Construction & Operation of Gati Shakti Multi-Modal Cargo Terminal (GCT) under GCT Master Policy, 2026, Schedule '2' at Birshibpur (BSBP) Station Partially on Railway Land & Partially on Non-Railway Land"

Net worth of the applicant shall be at least fifty percent (50%) of the estimated cost of construction (as per the minimum infrastructural facilities determined by the Railway/Division ). Net worth Certificate, Profit & Loss Account, Balance Sheet for the last 03 (Three) FY (e.g.2022-23, 2023-24 & 2024-25) duly certified & audited by registered Chattered Accountant with signature, date, stamp & membership number of the CA with UDIN.

Work Experience: Applicant shall have at least Two Years experience in manufacturing, transportation, or logistics and related business. For GCTs planned to be developed partially on Railway land and partially on non- Railway land, the bidder shall have acquired the right on land (of sufficient size) contiguous to be identified land parcel. (For detailed eligibility condition, bidder should refer to item no.3, Para 16.2 Section-V (Instructions to the tenderer) of the Tender Document and attach supporting documents accordingly)

Name and authorization of lead member (Note : On receipt of approval of Railway Administration for setting- up and/or operation of GCT, JV/Consortium shall have to convert into a legal entity - Firm/ Company/ LLP. Agreement shall be entered into by RA with the above legal entity only.)

h)Government/semi-government agencies and statutory bodies under Central/State govt. (including Development Authorities and municipal bodies) shall also function as GCTO, to set up new cargo Terminal 1. PAN 2. Authorization from respective Central / State Government bodies / agencies.

Note: If it is NOT mentioned in the submitted tender that the tender is being submitted on behalf of a Sole Proprietorship firm / Partnership firm / Joint Venture / Registered Company etc., then the tender shall be treated as having been submitted by the individual who has signed the tender.

As on the tender opening date, tenderer should be holding a valid registration for the GST. The copy of valid registration for the GST, duly self-attested/digitally signed or attested by notary. As on the tender opening date, tenderer should be holding a valid PAN card and TAN of the firm. The copy of valid PAN card and TAN of the firm, duly self- attested/digitally signed or attested by notary. The bidders shall be required to submit an undertaking certifying the truthfulness of all the documents submitted/ uploaded along with the tender. This shall be mandatory for all the bidders. In case of failure of the bidder to submit the undertaking, their offer shall be summarily rejected. The standard format of undertaking to be submitted by the bidder is enclosed. It shall be mandatorily incumbent upon the tenderer to identify, state and submit the supporting documents duly self-attested by which they/ he is qualifying the Qualifying Criteria mentioned in the Tender Document. It will not be obligatory on the part of the Tender Committee to scrutinize beyond the submitted document of tenderer as far as his qualifying for the tender is concerned. The bidder will be required to submit a proposed plan of GCT which should fulfill the minimum infrastructural facilities defined by the division, as per Annexure-A and details available in Section -IV (Scope of work -Minimum infrastructural facilities) of this tender document. For this purpose, Copy of Rough Sketch of the proposed GCT works (attached as Annexure-A) and fulfilling the minimum infrastructural facilities as mentioned in Section IV of the tender document, duly signed by the bidder, shall be submitted by the bidder. •The tender document should clearly indicate minimum infrastructure facilities already decided by the railways and further infrastructure facilities/value added services which the tenderer wants to develop in addition to the minimum infrastructure facilities at the time of submission of the tender. The layout plan should specifically indicate the position of minimum infrastructure facilities and the further infrastructure facilities which the tenderer wants to develop further should be shown in the layout diagram. The specification of site, capacity, quantity, quantum, length, breadth, area etc of all infrastructural facilities including minimum and additional facilities etc should be indicated in detail & head / item wise. However, it is complete discretion of Divisional Railway Authorities to allow such additional facilities. It is not bounding on the part of the railway to allow the tenderer for all those additional facilities which the tenderer wants to develop in addition to minimum infrastructure facilities or some/ few of those additional facilities. During the contractual period all sorts of development of infrastructure facility/other services etc. should be developed as per the approval of the railway authority.

