CRANE Design, Supply, installation, testing and commissioning of electrically operated, overhead travelling (EOT) cranes of capacity 5 Ton, conforming to IS : 3177 (latest revision), suitable for operation on 415 Volts, 3 Phase, 4 wires, 50 HZ supply, double girder box type, with necessary steel supporting structures, with Hoisting, Cross Travel (CT) , and Long Travel (LT) with micro drives through clutch and geared motor of suitable capacities with control panel, power and controlling cables, confirming to relevant ISs, controlled by pendent push button station and radio remote control switch of operation, with and including the followings: - Girder: (i) Girders fabricated using fresh tested steel plates to IS: 2062 Gr ‘A’ obtained directly from Main steel producers (like SAIL, RINL, TISCO, Jindal, Vizag steel), cut to size using the latest CNC profile cutting machines and welded using modern welding practices. All welds shall be subjected to radiography test to ensure defect free welds.
(v) Brakes for all drives shall be Electro-magnetic shoe brakes according to the application. (vi) Hooks shall be shank type supported on anti friction thrust bearing and the sleeve pulleys shall be made out of malleable cast iron or fabricated, conforming to IS: 3815. (vii) Controls: The crane shall be controlled by pendant. The main electrical components shall be housed in sheet steel enclosures suitable for indoor application conveniently located for easy maintenance. Standard protection devices for overload protection and short circuit protection shall be provided. (viii) All other incidental, Civil, Electrical and Mechanical works. For the followings: (a) Five (05) tons capacity, Approximately 16000 mm span, Approximately 23000 mm longitudinal travel, Top of the crane 9000mm, Approximately 6000 mm hook height to be installed in storage building of Wksp but excluding RCC bracket complete.
Notes for item no 12.18 to 12.20 above: 1. The various dimensions given above are approximate. Drawings showing Plans, Elevations, Sections and Structural details are enclosed. The contractor is advised to verify the drawings as well as visit the site of work for accurate measurements of these dimensions. In any case before undertaking fabrication work the contractor must ascertain the final finished dimensions. 2. The subject crane is meant for the purpose of handling small to medium components of engine assembly. 3. The crane will be put to use for 365 Days’ continuous duty with CT, LT and Hoist movements 4. The department shall be responsible for providing suitably rated electrical outlet in the Main Electrical Control Panel/Main Distribution Board of the buildings (Refer Drawings). All other works, electrical earthings and associated incidental and minor works shall be the responsibility of the contractor. 5. The details of RCC brackets, End plates etc are shown in relevant drawings. The contractor shall certify that these are sufficient and meets the requirements of his design.
6. The shop floor environment will be dust prone, humid, Corrosive (Due to presence of Caustic Soda Vapours) welding fume filled and ambient temperature going up to 50ºC. Weather conditions are tropical. Crane shall be kept in the normal shop floor condition without any temperature controlled enclosure / shop. Max. temperature variation is 25 deg Celsius in 24 hours. Sound level should be minimum and the crane should have decent aesthetic look. Ambient Temperature: 4º C - 50º C & relative Humidity: 95%. 7. The crane is to designed by the contractor. Major Technical specifications of the crane are given below. These are to be complied with by the contractor/manufacturer. The parameters which are not specified are to be as per Contractors'/OEM's own design. The contractor shall submit following drawings, giving all design parameters and get the drawings approved from the Garrison Engineer. The drawings shall be complete in all respect.
(i) Duty Class: M5 for Indoor operations, (ii) Lifting Capacity: 5 Ton, (iii) Span: 16 Metre, (iv) Height of Lift: 9.00 Meter (top), (v) LT Wheel Rail Track Size: R-52, (vi) Bay Length: 23 Meter, (vii) Clearance between Rail Top to Enclosure Roof: As per design approved. (viii) Hoist: Hoist should be as per IS: 3938 (latest version) of STAHL, DEMAG, INDEF make. Only Low Head Room Hoist shall be acceptable. (ix) Maximum Speed (Meter / Min.): (a) Hoisting: 4 (b) Cross Travel: 8 (c) Longitudinal Travel: 10 (x) STRUCTURAL FABRICATION (Constructional Details): (a) Bridge Girder: Shall be of Double Girder Box Type construction having Minimum vibrations. (b) End Carriage: Fabricated from rolled steel sections / plates as per IS:2062 (c) Raw Material: Only tested quality steel Fe 410 WB as per IS-2062, IS:1964 & IS:808 and certified for quality by reputed inspection authorities, shall be used.
