Charge for annual Comprehensive servicing maintenance contract of Safe Ride Elevator Make 2 Nos. 08 (Eight) Passenger MRL (Lift No. 1 & 2) for G+3 Storied Prashasan Bhavan Building at Suri in the district of Birbhum. (For one year)
A) SCOPE OF WORK: 1) The motto of the comprehensive Preventive and corrective maintenance is to minimize Breakdown/ Fault of Lift and to ensure hassle free, smooth operation of the Lifts round the clocks i.e. to maximize reliability and to minimize downtime, for the sake of smooth service. 2) Periodical preventive maintenance should be carried out once in a month by skilled technician under supervision of experienced supervisor. 3) Breakdown/ Fault restoration within 4 hours in case of minor fault and within 24 hours in case of major fault. 4) Evacuation of personnel within 2 hours if trapped inside the Lift in case of emergency. 5) Preventive periodical maintenance includes to checking of Lift machine, Controller, gear assembly, wire/ rope, trailing cables, all safety devices, Car and hall doors, door-frame & sill, COP & LOP, Door drives, ARD system including condition of Battery etc and also to examine and systematically adjust, lubricating, repair and renew the lift machine, motors and controller parts including gear assembly magnet coil, break or break motors, break shoe liner, brushes, windings, commutators, rotating elements, magnet frames and other mechanical parts using only genuine parts including supply and fixing of spare parts as required. 6) Replacement of any spare, if found defective or malfunctioning / showing erratic behavior at the time of preventive or breakdown maintenance, including replacement/ rewinding of Motor, repairing / replacement of V3F controller, battery of ARD, Emergency Light of the Lift & machining of Gear etc. to maintain the Lift fully functional with all safety features. 7) Mock testing of ARD system at least once in a month. 8) Repairing/ Replacement of Intercom system, Voice annunciation system to ensure that operational condition. 9) Repairing/ replacement of Cage Light, Cage Air-ventilation system, LED lights of illuminated hall and cage buttons etc. 10) Maintenance of Logbook and keeping record for every preventive and corrective maintenance mentioning details of spares replaced/ repaired and safety checking performed as per proforma provided by this department. 11) Regular cleaning of car enclosures and hoist way & Lift pit. 12) Repairing/ Replacement of COP and LOP.
B) EXCLUSION : 1) Painting / polishing of Cage and Hall doors, Cage etc. 2) Major faults of Electrical panel (not the control panel attached with the lift) at machine room for receiving the main power. 3) Lift pit light / machine room light. 4) Repair to any defect arising out of misuses or negligence on the part of the lift users/ operator or any accidental damage as detected at the discretion of the E.I.C.
9) Decisive report of the lift inspector, PWD, during maintenance will be treated as final and authentic and will be binding of the contractor notwithstanding anything contained in the terms & conditions and accordingly the decision of the E.I.C. would be a binding to the agency. 10) Bills should be submitted quarterly along with photocopy of Log-book and Service Challans to the concerned J.E. 11) Any fault either due to maintenance is liable to penalty if the situation be so. Quantum of penalty would be decided by EIC depending on the gravity of situation. 12) The agency must be equipped with a cell phone to look after the overall maintenance of the lifts and interact with the officer, staff of P.W.D./ Authority concerned. 13) Downtime may be allowed to bare minimum to attened faults. However, any negligence on the part of the agency is subject to unilateral penalty, be it detected on the spot or there after (even after payment). Any downtime owing to any sorts of repair or maintenance work has to be notified in front of the lift entrance mentioning the reason. 14) In case of renewal of contract for further period of time under same rate and Terms & Conditions, the renewal prayer must be submitted to the concerned J.E. / A.E. at least one month prior to the completion of this contract.
The philosophy of “Public Interest” would be the MOTTO of this maintenance contract. Any deviation may be viewed otherwise. If any kind of incapability & negligence are noticed in observing all the above-said terms & conditions causing inconveniences to public service, is subject to unilateral penalty, be it detected on the spot or thereafter (even after payment). This Department also reserves the right to deduct the cost from the bills of the contractor on pro-rata basis as determined by the Engineer –In-Charge for any shortfall in observing above T&C. In that case, the above-said contract may be terminated without issuing any notice and Stringent & punishable action may be taken against the contractor.
N.B: i) Rate should be Quoted per Lift per Month basis. ii) Payment will be made after availability of fund from concern Department. iii) Payment will be made as per P.W.D norms.