Investment plan Detail investment plan of the tenderer for development of GCT, minimum infrastructure facilities, additional facilities / value added services (which the tenderer wants to develop in addition to the minimum infrastructural facilities) should be submitted separately along with this tender.

Traffic Projection Traffic projection shall be given separately for container and non container traffic & inward and outward basis for the period of 10 years for each year separately including initial period at the time of commencing of GCT as per own format with breakup of name of the commodity. The traffic projection should contain at least number of rakes separately for container and non container traffic and Inward & Outward on per annum basis for the period upto 10 years. Statement for traffic projection as described should be indicated clearly and separately for each year upto the period for 10 years.

The maintenance of GCT will be as per the provisions of Master Circular on Gati Shakti Multi Modal Cargo Terminal (GCT) ' 2026 and its amendments from time to time.

The bidder has to submit Aadhar number of the Authorized Signatory in case of Hindu Undivided Family/ Partnership Firm/ Company registered under Companies Act, 2013/ Limited Liability Partnership/ Registered Society/ Registered Trust/ Joint Venture/ Consortium (Self attested copy of Aadhar) as per Section III of tender document.

Conditions which are not mentioned in this tender document shall be governed by GCT master circular'2026 and it's time to time amendment and other related guidelines from Railway Board.

1) The Divisional Railway Authorities reserves the right of declining/ accepting any tender/tenders irrespective of highest or lowest rate or splitting/re- tendering without assigning any reason at any stage of the tendering. 2) The Divisional Railway Authorities reserves the right to either cancel the tender or reject the tenders without assigning any reason at any stage of the proceedings.

Quantum of railway land as earmarked & shown i.e. 5.54 Acre (approximately) is purely provisional & indicative and thus, land license fee shall accordingly be assessed & realized as per the actual area of Railway land to be handed over to the selected GCTO (As per ESP) for construction of proposed GCT. Land License Fee with applicable conservancy charges, GST etc shall be levied in advance on the actual quantum of land to be handed over as per the prevailing rate and modalities of calculation issued under Railway Board's Master Circular on "Policy for Management of Railway Land" vide No. 2021/LML/25/5 dtd. 04.10.2022 as amended from time to time and as per Railway extant policy guidelines issued from time to time.

Late/Delayed Tenders: Submission of Tenders shall be closed on e- tendering website of RAILWAY ADMINISTRATION at the date & time of submission prescribed in NIT after which no tender shall be accepted. It shall be the responsibility of the bidder/tenderer to ensure that his tender is submitted online on e-tendering portal before the date of submission. Divisional Railway Authorities will not be responsible for any delay, internet connection failure or any error in uploading of tender submission. The tenderers are advised to upload their submission well before the due date and time of tender submission to avoid any problem and last-minute rush.

Cost of tender documents: The tender document must be accompanied with Tender Cost of amount Rs. 10,000 /- plus 18% GST (GST Invoice to be uploaded in IREPS). The tender document cost shall be accepted only through net banking or payment gateway through the website www.ireps.gov.in. Cost of the tender document will be Non-refundable. It can be paid only through online payment modes like net banking, debit card, credit card, etc. Manual payments through Demand draft, Banker's cheque, Deposit receipts, etc. are not allowed.

Earnest Money: The tender document must be accompanied with EMD of amount as mentioned in NIT. Earnest Money for participation shall be 10% of the estimated project cost (excluding the cost of land) of the Terminal. The earnest money shall be accepted only through net banking or payment gateway through the website www.ireps.gov.in. The earnest money shall be rounded to the nearest Rs. 100. For the successful bidder, this Earnest Money shall be converted into Performance Guarantee, while the Earnest Money for unsuccessful bidders shall be refunded but the Railway shall not be responsible for any loss or depreciation that may happen thereto while in their possession, nor be liable to pay interest thereon.

The Performance Guarantee shall be refunded in full, six months after the commissioning of the Terminal - subject to clearance of all pending dues of Railway by the GCTO. If the successful bidder fails to start or complete the construction of GCT within the stipulated time (including the extensions granted by Competent Authority, if any), the Earnest Money/Performance Guarantee shall be forfeited; and the Railway land shall revert back to Railway.
