Standard format of certificate to be submitted by the bidder is enclosed as Annexure-I. It shall be mandatorily incumbent upon the tenderer to identify, state and submit the supporting documents duly self- attested/digitally signed by which they/he is qualifying criteria mentioned in the Tender Document. Annexure-I referred above is attached in document.]
i) In case of road delivery, the date of delivery at destination (Consignees end) shall only be treated as delivery date irrespective of F.O.R./F.O.T. condition mentioned elsewhere in the contract/tender. (ii) The bidder confirms that rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance, and such terms i) In case of road delivery, the date of delivery at destination (Consignees end) shall only be treated as delivery date quoted anywhere else should be ignored. (iii) (a) Regarding MSE purchase preference firms, please refer clause 15.0 part B of Southern Railway tender conditions available under the link Public Documents->Stores/Supply. (b) Goods and service Tax: Please refer part A Para 14.0 of Southern Railway tender conditions available under the link Public Document -> Stores/Supply. (d) Tenderers are advised to refer instructions to tenders (Part A) and Tender conditions (Part B) for other terms and conditions available under the link Public Document -> Stores/Supply. (iv) Please enter the percentage of local content in the material being offered. Kindly enter 0 (Zero ) for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions. (v) For PUBLIC PROCUREMENT POLICY (Preference to Make in India ), please refer Para 16.0 Part B of Southern Railway Tender Conditions available under the mentioned link. Procurement of the item is restricted to Local suppliers with minimum local content of 20% (Class-I or Class-II Local supplier as defined in Railway Board letter no: No.2020/RS(G)/779/2/Pt.1 dated 25.09.2020) only and the vendors who do not qualify to be "Local suppliers" (i.e., "Non-Local suppliers" with local content less than 20%) should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a "Local supplier" for the tendered item participates in the tender, it does so at it's own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. (vi) Tenderers shall confirm the following declaration failing which the offer will be ignored. " I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India. I certify that this bidder is not from such a country or, if from such country, has been registered with the Competent Authority. I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered. Where applicable, evidence of valid registration by the Competent Authority shall be attached."