(d) Number of Joints allowed: Single Joint (e) Welding Electrodes for all Horizontal Welding: E 7018 Electrode only should be used. (f) Welded Joint Testing: All Butt Welded Joints (both compression/ tension and flanges / web joints)shall be subjected to 100% X-Ray Testing and X-Ray Films to be produced for evaluation and form part of the completion documentation). (g) Mechanical Joints: Fit Bolts (as per IS 3640 –1982) for all joints coming in main members. (h) Heat Treatment & NDT Examination: The Trolleys shall be stress relieved, if necessary, by thermal heat-treatment process after welding & NDT. All welding shall be tested by NDT means [MPI, LPI & RT] after stress relieving operation (Govt. approved Test House & certificate). Manufacturer to furnish the details of facilities for Heat Treatment furnace & NDT Lab at their works. All the welded joints should be NDT tested by Govt. approved Test House & certificate / X-Ray films to be submitted at time of inspection.
(i) Wheels: Wheels shall be of forged and made of C55 Mn75 Carbon steel, Hardened to BHN 300-350 (a) Cross Travel (CT) - Contractor to submit the size and supply Contractor to submit (b).2 Long Travel (LT) - Mention the wheel diameter in drawings & Shall be matched with the above rails. Contractor to submit (xi) Gear & Gear Boxes Details: Gear Box should be of fabricated type duly stress relieved. Pinions made of En 24 and gears of En 18. Gears in all the Stages shall be helical in design and to be of machined, lapped and hardened Straight and helical spur gearing shall normally be used for all motions. Worm and bevel gears shall not be used. First and high speed reductions shall be through helical gears. All first reduction pinions and also the other pinions if feasible shall be integral with the shafts. All gears shall be of hardened and tempered alloy or carbon steel with machine cut teeth. Gear tooth shall be cut in metric module system.
Surface hardening of teeth is not allowed. The Gears / pinions should be hardened to HRC 50-55 and ground. Please note that gears and pinions must have pressure angle of 20° only. (xii) Lubrication: Suitable lubrication system shall be provided for gear box, all rotating parts wherever applicable. Details of the same to be furnished. Please indicate the type of Lube. Oil & grease, quantity also. (xiii) Rope Drum: Shall be of fabricated type stress relieved or seamless pipe. The circumferential weld joints shall be tested by 100% X-Ray quality (Please mention the size). (xiv) Type of Coupling: Couplings should be flexible geared Barrel type. No pin / bush / rubber type coupling to be used (xv) Machining Operation: All mechanical mating surfaces and wheel seating areas are to be machined to the required finish and protected.

Contractor to provide Maintenance Platform: Maintenance / service platform of load carrying capacity approximate. 250 Kgs. of sufficient width shall be provided & fixed through bolted joints only. A hand railing sufficient height Contractor to provide and toe guard (Min 100mm) shall also be provided. Platform shall have anti-skid grating. Guards: All the moving parts should be duly covered with guards as per safety norm. Proper guard / cover / tray to prevent falling of bolts from coupling etc should also be provided, wherever required. (Contractor to provide details)
(xvi) Input Power Supply: Shall be 415 ± 10% Volts, 50 ± 3% Hz, 3 Phase, AC. (xvii) Control Voltage: Shall be 110V AC (xviii) Protection: All Panels, Limit-Switches and Motors shall have IP 54 protection. Motor Details: Squirrel Cage Induction Crane duty motors, Totally enclosed, fan cooled, Insulation Class-F & confirming to relevant latest IS:325, and IS-123, S4 duty, 150 starts per hour and 40% CDF. Contractor to provide other details like No. of motors, capacity of motor, Frame size, make, type and No. of poles etc. (xix) Type & details of Brakes for all motions: Conical rotor type or "Fail to safe" action type Electromagnetic shoe / disc brakes type to be provided to hold the mechanism in position instantaneously as soon as the power supply is 'OFF' either accidentally or intentionally for all motions. (xx) Electric Contactors: shall have SIEMENS / L&T / GE contactors suitable for Crane operations. Crane duty AC-4 ratings. (xxi) Contactors Rating: The rating of all Contactors shall be at least 50% higher than the respective electric motor full load current, at the specified duty cycle.
