Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of Reservation Category and domicile certificate certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance of the last date and time for receipt of tenders. The department shall not be responsible for non-accessibility of the KPP Portal due to internet connectivity issues or technical glitches at the bidders end.

The bidder shall pay the Contract Management Module processing fee, and the tender processing fee shall be non-refundable.

Conditional tenders will not be accepted.

The tenderer shall bear all costs associated with the preparation and submission of the tender, and the employer shall in no case be responsible or liable for those costs.

Royalty on construction materials and other applicable taxes will be deducted as per the prevailing Government orders.

As per the Karnataka State Government Order No. LD/300/LET/2006, Bangalore, dated 01.01.2007, and Government Letter No. PW/134/BMS/2007, dated 27.07.2007, an amount equivalent to 1% of the bill value will be deducted towards the Construction Labour Welfare Fund.

All scanned documents to be uploaded shall be original, and the Employer reserves the right to verify the documents before approval.

The successful tenderer shall deliver to the Employer a security deposit in the form of an FDR, in the name of the Chief Officer, TMC Mudubidire, for an amount equivalent to 5% of the contract price, along with any additional security for unbalanced tenders, in accordance with the Conditions of Contract, at the time of the Agreement.

1.All safety precautions, warning signs, night illumination, reflectors, and deployment of security guards must be ensured so that no untoward incident occurs due to negligence or any project activity. The contractor shall indemnify the client to that extent. 2.The contractor must take all necessary precautions to ensure that no damage is caused to public or private property.

The contractor shall strictly follow the prevailing rules of the Labour Act.

The employer reserves the right to cancel or withdraw any or all tenders at any time without giving any reason.

The contractors assessed available tender capacity shall exceed the tender value and will be calculated as per the attached STD tender document.

In the event of the contractors death after executing the agreement and commencement of the work, his legal heir, if an eligible registered contractor and willing, may execute and complete the work at the accepted tender rates, irrespective of the cost of the work.

Contractors are instructed to submit only relevant information and records as required and specified in the qualification criteria. Any junk, superfluous, or unnecessary documents uploaded will be considered misleading, and such tenders are liable to be rejected.

It is mandatory that the turnover certificate be duly signed by a registered Chartered Accountant, along with the UDIN number.

As per Government Circular No. FD 355 EXP 12/2024 dated 01.08.2024, the Letter of Intent (LOI) will be issued through the Karnataka Public Procurement (KPP) Portal 2.0 software. The contractor must accept the LOI online and submit the Bank Guarantees (BGs) through the KPP portal, otherwise, the tender will be rejected as per the guidelines.

The contractor shall take all necessary precautions to ensure that no damage is caused to existing structures constructed by other agencies during project execution. Any damage caused must be rectified at the contractors own risk and cost.

The cost shall include the price of all materials, conveyance, lead and lift charges, loading and unloading charges, labor charges, and all incidental expenses, as well as the hire charges of all machinery and equipment required for the successful completion of the work. The work shall be executed in accordance with standard technical specifications and under the directions of the Engineer-in-Charge.

As per G.O. No. FD 876 EXP-12/2017, Bangalore, dated 10-10-2017, and G.O. No. FD 506 EXP-12/2024, dated 20-08-2024, a Security Deposit equivalent to 5% of the contract price shall be deducted from every running bill. However, in the case of the 1st and final bill, the entire Security Deposit will be deducted from the final bill (if applicable).

Intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender Documents KW-1.
