Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPPP portal due to internet connectivity issues and technical glitches at bidders end.

The borewell drilling work has to be executed under the supervision of Assistant Executive Engineer of concerned Sub-Division / A.E of Sub-Divisional Works unit.

The material should be of ISI marked and approved quality of competent authority and the purchase bill invoice and repayment of procurement should be produced on completion of work.

The guarantee period of actual equipment will be one year from the date of commissioning / handing over and if any defects / trouble arises during the period of one year the cost of repair and replacement should borne by the tenderer.

Conditional tender will not be considered.

Sub - leasing / G.P.A of work is prohibited

Tender application amount will not be refundable

The contractor has to compete the bid (quote the rates) for all Schedule B items of the works mentioned

The Contractor shall pay the Earnest Money Deposit EMD & Tender Transaction fee in the KPPP portal using any of the following payment modes Credit Card, Direct Debit, National Electronic Fund Transfer (NEFT), Over the Counter (OTC)

The tenderer shall scan and upload all the original documents required for this bid to the KPPP portal. The original documents shall be produced at the time of physical verification.

1Percentage of the bill amount of the successful tenderer will be deducted towards cess as a labour welfare fund

The contractor has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials

All documents enclosed should be attested by Gazetted officer or Government Notary, otherwise the bids are liable for disqualification. Original documents should be produced for verification at any stage of the Tender process, as and when sought for. Failure to produce original documents will lead to disqualification. Work done certificates should have all the CR no, work order issuing date, work completion date and year and it should be signed not below the rank of Executive Engineer.

The Tenderer shall have valid Class III and above Civil contractor license issued by KPWD/MI (uploaded original registration certificate should be produced during evaluation)

Omission and typographical errors which are in the opinion of the executive Engineer will not be a ground for claims of extra payment

The tenders are invited as per Standard tender Bid Document KW-1 and shall abide for the conditions contained in Standard tender Bid Document KW-1.

Price adjustment clause will not be applicable as per prevailing government order and only star rates are applicable.

The contractor shall quote the rates WITHOUT adding GST for either materials or works contract (Service). GST payable by the contractor under this works contract will be paid to the contractor separately over and above the contractors bid amount

Executive engineer reserves the right to accept or reject any tender and to cancel the tender process and reject all tenders at any time prior to award of contract, without there by incurring any liability to the affected tenderer or tenderers or any obligation to inform the affected tenderer or tenderers of the grounds for the employers action

The contractor must upload existing commitment of the ongoing works in hand for the calculation of tender capacity if he fails to submit the existing commitment details such tenders are liable for rejection

All documents to be furnished are to be counter signed by the employer in charge, not below the rank of an executive in-charge or equivalent.

The Defects Liability Period is 365 Days after the completion of work

The contractor should have own / hire / leased bore well drilling rig registered with Karnataka Ground water authority, Bangalore and Form-7A issued by the competent authority to be uploaded.

Any incident occurring during the process of drilling of borewell work will be sole responsible of the contractor and department is not responsible for any such incidents.

The bidder should submit copy of letter issued by geological department regarding borewell point and depth at which water is available. (In presence of AEE & Section officer concerned)

The bore wells should be drilled in the lands of the beneficiaries as per the sanctioned estimate

In case the drilled borewell is failed, the agency should completely close the drilled borewell and seal the top with cap in presence of AEE & Section Officer

The contractor should install casing pipe and mark the depth of water available after drilling of borewell and produce water yield certificate to concerned AEE & Section Officer

ITT 3.2 To qualify for award of this contract, each Tenderer in his name should have in the last five years period. i.e. (2019-20, 2020-21, 2021-22, 2022-23 & 2023-24). (b) Satisfactory completion as a prime contractor for at least one similar work such as drilling of borewell work of value not less than Rs. 1.06 lakhs.