(xxii) Wiring: All the panel wiring should be done by using standard multi core Copper highly flexible, double insulated cables and of Butyl Rubber. (xxiii) Earthing for Electrical items in Crane: Shall be carried out as per IS. (xxiv) Trailing Cables: Trailing cables (Extra flexible having copper conductors only) should be travelling on rollers moving on separate I- Beam parallel to Bridge Girder and both for LT & CT shall be supplied and Erected by supplier. (xxv) Illumination: 2 Nos. of not less than 35 Watts LED Lamps & fittings shall be provided under the Bridge and 1 No. shall be provided under CT Trolley. Fittings shall be of non-integral type. (Total lights 3 Nos.). (xxvi) Limits Switches: Hoist shall be provided with both rotary and counter weight type (Over Hoisting and Over lowering) Shunt, adjustable type limit switches. Limit switches shall be provided for both CT & LT. Two way lever type for CT both direction and LT both direction. Supply and Erection of DSL: The details of DSL to be provided by Contractor for CT & LT and in scope of Contractor.
(xxix) Painting Instructions: (a) Surface Cleaning: Girder to be shot blasted or chemically treated for surface cleaning, after completion of all operations but prior to painting. Contractor to furnish the details of facilities for Shot Blasting M/c at their/OEM's works. (b) Painting: One coat of Red Oxide Primer with 25 micron DFT (Dry Film Thickness) and 48 hours of compulsory curing after painting (c) The crane should be thoroughly cleaned and final painting with two coats of Corrosion Resistant Enamel Paint (Colour –Golden Yellow) each with a DFT of 25 micron and intermittent curing of 16 hours. Final touching will be done after erection & commissioning at site if required.

(e) Belt and pulley (with 3 Nos V Belts make Fanner) arrangement to adjust speed of the motor with desired rpm of the pump as per OEM's of pump recommendation. (f) All other standard accessories as per OEM of pump recommendation. (g) Cost of PCC foundation as per OEM recommendations shall be deemed to be included in unit rate quoted. EFFLUENT TREATMENT PLANT Detailed Engineering Designing including Hydraulic design, structural design, layout and aesthetic design etc, getting the design vetted from approved design vetting agencies / institutions, supplying, installing, erecting, connecting, testing and commissioning of Effluent Treatment Plant(ETP) based on the principle of -Primary Treatment( Effluent Collection Sump, Bar Screen Chamber, PH Correction Chamber, and Oil and Grease Removal (skimming) Chamber) and Secondary Treatment (Multi Grade Filter and Ultra Filtration) having capacity of 2000 litres per Hour ( 2.00 Cubic Meter per Hour) for treating effluent generated out of washing process of Heavy Vehicles, including washing using, Caustic Soda and other cleaning Agents/Chemicals/ Detergents etc., received at an invert level of not exceeding 0.5 m below ground level at ETP, having raw effluent characteristics as mentioned in Particular Specifications(PS), and required treated water
characteristics as mentioned in PS, considering average flow as 2000 litres per Hour ( 2.00 Cubic Meter per Hour) (no peak factor) with all civil works, electro mechanical equipments, accessories, all associated and sundry civil works, open drains, piping and interconnections, Electrical Panels, Cabling, Earthings, Inspection Platform, ladders, rungs, railings, footpath, plinth protections, overflow/drainage pipes, covers, gratings etc, safety equipments, Valves, interconnections, tools and plants for day to day operation, to function as single, compact and self sustaining type unit with minimum moving/mechanical equipment from the intake of effluent into inlet collection Sump to outlet up to treated water discharge into natural drains/ Storage Tanks all as specified and as elaborated below and all as per tenderer's own design on turnkey basis and on performance guarantee basis. Notes for Item No above : The above item of work shall be operated and executed as under:-
(1) The Tenderer shall be responsible for testing Raw Effluent water input parameters by obtaining representative samples of Effluent and take those parameters into his design considerations. For the purpose of initial estimation, pricing and quoting tenders the raw Effluent parameters specified in PS may be taken into consideration. The tenderer shall be responsible for the Effluent treatment plant to provide the treated water characteristics as mentioned in PS round the clock on 24 hrs x 365 days basis irrespective of the quantity or quality of effluent flow to ETP in the schedule and parameters of inlet Raw Effluent given in PS. (2) The Tenderer shall also be responsible for getting the detailed soil investigation done and take those soil parameters into structural design considerations. For the purpose of initial estimation, pricing and quoting tenders the Soil bearing capacity of 5 Ton/Sq Meter may be assumed. The soil is Black Cotton Soil
(3) The design of the complete plant including hydraulic design, structural design, layout and aesthetics design etc shall be got vetted from the any one of the following design vetting agencies/Institutions: (i) Any of the Indian Institute of Technology(IIT) (ii) Any of the National Institute of Technology (NIT) Having Civil Engineering as one the stream/Department of Graduation level. (iv) From Corporate Office /Head Office of any of the OEM listed Here-in-After. In case vetting is done by OEM, the structural design must be got vetted from a Civil Engineer Having M.E. / M.Tech in Structural Design/Soil Mechanics as his qualification. (v) Any of the Government Engineering College having Public Health Engineering(PHE) as one of the stream at Post-Graduation level i.e. Offering M.E/M. Tech degree in PHE. (4) The tenderer should get the plant installed by any one of the original equipment manufacturer listed Below. For items in respects where no makes are specified, the recommendation of OEM shall be followed.
