from MES store yard and unserviceable material shall be deposited in the store yard. (j) No claim what so ever on account of delay in payment of RAR due to the default of contractor shall be admissible at later stage. (k) Contractor is responsible for taking shut down of electricity before repair/replacement of electric equipments/services and no claim what so ever on this account for any kind of miss happening/damages shall be entertained. (l) POL if required shall be issued under Sch'B' in POL store.Contractor shall draw & transport the POL from store to installation at his own arrangement. (m) In case of unreasonable rates, the contractor shall be asked for analysis of quoted rates and if contractor fails to establish the reasonability the tender of such bidder shall be considered as non bonafide. Decesion of the Accepting officer in this regard shall be final and binding. (n) Testing of water samples from state govt laboratory for chemical and bacteriological test of Raw water and Treated Water in four equal intervals as directed (Total 04 set of testing) by Engr-in-charge
Note B’ (i)Spares will be issued by the Deptt when required (ii) All tools required for above will be arranged by contractor. However the following tools should be provided to the tradesmen at the time of takeover of installations from department (a) Home toolkit ( Taparia Cat No. 1021) -03 Sets shall be provide (b) Hacksaw Frame with blade -03 Sets (c) Pipe Wrench -03 Nos (iii) Carrying DHPP (N) from AGE E/M store yard at MT Section will be arranged by contractor. (iv) Qualification of Operator/Elect will be minimum Class X pass with sufficient experience of running Pumps /DG Sets /Wiremen License/ITI certificate. (v) Qualification of Mate (Semi Skilled) will be minimum Class X pass with sufficient exposure of controlling valves / electrical works. vi) Police verification report for issuing security passes to tradesmen will be arranged by Contractor before employing them at MES Installations (vii)Contractor should provide releiver for their staff so that they can get one day holiday in a week. (viii) Contractor will produce the list of persons employed with their photographs before commencements of works. (ix) Asbestos Rope, Gland Packing, Engine oil, Leather Gasket, Nut & Bolt, ACSR Jumpers will be measured and paid separately.
