TRACTION MOTOR BLOWER INCLUDING MOTOR (WOUND WITH CORONA RESISTANCE WIRE) AS PER CLW SPEC NO CLW/ES/3/0019 ALT-G OR LATEST AND RDSO SPEC NO E-10/3/09 (Motor) WITH AMENDMENT NO 01 to 06 FOR THREE PHASE LOCOMOTIVES

Special Eligibility Criteria

   For Bulk Order: The Purchaser reserves the right to procure either Entire or Bulk quantity (minimum 80% of Net Procurable Quantity) from the CLW/BLW vendors categorized as approved vendors for the tendered item as per directory of approved vendors available on Unified Vendor Approval Module (UVAM ID:2100034 & 2100009). Approved sources of "Motor" for Traction Motor Blower are eligible for bulk order but in that case respective "Blower" is to be procured from CLW/BLW approved sources. Similarly approved sources of "Blower for TRACTION MOTOR are also eligible for bulk order but in that case respective "Motor" is to be procured from CLW/BLW approved sources. Tenderers to indicate the offered make of both "Motor" as well as "Blower" and submit letter of consent of supply from relevant Approved source of Motor/Blower. (b) Approved Vendors whose prototype for the tendered item has not yet been cleared will be considered for bulk orders subject to type test/consistency test For Developmental Order (for Qty. Up to 20% of NPQ): Offers of developmental vendors appearing in above U-VAM for the tendered item (without any condition for prototype/ field trial clearance) can be considered for developmental order up to 20% of NPQ. For Developmental Order (for Qty. Up to 5% of NPQ): Offer from Developmental vendors appearing in above U-VAM (with condition for prototype /field trial clearance) can be considered for developmental order for small quantity up to 5% of NPQ. Authorized dealers/ distributors need to quote with Tender specific authorization from the approved vendors/developmental vendors/Manufacturers failing which offer will be summarily rejected. While issuing such authorizations the approved vendors/developmental vendors/Manufacturers must ensure that these authorized dealers/distributors are in a position to raise inspection requests on IREPS.

   In keeping with the Public Procurement (Preference to Make in India) Order, 2017, as amended, and in terms of clause 2.4.2, 2.4.5 and 2.4.6 of Instructions to Tenderers for e-Tender, Rev. 1.21 of April 2024, Public procurement of this item is restricted to Class - I and Class-II local suppliers only. Thus, only class-I and class-II local supplier as defined under the public procurement (preference to Make in India) Order, 2017, as amended shall be eligible to bid in this tender. Offer from vendors who do not quality to be Class - I (Local Content :minimum 50% ) or Class-II (Local Content: minimum 20% but less than 50%) local supplier, shall be summarily rejected and, therefore, such vendors should not participate in the tender. In case any vendor who does not qualify to be a Class - I or Class-II local supplier for the tendered item participates in the tender, such a bidder does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the bidder on this account.

   No Exemption for EMD will be given to firms except to those firms as mentioned in the Instruction to tenderers 1.21 April 2024. If the firms, other than those exempted, fail to submit EMD along with the offer, their offer will be summarily rejected.

   Security deposit (SD) Performance Security for stores contracts will be 5% of the contract Value.

   The tenderers in their bids shall indicate the details of their jurisdictional assessing officers (Designation, address & email ID). Also tenderers are required to furnish the correct HSN code for the offered item along with their bid.

   Tenderers must upload a letter from OEM on OEM's letter head giving address of manufacturers premises where inspection shall be done otherwise the offer will be liable to be ignored. This may be combined with letter of authorization itself.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
