Note for all items of this BOQ :-
SITE FOR EXECUTION OF WORK :- Tenderer shall note that entire work shall be executed at Runway / taxi track/ Tarmac & around airfield area.
Due to continuous Flying commitment at Sulur Station, site for execution of work will be available only on Saturday, Sunday, Holiday and non flying days as decided by the ATS authorities.
The tenderer has to arrange his working schedule accordingly.
The tenderer has to liaise with the ATS authorities two days prior to the scheduled day of work accordingly.
No claim on account of non availability of the entire site after award of work or handing over the site in piecemeal manner shall be entertained by the department at any stage.
The tenderer shall adhere to time frame as per the user’s requirement and as per demand. The demand and the location of work will be intimated either by the rep of user/ MES rep well in advance. In case of failure to attend the demand in time penalty will be levied for each day @ Rs 500/ for non-completing the requirement till completion of particular work. The nature of the work related to Airfield maintenance, hence the delay is not acceptable.
The unit rate quoted deemed to be considered for First Aid and necessary safety arrangements equipment’s to be provided by the tenderer for workman.
M & L for Preparing of old black top surfaces by brushing with wire brushes for removing caked mud etc, sweeping with brooms and finally fanning the cleaned surfaces using air blowers to remove all loose dirt etc complete and applying one coat of cold Polymer Modified bitumen Emulsion (PME) Rejuvenator by spraying with mineral filler as recommended by manufacturer of PME (after diluting with water), each coat diluted in the ratio 1:1 (PME : Water) and ensure uniform finish of PME on Runway surface. PME shall be applied using mechanically operated pump with compressor and nozzle arrangement at uniform pressure and rate, all as per manufacturer instruction and all as specified and as directed by Engineer-in-charge.
Note :- The tenderer shall take into consideration the following points while quoting rate for above item:-
(a) Due care shall be taken for friction parameters during application of PME as per ICAO standard and friction test shall be carried out on newly PME applied surface by skid resistance test (SRT) using british pendulum SRT device.
(b) It will be the responsibility of the tenderer to arrange british pendulum SRT device and carry out necessary testing as directed without any extra cost to Govt
(c) Material shall be procured from the authorised manufacturer only.
(d) The work shall be carried out through authorized and qualified applicators of the manufacturer only in presence of departmental and user representative.
(e) Two year warranty of material performance and application performance shall be obtained by the tenderer from the authorized manufacturer of PME and the same shall be submitted to Engr-in-Charge on completion of work as specified. Warranty includes the fact that the structure will remain water tight and no further cracks will be formed, excluding damage caused by natural calamities. Permeability test (ASTM D 2434) to be conducted on the surface prior and after to application of treatment.
(f) A sum of 2% of the quoted amount shall be retained out of the final bill amount as security deposit and the same shall be released to the contractor after satisfactory expiry of two years performance guarantee period. A performance guarantee certificate for two years shall be submitted by the tenderer to GE on completion of work as specified.
(g) Care shall be taken to fill gaps/cracks up-to 3mm size with mineral filler as per manufacturer's instructions.
(h) Mineral filler (fibrous cum quartz powder) shall be added as per manufacturers instruction.
(j) Electric supply shall be arranged by the tenderer at its own arrangements and rate quoted is deemed to be inclusive.
(k) The tenderer shall adhere to time frame as per the user's requirement and as per demand. The demand and the location of work will be intimated to the tenderer either by rep of User/ MES rep well in advance. In case of failure to attend the demand in time, penalty will be levied for each day @ Rs. 1000/-per day for non completing the requirement till completion of Particular work. This penalty is exclusively other than condition 56 of IAFW-2249 and shall be treated as interim condition of the contract.
(l) The decision of the Accepting Officer in this regard shall be final and binding.
(m) The nature of work is related to Flight safety. Hence no delay is acceptable.
(n) minus price adjustment shall be applicable if quantity of PME using less than specified and the rate shall be worked out based on paid voucher and market enquiry.
(o) Plus price adjustment shall be not applicable if quantity of PME Applied more than specified as per surface conditon is required.
M & L for grass/vegetation cutting, removal of bushes, leaves, soil or any other waste material debris along the Runway edges and surrounding area of Air Field of any size in width and depth and removing the debris to a distance exceeding 5 Km outside MD land periphery of the airfield all as directed.
Note: The tenderer shall take into consideration for following points while quoting rate for the above item : (a) Grass cutting shall be done using mechanical earth moving machineries with jungle jim attachment as and when required and as directed (b) One Skilled jungle jim tractor operator & 01 Tractor with Jungle Jim attachment to be provided by the contractor as and when required (c) POL for jungle jim tractor to be borne by the contractor (d) Cutting grass for 8 hrs shall be considered as one day.
M&L for Runway edge shoulder dressing by picking stones/ any foreign materials, cleaning/cutting the grass on runway shoulder edges manually or with hand operated petrol/kerosene driven grass cutting machine and removing the materials/ grass waste from Runway edges to a distance exc 250m all as directed Note: Contractor shall provide 02 Nos of skilled manpower to execute the job alongwith necessary grass cutting equipments / machineries and POL etc on requirement basis as directed by Engineer in charge.
