MANNING AND OPERATION THROUGH OUTSOURCING OF 66/11 KV MRS, 11 KV MAIN POWER HOUSE (MES) AND RHPD OIL DISTRIBUTION SUB STATION UNDER GE (WEST) PATHANKOT

Maintenance & operation and routine maintenance of HT 66/11KV installation including control room and switch yard at fodder area round the clock having accessories in sub stn required 01 skilled & 01 un-skilled labour in three shifts as under:

(a) HT panel VCBs of 11 KV ,3 phase ,50 HZ ,800 amps ,25 KA incoming feeder -02 nos make: Kirloskar.

(b) All as per 1(a) but Outgoing feeder -04 nos.

( c ) All as per 1(a) but Local transformer feeder -01 nos.

(d) All as per 1(a) but Bus coupler -01 nos.

(e) All as per 1(a) but Capacitor feeder -02 nos.

(f) Battery charger having float cum boost of capacity 220 volts DC and 20 amps rating -01 nos.

(g) Battery bank comprising 110 nos dry batteries of 2 volts ,100 AH -01 set.

(h) DC distribution board single phase ,make: UPS international -01 nos.

(j) AC distribution board fitted with wattmeter ,voltmeter & ammeter of 440 volts rating , 50 Hz make : UPS international -01 nos.

(k) RTCC panel indoor type of 66 KV ,make: Kirloskar -02 nos.

(l) Transformer control relay panel of 66 KV indoor type ,make: ABB -02 Nos

(m) Line control and relay panel of 66 KV indoor type,make: ABB -01 nos.

(n) Secrurity light distribution board 440 volts - 01 nos.

(o) DG set of 25 KVA with AMF panel, Make: Kirloskar -01 nos.

(p) (i) Lightening arrestor single phase of 66 KV -09 nos (ii) metering unit -01 nos, (iii) Motorized line isolator installed on 66 KV system complete with operating box unit -06 nos.

(q) SF 6 circuit breaker of 66 KV system ,make: Areva - 06 nos .

(r) Mannual operating isolator installed on 66 KV system complete with operating box unit-06 nos.

(s) Potiential transformer of 66 KV for bus bar 1 and 2 -06 nos

(t) Current transformer of 66 KV for protection -06 nos.

(u) On load tap changer attached with power transformer 66/11 KV -02 nos.

(v) Power transformer 6.3/8 MVA of 66/11 KV complete ,make: Kirloskar -02 Nos.

(w) Capacitor bank outdoor along with RVT isolator, mechanism and earth switch operating rod of 1.9 MVAr,50 Hz,rated voltage -12KV -02 nos.

(a) HT panel VCBs of 11 KV ,3 phase ,50 HZ ,630 amps ,25 KA incoming feeder -01 nos make: Kirloskar.

(b) All as per 2(a) but Outgoing feeder -08 nos.

( c ) All as per 2 but Local distribution transformers -64 nos.

(d) All as per 2 but HT OH Lines and UG cables.

(e) All as per 2 but LT OH Lines and UG cables.

(f) All as per 2 but LT panels, MCCBs and other Maintenance works.

(a) HT panel VCBs of 11 KV ,3 phase ,50 HZ ,630 amps ,25 KA incoming feeder -01 nos make: Kirloskar.

(b) All as per 2(a) but Outgoing feeder -03 nos.

(c) All as per 2 but Local distribution transformers -07 nos.

(d) All as per 2 but HT OH Lines and UG cables.

(e) All as per 2 but LT OH Lines and UG cables.

(f) All as per 2 but LT panels, MCCBs and other Maintenance works.

Notes for ser item no 1 to 3 of sch 'A' Part -I (A) Item rate quoted by contractor for serial item no 1 to 3 schedule 'A' shall be include for following provisions:

(i) The rate quoted by the contractor includes for providing 25 % of reliever for 3 shifts and 10 % of reliever for One /two shifts.

(ii) Employment of qualified operators with helpers for operating and maintaining the installation including daily examining the eqpts for its servicing /defects and minor repair for its smooth and trouble free functioning .

(iii) Contractor shall employ one qualified operator (diploma holder /ITI holder) and one helper to run and maintain the installation round the clock in three shifts starting from 0800 hrs with one operator and one helper in each shifts of 8 hrs durations of shifts is as under: (a) 1st shift - 0000 hrs to 0800 hrs. (b) IInd shift - 0800 hrs to 1600 hrs. (c )III rd shift - 1600 hrs to 2400 hrs .

(iv) The qualified operator to be employed by the contractor shall have qualification certificate of Govt recongnised ITI/NCVT in trade of electrician. The operator having diploma in electrical engineering with two year experience or ITI in electrical trade with minimum experience of 03 years in operating and maintening HT panels and eqpts of 66 KV sub stn .Contractor shall submit attested copy certificate of technical qualification and experience certificate of staff employed and the original certificate shall be produced for verification on demand to the Engr-in-charge within 15 days of the commencement of work.

(v) Contractor should adhere all the labour laws and rates are deemed to be included in the quoted rates.

(vi) The contractor shall provide and maintain all installation charts displayed, daily records /log sheets and communication system (mobile phone etc) ,are deemed to be included in the quoted rates.

(vii) Contractor shall provide uniform to each operator/electrican and helper to maintain identiy of operating staff employed by the contractor.

(viii) Before commencement of work,the contractor has to take over all the panels/machineries along with signed inventory stating the conditon the same has to be return back to department without damage the equipment.

(ix) During currency of the contract ,if any machinery becomes UNSV due to normal circumstances, the contractor shall intimate the same within 02 hrs to the department.

(B) Provision of penality for non compliance of contract agreement listed here in before:-

(i) In case of non submission of original doucments of qualification of staff employed by contractor to engr-in-charge of verfication with in 15 days of commencement of work,recovery at the rate of 1/30th of the quoted amount per month /shift for operator shall be made accounting from the 16th day from the date of commencement mentioned in work order No: 1 Engr-in-charge /JE shall make requiste entries on daily basis in daily record register for non compliance of contract provisions.

(ii) In case of absence of electrican and helper from duty in any shift ,recovery shall be made as given below:

(a) Rs 300/- per shift for electrican/operators .

(b) Rs 250 per shift per helper .

(iii) It is also made clear that in case of any loss /damages to the Govt property occurs due to negligence /non performance of contractual obligations by the contractor ,or his operating staff employed ,it will be the responsibility of the contractor to make good loss/damages at his own cost.

(iv) In case of non wearing of the uniform by the operating staff lumpusum recovery of Rs 50 per person per shift shall be made.

(v) The contractor and staff employed shall have an authentic /valid license to operate and maintain plants of 66 KV capacity .

(vi) In case of contractor's failure in maintaining the installations clean and tidy ,a lump sum recovery of Rs 500/- per month per installation shall be made from the contractor.

PERFORMANCE SECURITY :- (Refer condition 19 of IAFW-2249) The performance security for an amount equivalent to 5% (Five percent) of the accepted contract sum shall be delivered by the successful bidder within 28 days from the date of intimation letter of acceptance and all provisions shall be applicable as per condition 19 of IAFW 2249
