Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka.

It shall be the responsibility of the Bidder to ensure that the Tender Processing Fee and Earnest Money Deposit (EMD) are credited to the respective receiving bank accounts of the e-Procurement system on or before the last date and time prescribed for bid submission.

EMD payments through the e-Payment mode shall be made as a single transaction. Payments made in part are liable for rejection.

The Licensor invites Tenders under the Two Electronic Tender Document System from eligible Tenderer(s) for the selection of a Licensee for the erection, commissioning, operation and maintenance of large format advertisement display boards on a DBOT basis at identified advertisement sites in the HDBRTS Corridor in the form of Billboard/Unipole/Bipole/Gantry with lighting.

The Tenderer shall pay the Licensor the Yearly License Fee during the License Agreement period. The Yearly License Fee quoted by the Tenderer shall constitute the sole criterion for the evaluation of the Financial Tender. The Tenderer quoting the highest Yearly License Fee shall be declared the Successful Tenderer. Goods and Services Tax (GST), as applicable, shall be paid by the Licensee in addition to the Yearly License Fee.

The Tenderer(s) shall not have been blacklisted or be under an order of debarment from participating in any Tender as on the date of the Notice Inviting Tender.

The contracts of the Tenderer(s), including the contracts of each consortium member in the case of a Consortium, shall not have been terminated.

The Tenderer(s) shall not be insolvent, under receivership, bankrupt, or being wound up. The affairs of the Tenderer(s) shall not be administered by a Court or Judicial Officer. The business activities of the Tenderer(s) shall not be be suspended, and the Tenderer(s) shall not be the subject of legal proceedings for any of the foregoing reasons.

The Tenderer(s) shall meet the following eligibility criteria. a. The Tenderer(s) shall be either a Proprietorship Firm, Company, Partnership Firm, Limited Liability Partnership Firm, or a Society registered under the relevant statutory law. The term Tenderer(s) used herein shall apply to both a Single Business Entity and a Consortium. b. The Tenderer(s) shall have the following registrations. i. Registration under the Goods and Services Tax (GST). ii. Permanent Account Number (PAN) issued under the Income Tax Act, 1961.

The Tenderer shall hold valid registrations, licences, approvals, and permissions as required under the applicable statutory provisions for undertaking advertisement activities.

The Tenderer(s) shall establish their experience (Technical Capacity) as set out below. The Tenderer(s) shall have successfully provided similar services to any Government Department, Government Undertaking, Government Company, or any establishment incorporated under the Companies Act, 1956 or the Companies Act, 2013, in any two financial years out of the last five completed financial years preceding the last date for submission of Tenders.

The Tenderer(s) shall have achieved a minimum annual financial turnover of Rs. 2784.00 Lakhs from advertisement display services executed on a DBOT basis in at least two financial years out of the last five completed financial years preceding the last date for submission of Tenders. The turnover requirement has been updated to the 2025-26 price level.

The Tenderer(s) shall have satisfactorily completed, as a Licensee, at least one similar work of advertisement display services on a DBOT basis of value not less than Rs. 232.00 Lakhs. The value has been updated to the 2025-26 price level.

The Tenderer(s) shall have liquid assets and/or availability of credit facilities of not less than Rs. 35.00 Lakhs. Acceptable evidence shall include credit lines, letters of credit, or certificates issued by Nationalized Banks to meet the fund requirements.

The Tenderer(s)/Lead Member shall have a minimum Average Annual Turnover of INR 27,84,00,000 (Indian Rupees Twenty Seven Crore Eighty Four Lakhs only) from the business of advertisement display services in any two financial years out of the last five completed financial years preceding the last date for submission of Tenders, namely Financial Years 2021-22, 2022-23, 2023-24, 2024-25, and 2025-26.

The License Period shall be 12 years and may be extended for a further period of 3 years, subject to satisfactory performance of the Licensee and at the sole discretion of the Licensor.

The Tenderer(s)/Lead Member shall have achieved a minimum annual financial turnover of Rs. 2784.00 Lakhs from advertisement display services executed on a DBOT basis in at least two financial years out of the last five completed financial years preceding the last date for submission of Tenders. The turnover requirement has been updated to the 2025-26 price level.

The Tenderer(s)/Lead Member shall have satisfactorily completed, as a Licensee, at least one similar advertisement display service executed on a DBOT basis, with a contract value of not less than Rs. 232.00 Lakhs. The contract value has been updated to the 2025-26 price level

The Tenderer(s)/Lead Member shall have liquid assets and/or availability of credit facilities of not less than Rs. 35.00 Lakhs. The availability of funds shall be supported by credit lines, letters of credit, or certificates issued by Nationalized Banks for meeting the fund requirements.