(a) M/S Ion Exchange Limited, (b) M/S Thermax Limited (c) M/S Fontus Water Limited (d) M/S Hydrotech Paryavaran (India) Pvt Limited. (e) M/S Nitasha Construction Limited (f) Sophisticated Industrial Material Analytic Labs Pvt Ltd. (g) M/S India Technologies Ltd. (5) The Primary Treatment part of ETP is primarily Civil Work, which shall be executed based on Tenderer's own design. For Secondary Treatment Part, the packaged, Factory made assembled and ready to use solutions are available,. Contractor mat at his own discretion use such plant . M/S Ion Exchange make INDION ECO SERVE UF-2000 model or equivalent/higher model of other OEM makes may be used. Alternatively complete plant may be got fabricated/assembled at site. The availability of space is a constraint. Tenderer is advised to make himself familiar with available space before design process.
(6) The technical specifications and capacity of various items in the schedule are given on not less than basis. In case, the Tenderer's design results into design parameter higher than those specified in Tender, the same higher parameters shall be adopted. In case the Tenderer's design results into design parameter lesser/lower than those specified in Tender, the minimum parameters specified in Tender shall be adopted. In case of any change considered necessary in the technical specifications/capacity of any items given in the schedule to achieve the parameters given in PS, the tenderer should furnish the same 15 days prior to receipt of the tender duly justified with their detailed design calculations.
(7) In the event of non submission of revised specifications/capacity as brought out under note (5) above, and in case of any change considered required in the technical specification/plant capacity of any item during execution stage, the contractor shall provide the same without any cost. The rates quoted by the contractor shall be deemed to have been included for all such changes, which are essential to provide satisfactory performance/functioning of the plant. (8) The contractor shall intimate the name of OEM and submit a certificate from the OEM confirming that the entire plant shall be got executed by them with make as listed in tender through them/their accredited agencies before commencement of work.
(9) Structural drawings of all RCC structures (civil work) required to be constructed in the subject work shall be prepared by the contractor based on soil bearing capacity at the site of work and shall be submitted along with soil investigation report duly vetted by IIT/NIT/Government Engg. College within one month of acceptance of tender. The structural design/drawings shall be approved by the Garrison Engineer. The work shall be executed based on these approved drawings. All civil structures shall be constructed as per specifications given in the tender documents, the same shall be as per OEM specifications and as per standard codes. Tenderer shall visit the site of work and ascertain the soil bearing capacity by making soil investigation. Lump sum quoted in respect of Schedule 'A' shall be deemed to have included the cost of above. (10) Civil works like foundation for pumps, ladders for sumps, railing, flooring, plastering etc shall be as per standard engineering practice. (11) All RCC work shall be done with M-30 design mix concrete all as per IS-456 of 200.
