ELECTRIC MOTOR DRIVEN ONLINE INTEGRATED (COMPOSITE) CNG DISPENSING PACKAGE

Design, Engineering, Manufacturing, Supply (including packaging and forwarding, insurance, handling, loading and unloading at port and delivery & unloading at Client’s store / site of skid mounted Electric Motor Driven Online Integrated (Composite) CNG Dispensing Package of Average 250 SCMH capacity at suction pressure of 14-19 kg/cm2 and discharge pressure 255 kg/cm2(g) suitable for online stations with minimum foot prints. The package shall be inclusive of: A) String test of complete compressor package (3 Stage)with air/nitrogen along with electric motor and accessories at packagers' factory. B) Special tools & tackles (list and price of each tool and tackles to be furnished by the bidder separately in Price Bid) C) Design, Engineering, Manufacturing, Supply (including packaging and forwarding, insurance, handling and unloading at Client's store /site of air compressor of capacity approx. 1.5 kW, discharge pressure approx 7 kg/cm2g , min 100 water litter air receiver and air dryer along with all accessories and auxiliaries. (Excluding SCOPE OF TRANSPORTATION CHARGES for this item, which is to be quoted separately at ITEM No. A.1.1.1 BELOW)

Inland Transportaion upto Delivery location and other cost incidental to delivery of goods at Item Code A.1.1 Note: 1) The tentative quantity wise delivery locations has been mentioned in the notes to MR of tender document. However, the actual delivery location will be mentioned/confirmed at the time of the released order/P.O. GAIL's GA locations are Varanasi, Patna, Ranchi, Jamshedpur, Cuttack, and Bhubaneswar. 2) 1500 Km per CDU has been considered for the purpose of evaluation only. However, the Inland transportation Charges shall be payed for actual distance based on quoted per Km per Integrated CNG package. 3) The distance between the Vendor work/warehouse and delivery location shall be derived on the basis of shortest distance available in Google map / MapmyIndia website.) INSTALLATION, COMMISSIONING, TESTING

Installation, commissioning & Field performance test of integrated CNG Package including all accessories/ equipment(s) i.e. air compressor, CO2 flooding system etc. system at site.

Per DIEM rate towards Extra visits to various Geographical Areas (GAs). Rate to be inclusive of expenses towards boarding, lodging, travel, tools & tackles etc. Note: 1) Bidder to note that "Extra Visit" charges shall be payable only against visits made at sites at various GAs due to reasons directly attributable to the owner such as non-availability of Gas, infrastructure or any other reason which is not attributable to the bidder. 2) No. of days considered for payment against this item shall be no. of days spent at site(s), as certified by Engineer-in-charge/ site in-charge. The same shall be payed on actual basis.

Total amount for Supply, Installation/Erection, Testing, Commissioning, Inland Transportation (for 1500 Km) (inclusive of taxes) based on quoted price.

SERVICES FOR OPERATIONS

Operation charges for 1st year i.e. during Warranty period per shift of 8hrs (4 packages X 3 shifts X 365 days) Note: The quoted rate (for 1 No. of shift) for this item must be equal to or more than INR 1340.

Operation charges for 2nd year i.e. after Warranty period per shift of 8hrs (4 packages X 3 shifts X 365 days) Note: The quoted rate (for 1 No. of shift) for this item must be equal to or more than INR 1410

Operation charges for 3rd year i.e. after Warranty period per shift of 8hrs (4 packages X 3 shifts X 365 days) Note: The quoted rate (for 1 No. of shift) for this item must be equal to or more than INRs 1490

Operation charges for 4th year i.e. after Warranty period per shift of 8hrs (4 packages X 3 shifts X 365 days) Note: The quoted rate (for 1 No. of shift) for this item must be equal to or more than INR 1570

SERVICES FOR REPAIR & COMPREHENSIVE MAINTENANCE [Bidder to quote Percentage Rate for the following in Cell M27, M29, M30 & M31] (Note: Bidder to enter percentage rate for Comprehensive Maintenance charges in NUMBERS, without affixing the % symbol. For Example, if bidder wants to quote 0.40% then enter 0.40, if bidder wants to quote 1.36% then enter 1.36 etc. Total Value will be automatically calculated based on the same)

Lump sum Repair & Comprehensive Maintenance charges (excluding the scope covers under warrantee) per Integrated CNG Package including air compressor for 1st year during warrantee period in all Geographical Areas of GAIL inclusive of all manpower, spare parts, lubricants and consumables etc. (3 packages X 12 Months) Note: The quoted percentage (%) rate (for 1 Machine Month) for this item must be equal to or more than 0.40% of unit price of MR Item no. A.1.1 (incl. GST) quoted by the bidder.

Lump sum Repair & comprehensive maintenance charges (including major overhaul) per Integrated CNG Package including air compressor in all Geographical Area’s under GAIL periphery inclusive of all manpower, spare parts, lubricants and consumables etc. For the below mentioned years (3 packages X 12 Months)

For 2nd Year Note: The quoted percentage (%) rate (for 1 Machine Month) for this item must be equal to or more than 0.50% of unit price of MR Item no. A.1.1 (incl. GST) quoted by the bidder.

For 3rd year Note: The quoted percentage (%) rate (for 1 Machine Month) for this item must be equal to or more than 0.55% of unit price of MR Item no. A.1.1 (incl. GST) quoted by the bidder.