M&L for repairs to runway cracks by using 'RUNPHALT' bitumen tubing/ rope for filling of cracks on the runway width of crack 5mm to 7mm with the help of screw driver pushing it inside the crack then apply direct flame 20-30 second through torch method complete all as per manufacturers instruction and as directed by Engineer-in-Charge. Make:- M/s Srijan System PVT Ltd or equivalent as approved by GE

M&L for Cleaning of existing open drain of any width and depth by using jet water pressure mechanical pump, suction pump and removing mud/ silt, vegetation growth, plants/small trees etc to a distance outside MD land, including repairing cracks in cement mortar (1:3) where noticed in surface of drain complete all as specified and as directed.
M & L for moorum/red bajri filling including spreading and levelling in layers not exceeding 15 cm thick, spread, levelled and rammed Including watering and rolled to true surfaces with 8 to 12 Ton capacity power roller to achieve compaction of 98% modified proctor density complete all as specified.
Note for Item No 17 above :- (i) Moorum/red bajri required shall be brought from outside MD land. (ii) Compaction of moorum filling shall be carried out under optimum moisture conditions up to the standard proctor density not less than 98 percent. (iii) Measurements shall be taken after consolidation earth and 5% deduction shall be made for payments.
M&L for removing the existing damaged filled sealing compound including polyethylene rod by raking end using blow lamp and cleaning of expansion/construction/dummy joints of concrete pavement free from dust and applying masking tape on edge of joints to prevent accidental spillage of sealant on top slab surfaces to give a neat finish, provision of polyethethylene backup rod 10-15mm dia in any type of joint and sealed with 10-12 mm thick polyurethane based sealing compund confirming to BS 5212-1990 or equivalent of approved colour after application of suitable primer and removing the masking tape after the sealant filling etc complete all as specified and as per manufacturers instructions. The size of the joint is 8 to 12 mm wide for any type of joint.
M&L for removing the existing damaged filled sealing compound including polyethylene rod by raking end using blow lamp and cleaning of expansion/construction/dummy joints of concrete pavement free from dust and applying masking tape on edge of joints to prevent accidental spillage of sealant on top slab surfaces to give a neat finish, provision of polyethethylene backup rod 15-25mm dia in any type of joint and sealed with 10-12 mm thick polyurethane based sealing compund confirming to BS 5212-1990 or equivalent of approved colour after application of suitable primer and removing the masking tape after the sealant filling etc complete all as specified and as per manufacturers instructions. The size of the joint is 12 to 20 mm wide for any type of joint.
M&L for removing the existing damaged filled sealing compound including polyethylene rod by raking end using blow lamp and cleaning of expansion/construction/dummy joints of concrete pavement free from dust and applying masking tape on edge of joints to prevent accidental spillage of sealant on top slab surfaces to give a neat finish, provision of polyethethylene backup rod above 25mm dia in any type of joint and sealed with 10-12 mm thick polyurethane based sealing compund confirming to BS 5212-1990 or equivalent of approved colour after application of suitable primer and removing the masking tape after the sealant filling etc complete all as specified and as per manufacturers instructions. The size of the joint is above 20 to 45 mm wide for any type of joint.
Note for item no 19 to 21 above: (a) The existing sealant compound shall be taken out completely using blow lamp and joint shall be cleaned with wire brush and loose particles dust etc shall be removed by using hand pump before applying primer. (b) Any spillage of material during filling over the slab shall be removed and cleaned by contractor and any damage accrued to the concrete slab will be made good by the contractor without any extra cost to the department. (c) Make M/s STP Ltd, M/s Pidilite Industries Ltd, M/s Sika India Pvt Ltd, M/s Fosroc chemicals India Pvt Ltd, M/s Choksey chemicals Pvt Ltd
M&L for Levelling of runway shoulders with grader mechanical machine and rolling of surface with road roller of capacity 8-10 tonne, including removal of boulders and other materials obtained from the airfield area complete all as specified and as directed.
M&L for applying one coat of white wash on walls /concrete pavement surface including preparation of old surfaces complete all as specified and as directed.
Demolition of brick work or stone/ boulder masonry, built in cement mortar including all quoins, pillars etc., including removing debris material to out side MD land complete all as specified and directed.
M&L for Brickwork with fly ash bricks using old size bricks, straight or curved on plan exc 6m mean radius built in CM 1:6 complete all as specified and as directed
M & L for Rendering 10 mm thick on brick or concrete surfaces, in cement mortar 1:4 as per manufacturer instructions finished even and smooth without using extra cement complete all as specified and directed.
M&L for Carefully lifting/taking out the suspended RCC drain cover slab laid over drain near Air Field of any size upto 1.5 Sqm in plan area without damaging and placing in the orginal position after completion of repair / de-siltting work complete all as specified and as directed at site. Note:- The work area is inside Airfield where the flying operations frequently held. Hence, repair works is to be done as and when site is available with prior permission from air force authority. Proper placing of the RCC cover slabs shall be done at end of the working day. RCC cover slabs must not left and uncovered near the drainage and shall be removed under the supervision/ instructions of site executives only. Relaying cover slabs can be done as per the demand/need of the user unit depending upon the flying operations.
M & L for removing leaves, grass, bushes, soil, plastic bags or any other waste material debries from drain and surrounding area of Air Field of any size in width and depth and removing the debris to a distance exceeding 5 Km outside MD land periphery of the airfield including removing and refixing cover slab after carried necessary repair work in CM 1:3 complete all as specified and as directed
M & L Preparation of old painted surfaces of steel/iron surfaces of any description, over 10cm in width or girth,not otherwise described and applying one coat of red oxide/zinc chrome primer and one coat of synthetic enamel paint complete all as specified and as directed
Surface dressing not exc 15 cm deep in soft/loose soil all as specified and as directed.