(12) Any item not covered in scope but required for completion as per standard engineering practice and smooth functioning of ETP shall be provided as per OEM and the same shall be deemed to have been included in quoted rates. (13) Tenderer shall visit the site and prepare a layout of STP showing all the civil components, plant room, foot path, railing, ladder (external), platform, plinth protection, open drains, over flow pipe, fencing gate etc and get it approved by the accepting officer before commencement of the work duly recommended by GE. (14) All designs, drawing, design calculations etc submitted by the Tenderer shall become Department Property. Department may use these documents as deemed necessary in future. The Tenderer shall have no claim on these documents. (15) The ETP shall be comprising of following Components/Sub-Systems and meeting Following Specifications:-
(a) RAW EFFLUENT COLLECTION & STORAGE SYSTEM:- Raw effluent, generated as a result of washing of vehicles, using Caustic Soda and other cleaning agents/chemicals/ detergents and using high pressure and low pressure pumps shall be collected in drains and drains shall flow under gravity to the Underground Sump. The Scope of work under this item of ETP shall start from construction of UG Sump. (b) Underground Sump, 50000 Litres capacity (i) Construction of One No. Underground sump of 50000 litters capacity, all as per tenderer's own design made of RCC with design mix concrete of grade M-30 and, with minimum free board of 300 mm, depth not less than 4 Meters and not exceeding 5 Meters, with inlet connection with drains, outlet connections, MS rungs on one side, drawing out arrangements, plinth protection not less than 600 mm wide all around, complete in all respect.
(d) PRELIMINARY TREATMENT, BAR SCREEN CHAMBER (i) Construction of One No. fine bar screen chamber, below normal ground level , of suitable size all as per tenderer's own design in RCC construction with design mix concrete of grade M -30 with suitable inlet and outlet connection. Depth of chamber shall not be less than 250mm . Clear walking area not less than 600 mm wide shall be provided on three sides. (e) BAR SCREEN (i) Provision of stainless steel corrugated bar screen suitable for minimum chamber size as per Tenderer's own design comprising of fine screen with suitable lifting arrangement. The fine screen bars shall be of minimum 10 mm size with adequate clear opening and inclined at minimum 45degee and maximum 60 degree angle, GI hand rack, bar rack to be provided of SS 304 bars to cover the width of screen chamber with a racking arm for manual operation.
(f) PH Ccorrection Chamber (i) Construction of One No. PH Correction chamber, below normal ground level , of suitable size all as per tenderer's own design in RCC construction with design mix concrete of grade M -30 with suitable inlet and outlet connection. Depth of chamber shall not be less than 600mm . Minimum volume shall be 5000 litters with minimum 300 mm free board. provided on three sides. (g) Acid/ Alkali Dozing System (At PH Correction Chamber) (i) Provision of 1 No. Acidic/Alkaline dosing storage tank, not less than 100 litters capacity, made of HDPE. (ii) Provision of 1 No. Acidic/Alkaline solution dosing pump flow rate not less than 17.0 Litres per Hours ant 3.5 Kg per Cm square pressure made of polypropylene. (h) OIL AND GREASE REMOVAL / STILLING CHAMBER
(i) One No. oil and grease removal/Stilling chamber all as per Tenderer's own design made of RCC with design mix concrete of grade M- 30 and to be constructed for removal of oil & grease by trapping free floating oil & grease. The minimum capacity of chamber shall be 10000 litters with minimum 300 mm free board. The stilling chamber shall be designed consisting of three compartments, incorporating inclined plates to reduce the suspended solids and free floating oil from wastewater. The design of stilling chamber must be got vetted from OEM in case packaged plant is being used for secondary treatment. The sludge collected in sump shall be disposed of by means of submersible pumps in a holding pit. The free floating oil shall be collected in a oil collection tank. (ii) Provision of 1 No, Tilted plate Inceptor(TPI), oil skimmer 2.3 Cubic Meter Per Hour capacity (j) Sludge Transfer Pump (i) Provision of 1 No. Sludge Transfer Pump Submersible centrifugal pump, electric driven, with minimum discharge 1.0 Cubic meter per hour at 10 Meters of Water Column made of SS316,