For 4th Year Note: The quoted percentage (%) rate (for 1 Machine Month) for this item must be equal to or more than 0.61% of unit price of MR Item no. A.1.1 (incl. GST) quoted by the bidder.

Total amount for COMPREHENSIVE MAINTENANCE (inclusive of taxes) based on quoted price.

A. PACKAGE GAS LOSS: [Bidder to quote Percentage Rate for the following in Cell M35, M36, M37 & M38] (Note: Bidder to enter percentage rate for "Vent/Leakage rate" for Package Gas Loss in NUMBERS, without affixing the % symbol. For Example, if bidder wants to quote 0.98% then enter 0.98, if bidder wants to quote 1% then enter 1.00 etc. Total Value will be automatically calculated based on the same.) [Bidder to quote fixed value 18.00 only in Cell N35, N36, N37 & N38]

The bidder shall design the Integrated CNG package so that no venting and leakage of gas takes place. Bidder shall indicate actual vent & leakage losses through the compressor. If package loss is quoted more than 1% of suction capacity gas consumption then bid shall be rejected. This quoted figure will be used for evaluation and total quoted price for all packages towards supply, special tools and tackles, transportation, erection & commissioning, operations and comprehensive maintenance will be calculated as per following formulas: F = G * H * I * N * W Where, F = amount in Rs. G = Vent/Leakage rate quoted in percentage H = Cost of Natural Gas per Kg @ Rs. 48/- per kg I = Avg. no. of running hours per year i.e. @ 3650 hours N = Number of machines W = 188 kg/hr for 250 SCMH Notes: 1) The amount (F) as per the above calculations for 5 years shall be considered on NPV basis with discount factor @9% p.a. B. ENERGY CONSUMPTION: [Bidder to quote Percentage Rate for the following in Cell M41, M42, M43 & M44] (Note: Bidder to enter "Energy consumption rate in KWH for every 250 SCMH (188 Kg) of CNG produced" in NUMBERS for Energy Consumption, without affixing the KWH unit. For Example, if bidder wants to quote 32 KWH then enter 32, if bidder wants to quote 33 KWH then enter 33 etc. Total Value will be automatically calculated based on the same.) [Bidder to quote fixed value 18.00 only in Cell N41, N42, N43 & N44]

The Integrated CNG compressor package shall be designed in such a way that Energy Consumption of engine (KWH) should be minimum for production of CNG. Bidder shall indicate actual energy consumption for their compressor package. This quoted figure will be used for evaluation and total quoted price for all compressors towards supply, special tools & tackles, erection and commissioning will be calculated as per following formulas: F = (G-32)x H x I x N Where, F = amount in Rs. G = Bidder’s Energy consumption rate quoted in KWH for every 250 SCMH (188 Kg) of CNG produced H = Cost of Energy @ Rs. 10/- per KWH I = Avg. no. of running hours per year i.e. @ 3650 hours N = Number of machines Notes: 1) The amount (F) as per the above calculations for 5 years shall be considered on NPV basis with discount factor @9% p.a. 2) Energy Consumption quoted by the bidder under guaranteed parameters shall lie within the range of 32 to 34 KWH for 250 SCMH. No benefit will be given below 32 KWH for 250 SCMH. In case the Energy consumption quoted by the bidder exceeds the upper limit i.e. 34 KWH for 250 SCMH, the bid will be rejected.

Net Present Value (NPV) of Annual Operation, Comprehensive Maintenance, Gas Loss & Energy Consumption including GST for Four years based on NPV CALCULATION

Notes: i) GAIL's GA locations are Varanasi, Patna, Ranchi, Jamshedpur, Cuttack, and Bhubaneswar. The location wise quantities may vary considering project requirement. ii) The actual delivery location will be mentioned at the time of the released order (RO)/P.O. iii) Amount towards transportation shall be payable based on quantities actually transported to various locations/GA’s and the rate quoted. iv) Considering large size of GAs, as per requirement, supplies shall be made to designated sites/ stores which may be located anywhere within the GA. Exact location of stores shall be intimated prior to dispatch of material. The bidder is advised to quote single freight charges for each item per km, irrespective of number of designated locations of storage yard. iv) Final inspection shall be carried out in the presence of Owner or its authorized consultant. Bidder shall engage TPI agency at his own cost, approved as per PNGRB T4S for CGD. v) Inlet piping shall be of class 300# (filter, inlet valve and 3-way valve). vi) For SOR Item no. A.3, Bidder to ensure the minimum wages of Skilled labour/worker for construction industries per day (in Rupees) of respective state/ Central (whichever is higher). viii) Deployment of Bidder personal/Resources for Operation will be as per the direction of Engineer In Charge/GAIL representative/GA in-charge with prior information of minimum one month. In case of installation of 2 nos Integrated CNG Packages at a particular CNG Station/Mother station i.e. in same premises, EIC may ask the supplier/Bidder to deploy one personnel for operations of both packages and payment will be done for one personnel/ Resource only.

Total Price for Supply, Installation/Erection, Testing, Commissioning, Inland Transportation (for 1500 Km) including charges for OPERATIONS & COMPREHENSIVE MAINTENANCE and Loading for Gas loss and Enegy Consumption for 4 years (inclusive of taxes) based on quoted price (without NPV calculation) is given in Cell BA48. Note: Total Evaluated Bid Value (EBV) (inclusive of taxes) as per tender condition i.e., based on NPV calculations for cost heads (wherever applicable, as per tender) is given at row below in Cell BB48.