(k) NaOCL DOZING SYSTEM (at inlet of Stilling Chamber) (i) Provision of 1 No. NaOCl dosing tank, not less than 100 litters capacity, made of HDPE. (ii) Provision of 1 No. NaOCl dosing pump flow rate not less than 17.0 Litres per Hours and 3.5 Kg per Cm square pressure made of polypropylene. (l) Sludge Transfer Pump (i) Provision of 1 No. Sludge Transfer Pump Submersible centrifugal pump, electric driven, with minimum discharge 1.0 Cubic meter per hour at 10 Meters of Water Column made of SS316, (m) Multi Grade Filter Feed Pump (i) Provision of 1 No. monoblock centrifugal pump, electric driven, with minimum discharge 2.3 Cubic meter per hour at 30 Meters of Water Column made of SS316, (n) SECONDARY TREATMENT: (i) Provision of 1 No. Multi grade filter not less than 525 mm dia X 1550 HOS made of GRP with multi port Valve. Complete with all inlet/outlet connections valves etc. Operating Data-Back wash- 6.0 Cubic Meter per Hour, Time-10 Minutes
(ii) Provision of 1 No. Basket Strainer Filter Jumbo/50 Microns, 20 Inch long, made of PVC. Complete with all inlet/outlet connections valves etc. (iii) Provision of 1 No. ULTRA FILTRATION MODULE Unit 2.3 Cubic Meter per hour capacity made of POLYETHER SULFONE. Complete with all inlet/outlet connections valves etc. Operating Data -Feed Flow rate-2.3 Cubic Meter per Hour, Permeate Flow-2.2 Cubic Meter per Hour, Reject Flow-0.1 Cubic Meter per Hour, Back Flush Flow- 9.0 Cubic Meter per Hour. (iv) Provision of Static Mixer (o) NaOH DOZING SYSTEM (at Outlet of Static Mixer) (i) Provision of 1 No. NaOH dosing tank, not less than 100 litters capacity, made of HDPE. (ii) Provision of 1 No. NaOH dosing pump flow rate not less than 17.0 Litres per Hours and 3.5 Kg per Cm square pressure made of polypropylene. (iii) Provision of back 1 No. Back Flush Pump, electric operated discharge 14.0 Cubic Meter/ hour at 3.5 Kg/ Cm square (iv) Provision of 1 No. UF permeate Water tank, 1350 mm Dia X 1600 HOS made of HDPE
(p) Treated Water Transfer Pump (i) Provision of 1 No Treated water transfer Pump, centrifugal monoblock, electric driven, capacity 2.0 Cubic Meter per Hour at 15 Meter Head complete with valves, inlet and outlet connections. (q) INTERCONNECTIONS: The minimum sizes and specifications of interconnections between different components shall be as under:- (i) Between Raw Effluent Transfer Pump and Bar Screen Chamber- ERW MS or GI Pipe 40 mm dia. (ii) Between Bar Screen Chamber and PH Correction Chamber and Between PH Correction Chamber to Skimming Chamber- APPROACH CHANNEL: Approach channel usually employed in the waste water treatment plant as a simple rectangular open channel to dampen the turbulence of incoming flow and ensure uniform and steady flow after pumping. (iii) NaOCl dosing pump to inlet of skimming Chamber- 1/2 Inch flexible hose (iv) Acid dosing pump to PH Correction Chamber_ 1 1/4 Inch flexible hose.
(v) Suction side of MGEF Feed pump. (vi) MGEF Feed Water Pump Suction and Delivery up to MGEF Filter- 40 mm PVC pipe (vii) All other pipe connections shall be using 40mm/25mm PVC pipes as shown in flow diagram. (r) VALVES: Each pump set shall invariably be provided with a Ball valve matching with pipe diameter at suction side and a Non Return Valve and Ball Valve matching with discharge pipe diameter at Delivery side. (s) TERMINATION POINTS (i) Suitable arrangement for Coagulant dosing at Tilted plate interceptor inlet 15 mm size shall be provided in civil construction. (ii) UF Permeate water tank outlet shall be provided with 40 mm size BS10 TD ÖFF"CRS connections suitable for flow rate of 2.2 Cubic Meter per Hour and further connected through 40 mm dia PVC pipe with treated water pump (iii) Reject outlet/Back flush drain shall be provided with 40 mm size PVC Union socket suitable for Flow rate of 0.1/9.0 Cubic Meter per Hour. (iii) Automatic phase sequence corrector with all necessary equipment e.g. contactor, MCCB, anodized copper bus bar, relay, phase sequence sensor, phase sequence indicator, indication lamp, cable incoming and outgoing connecting provision, control wiring, etc complete all as required and directed by Engineer-in-Charge.
